A Statistician and impact evaluation practitioner with experience using mixed methods and participatory approaches evaluating the national education system as well as European Union and the Netherlands-funded development/humanitarian projects implemented across Uganda while playing the role of Team Leader or core evaluation team member. Together with other EASST Fellows have trained over 100 professionals on methods of rigorous evaluation of programs or interventions. Trained for 4 months (Fall 2015) at the University of California, Berkeley-USA in rigorous impact evaluation techniques which resulted in a collaborative research project on the evaluation of existing teacher transfer policy in Uganda funded by USAID-DIV. The implementation of this collaborative research and over 10 years with Uganda’s national examinations Board (UNEB) has occasioned participation in sector and sub-national influencing processes and acquisition of skills to interact with a wide range of stakeholders including ordinary citizens of varied cultures.
While serving as Senior Officer at (UNEB) as in-charge of data management, supported the institution in test development, complex survey sampling design, and sampling for various national studies or surveys up to dissemination of findings at national and district levels. Tasks at UNEB and project evaluations required me to use or program desktop database softwares like Epiifo, EpiData or Cs.Pro as well as mobile data collection platforms like Tangerine, Open Data Kit, iFormBuilder, and Survey Solutions, together with statistical packages like Stata and R environment for analysis. Former Chair of the Department of Statistical Methods and Actuarial Science(DSMAS) at Makerere University, and currently a Lecturer at DSMAS with experience teaching impact evaluation methods, psychometrics and psychological testing, probability, mathematical statistics, statistical inference and Statistical quality control. Served as measurement statistician for Luigi Giussani Institute of Higher Education for development of soft skills tool and psychometrician with Twaweza East Africa (Uwezo), supported with psychometric analysis of their 2017 assessment tests. Worked as Country Expert Consultant with Philanthropy Advisors to conduct a feasibility study on the possibility of replicating the Ivory Coast Transformation of Education in Cocoa growing Communities (TRECC) project on behalf of the Jacobs Foundation. Identified, planned and conducted interviews with diverse stakeholders in education and the coffee/cocoa supply chain, and compiling a report. As national coordinator for the Network for Impact Evaluation Researchers in Africa (NIERA), I supervised a rapid impact evaluation needs assessment where I arranged interviews with over 25 senior persons in private and government sector, NGOs and research institutions. English Language has been my medium of instruction since kindergarten up to university.
