    The Open University of Mauritius (OU) is a public university in Mauritius. It offer programmes leading to undergraduate, and postgraduate degrees through open distance learning. OU's headquarters are located in Réduit, Moka.The OU was established under the Open University of Mauritius Act No. 2 of 2010, proclaimed in July 2012. Its first founder Director-General is Dr Kaviraj Sharma Sukon.The first graduation ceremony was held on 8 July 2015. The guest was the Nobel prize laureate Dr Le Clezio.It was the first public university in Mauritius to be ISO-certified as from 7 July 2015. The University was re-certified in November 2018 from ISO 9001:2008 to ISO 9001:2015.It is the only public university that has experienced a continuous positive growth as evidenced by the findings of the report of the Tertiary Education Commission (see Figure 6 on Page 6): http://www.tec.mu/pdf_downloads/Participation_Tertiary_Education_2018.

    1Mauritian Creole, Language, and Identity: Demolinguistic Perspectives from the 2022 Census of Mauritius

    Mauritius is a multiethnic creole-speaking nation characterised by a history of colonisation and immigration. Several languages are used and recognised on the island. These play a crucial role in the way Mauritians define themselves. The link between identity and language is reflected at micro-level in daily practices and at macro-level in the census. The latest 2022 census, like the previous ones, assessed the linguistic diversity of the population. This paper examines the responses to two of the language questions: language(s) spoken by ancestors and language usually spoken. The findings highlight the increasing use and acceptance of Creole as an ancestral language and as a language of the home, the continued presence and prestige of the colonial languages English and French, and the symbolic function and decreasing usage of most ancestral Asian languages. Drawing on demolinguistic research and studies on the sociolinguistic situation of Mauritius, this paper underscores the dynamic interplay between Creole and the other languages on the one hand, and language and identity on the other. The paper concludes that the census provides valuable data for enhancing our understanding of the sociolinguistics of multilingual communities and also for informing local language planning and policy.

    2The Beta-Bound: Drift Constraints for Gated Quantum Probabilities

    Quantum mechanics provides extraordinarily accurate probabilistic predictions, yet the framework remains silent on what distinguishes quantum systems from definite measurement outcomes. This paper develops a measurement-theoretic framework for projective gating. The central object is the β-bound, an inequality that controls how much probability assignments can drift when gating and measurement fail to commute. For a density operator ρ, projector F, and effect E, with gate-passage probability s = Tr(ρF) and commutator norm ε = [F, E], the symmetric partial-gating drift satisfies |Δp_F(E)| ≤ 2 √((1 - s)/s)·ε. The constant 2 is sharp. We introduce two diagnostic quantities: the coherence witness W(ρ, F) = F ρ(I - F)_1, measuring cross-boundary coherence, and the record fidelity gap Δ_T(ρ_F, R), measuring expectation-value change under symmetrisation. Three experimental vignettes demonstrate falsifiability: Hong–Ou–Mandel interferometry, atomic energy-basis dephasing, and decoherence-induced classicality. The framework is operational and interpretation-neutral, compatible with Everettian, Bohmian, QBist, and collapse approaches. It provides quantitative structure that any interpretation must accommodate, along with a template for experimental tests.

    3Context-aware Systems for Abnormal Behaviour Detection in Activities of Daily Living of Elderly People Within Smart Home Environments: a Systematic Review

    The global population is going through a significant demographic shift and the percentage of individuals aged 65 and over is projected to increase globally. This demographic transition brings forth challenges associated with aging, including an increased prevalence of non-communicable diseases and disabilities. Falls are a particularly common and serious concern for the elderly, highlighting the growing need for comprehensive care and support systems. Such systems should encompass primary, acute, and end-of-life care, as well as assistance with activities of daily living (ADL). There is a growing need for comprehensive care and support systems encompassing primary, acute, and end-of-life care, along with assistance in daily activities. Abnormal Behaviour in Activities of Daily Living (AB-ADL) among elderly individuals present significant health risks and challenges. Nevertheless, minimal published literature is available on a generic context-aware architecture focused mainly for detection of different AB-ADLs in smart-home environment that computer scientists or software developers can utilise and adapt to a particular use case scenario, as most existing context-aware architectures are scenario-specific. To address this gap, a systematic review is conducted in this paper to illustrate the key components of context-aware systems through an architectural representation. Also, this paper aims to explain how systems are designed to effectively detect various types of AB-ADLs among elderly individuals in smart-home environments, using appropriate technologies and methodologies, as well as how these systems are evaluated for performance and effectiveness. For this, 43 recently published papers were systematically reviewed and analysed. Following the review, a generic architecture for context-aware system for performing Abnormal Behaviour Detection in Activities of Daily Living (ABD-ADL) of the elderly in smart-home environment was realised, and it was found that there is no agreed consensus on the tools and technologies used in the build-up of such systems. Similarly, various approaches are used to evaluate such systems and the most common one is through case studies. A lack of frameworks that guide the evaluation process was noted. This paper presents key research concerns and potential for future study based on the data reported.

    4Implementing a 50:50 Theory and Lab Pedagogical Model for Verilog HDL: an Outcome-Based Approach

    The 50:50 Theory-Lab Teaching Model is a successful model for providing Verilog hardware description language (HDL) course material to undergraduate engineering students, with a balanced approach to delivery through both theory (classroom) and lab (practical) experience. The model allows equal opportunities for students to gain both knowledge (theoretical) and hands-on experience (practical). The educational approach used by this model was tested with a group of sixty (60) undergraduate engineering students. The educational techniques associated with this model used the same tools used in the industry ( ModelSim, Xilinx ISE, and Vivado), which were evaluated using a rubric that was later expressed as quantitative data. Statistical methods performed on this quantitative data revealed that the students in the 50:50 Theory-Lab Teaching Model performed more accurately when simulating their designs, were more efficient when debugging their designs, and had a greater understanding of the concepts related to the implementation of Verilog HDL compared to students taught through traditional lecture methods (p < 0.05) with large effect sizes (Cohen's d > 0.80). Therefore, the educational approach developed in this project is a cost-effective and flexible way of delivering course content, thereby enabling students to develop technical competencies and analytical skills and demonstrate job readiness, which meets the objectives of the OBE Principles and NEP 2020 Guidelines. Compared to the baseline, the inputs to this model resulted in an increase of +22%, +24%, and +22% for simulation accuracy, debugging performance, and project evaluation scores, respectively (p-value < 0.01, Cohen’s d > 0.90). Furthermore, SPI improvements, 18.4%, SES efficiencies of 27%, and 21 Concept Retention Gain (CRG) support these findings.

    5The Non-Compliance Provisions of Corporate Governance Codes: A Critical Analysis of the Laws of Mauritius and the United Kingdom

    Corporate governance codes in Mauritius and the United Kingdom rely on explanation-based disclosure to preserve flexibility while promoting accountability, yet persistent concern remains over whether weak or boilerplate explanations undermine that objective. This article examines the legal and regulatory treatment of poor-quality explanations for non-compliance with corporate governance codes, with particular focus on the Mauritian apply-and-explain framework and the UK comply-or-explain regime. Using a doctrinal black-letter methodology and comparative legal analysis, the paper analyses governance codes, statutory provisions, listing rules, regulatory guidance, and selected practical case materials, including the Tesco and Carillion scandals in the United Kingdom. The study draws on primary legal sources, supporting doctrinal and governance scholarship to evaluate whether existing frameworks provide meaningful standards or sanctions for inadequate explanations. The findings show that both jurisdictions depend heavily on disclosure as an accountability mechanism, but neither provides sufficiently robust, explanation-specific oversight. In the United Kingdom, enforcement remains largely indirect and market-driven, while in Mauritius, broad regulatory powers exist, but visible enforcement directed at explanation quality is limited. The article concludes that explanation quality should be treated as a matter of legal accountability, and it recommends clearer evaluative benchmarks, more explicit supervisory scrutiny, and a stronger enforcement architecture to enhance transparency, investor confidence, and the credibility of explanation-based governance.
