Sholem Aleichem Amur State University (Russian: Приамурский государственный университет имени Шолом-Алейхема), formerly Birobidzhan State Pedagogical Institute, is a university in Russia. This is the only university based in the Jewish Autonomous Oblast. It is named after Jewish-Russian author Sholem Aleichem.
в статье проводится историко-правовой анализ примирительных форм разрешения споров, а именно медиации в российском гражданском процессуальном праве посредством их сравнения с современной правовой моделью медиации. Отмечается актуальность медиации как альтернативного способа разрешения споров в условиях возрастания нагрузки на судебные системы и глобализации правовых процессов. Рассматривается эволюция правового оформления примирительных процедур путём анализа масштабов вовлеченности в посредническую деятельность органов правосудия на ранних этапах формирования данного института. Современная модель медиации преимущественно оформляется в виде самостоятельного механизма, который функционирует вне суда. В статье делается акцент на различия между историческими формами примирения и современной правовой моделью медиации. Выявляемые различия наиболее отчётливо просматриваются в изменении роли посредника (медиатора) и характера участия государства. Современный институт медиации предполагает, что стороны гражданско-правового спора самостоятельно вырабатывают решение, которое затем подлежит обязательной институциональной легитимации. the article provides a historical and legal analysis of the conciliation forms of dispute resolution, namely mediation in Russian civil procedure law by comparing them with the modern legal model of mediation. The evolution of the legal structure of conciliation procedures is considered by analyzing the extent of involvement in the mediation activities of justice bodies in the early stages of formation of this institution. The modern model of mediation is mainly in the form of an independent mechanism that functions outside the court. The article focuses on the differences between historical forms of reconciliation and the modern legal model of mediation. The differences identified are most clearly visible in the changing role of the mediator and the nature of government involvement. The modern mediation institute assumes that the parties to a civil-law dispute independently develop a solution, which is then subject to mandatory institutional legitimization.
В работе с помощью модельных экспериментов, проведенных на базе опытового ледового бассейна, исследован процесс движения моделей подводных аппаратов вблизи нижней поверхности ледяного покрова ослабленного поперечной раскрытой трещиной. В качестве моделей выбрано тело вращения с цилиндрической вставкой и размещенными на корпусе выступающими частями, в виде рубки крыловидной формы и кормового оперения. Модель льда пресноводная, без добавок и примесей, намораживалась естественным холодом до заданной толщины. Повышенная прочность ледяного покрова компенсировалась меньшей толщиной намораживаемого льда. Для перемещения моделей использовалась тросовая буксировочная система, которая позволяла определять изменение заглубления модели под воздействием подъемной силы при заданной скорости движения и определять угол дифферента от гидродинамического момента. С помощью лазерного датчика вертикальных перемещений определялся профиль взволнованной поверхности льда. Для оценки ледоразрушающей способности, генерируемых изгибно-гравитационных волн использовался геометрический критерий ледоразрушения. Рост площади смоченной поверхности за счет выступающих частей, как и наличие свободной кромки, приводило к резкому возрастанию амплитуды колебаний ледяного покрова и увеличению эффективности разрушения льда. Возрастала и величина относительного вертикального перемещения, которая существенно зависела от относительной скорости движения моделей. При Fr=0,33-0,45 модели притягивались к нижней поверхности ледяного покрова, далее подъемная сила меняла свой знак и заглубление начинало возрастать. При малых значениях числа Fr движение происходило с незначительным дифферентом на корму. Далее возникал дифферент на нос максимум, которого зависел от наличия выступающих частей и моделируемых ледовых условий. In this study, model experiments conducted in an experimental ice tank were used to investigate the motion of underwater vehicle models near the undersurface of an ice cover weakened by a transverse open crack. The models were a body of revolution with a cylindrical insert and protruding parts mounted on the hull, in the form of a wing-shaped conning tower and aft empennage. The ice model, made of freshwater ice without additives or impurities, was frozen by natural cold to a specified thickness. The increased strength of the ice cover was compensated for by a smaller thickness of the frozen ice. A cable towing system was used to move the models, allowing for the change in model depth to be determined under the influence of lift at a given speed and the trim angle to be determined from the trimming moment. A laser vertical displacement sensor was used to determine the profile of the rough ice surface. A geometric ice-breaking criterion was used to assess the ice-breaking capacity of the generated flexural-gravity waves. The increase in wetted surface area due to protruding parts, as well as the presence of a free edge, led to a sharp increase in the amplitude of ice sheet oscillations and increased ice breaking efficiency. The magnitude of the relative vertical displacement also increased, significantly dependent on the relative speed of the models. At Fr = 0.33-0.45, the models were attracted to the lower surface of the ice sheet; then, the lift force reversed, and the penetration began to increase. At low Fr values, movement occurred with a slight trim by the stern. Subsequently, a maximum trim by the bow occurred, the maximum of which depended on the presence of protruding parts and the simulated ice conditions.
В настоящее время объём задач, решаемых с помощью подводных беспилотных систем, постоянно растёт, что в том числе связано с освоением Арктического региона. Однако движение подводных аппаратов в ледовых условиях и тем более их всплытие в ледяном покрове является достаточно сложной инженерной задачей, для решения которой могут быть использованы изгибно-гравитационные волны, генерируемые от движения устройства. В работе приводятся результаты эксперимента по оценке влияния ледяного поля, ослабленного продольной и поперечной трещинами, на волнообразование и параметры движения погружённого тела. Исследование проводилось в ледовом опытовом бассейне с использованием пресноводной модели льда. Получены зависимости заглубления и угла дифферента модели тела для различных значений числа Фруда. Показано влияние трещин в ледяном покрове и их расположения относительно траектории движения тела на исследуемые параметры. С помощью геометрического критерия ледоразрушения выполнена оценка ледоразрушающей способности изгибно-гравитационных волн. Получены поля разрушения льда от движения модели на малом заглублении. Today, the scope of tasks solved using underwater unmanned systems is constantly growing, which is also related to the development of the Arctic region. However, the movement of underwater vehicles in ice conditions, and especially their ascent in ice cover, is a rather complex engineering challenge, which can be solved using flexural-gravity waves generated by the device's motion. The paper presents the results of an experiment to assess the influence of an ice field weakened by longitudinal and transverse cracks on wave formation and the motion parameters of a submerged body. The study was conducted in an ice experimental tank using a freshwater ice model. The dependences of the model body depth and trim angle were obtained for various Froude numbers. The influence of cracks in the ice cover and their location relative to the body's trajectory on the studied parameters is demonstrated. Using a geometric ice-fracture criterion, the ice-fracture capacity of flexural-gravity waves was assessed. Ice-fracture fields due to the model's motion at shallow depths were obtained.
The article presents the results of studies of composite magnesium oxychloride iron-containing binders. The research is aimed at solving the problem of increasing operational durability and expanding the scope of application of magnesium materials. The purpose of the work is to study hydrate formation, hardening, and properties of composite magnesium binders with varying contents of iron compounds. Compositions of caustic magnesite (magnesium oxide) with iron oxides, with ferruginous minerals (andradite and pyrite), and with waste from the enrichment of magnetite ores have been studied. The scientific novelty of the research results lies in the identification of patterns of hydration of magnesium oxychloride binder with a high content (at least 50%) of iron compounds. The mutual influence of magnesium and ferruginous components during hydration and formation of the binder structure has been established. Schemes for the formation of hydrates involving andradite and pyrite have been proposed. The qualitative composition of the main hydrates of composite binders was determined by diffractometric and differential thermal analysis methods. The microstructure of the materials was studied by electron microscopy. The structure of magnesium paste made from a composite binder is formed by crystals of magnesium pentahydroxychloride and amorphous gel-like iron-containing hydrates. In composite binders containing iron oxide or andradite, magnesium hydroxychlorocarbonate is formed. The dependence of the stability of magnesium hydroxychlorocarbonate on the content of magnesium oxide and chloride was revealed. The patterns of the influence of iron compounds on the hydration and hardening of magnesium oxide form the basis for the development of a composite binder containing 50%-70% magnetite ore enrichment waste. A composite binder containing a ferrous man-made component is not inferior in strength properties to caustic magnesite and is characterized by high structural resistance to long-term operational impacts.
Надежда Константиновна Христофорова с 1974 г. в течение 50 лет работала в лаборатории геохимии Тихоокеанского института географии ДВО РАН, тесно сотрудничая со многими российскими и иностранными учеными. В 1985 г. защитила диссертацию по теме «Биоиндикация загрязнения морских вод тяжелыми металлами» и стала первым в Дальневосточном регионе России доктором биологических наук по специальности «Экология». В 1986 г. Дальневосточный государственный университет (ныне ДВФУ) пригласил Н.К. Христофорову на работу для создания кафедры экологии. С этого времени Надежда Константиновна успешно совмещала педагогическую работу в университете и научную деятельность в ТИГ ДВО РАН. Основным направлением ее экологических исследований был мониторинг состояния морской среды на основе использования химических и биологических методов контроля. В качестве объектов биомониторинга использовали растения (бурые водоросли и морские травы), беспозвоночных животных (брюхоногих и двустворчатых моллюсков, морских ежей) и рыб. С 2001 г. началось сотрудничество с Биробиджанским государственным педагогическим институтом. Здесь Надеждой Константиновной была организована научная школа «Экологические факторы среды и здоровье населения», в рамках которой проводили изучение биогеохимических особенностей среды и антропогенных факторов на территории Еврейской автономной области и их влияния на здоровье населения. В статье приводится общая характеристика научных исследований Н.К. Христофоровой и ее учеников, включая мониторинг морских и наземных экосистем. Nadezhda K. Khristoforova defended her dissertation thesis titled “Bioindication of sea water pollution with heavy metals” in 1985 and she had become the first Doctor of Biological Sciences in the specialty “Ecology” in the Far East of Russia. Since 1974, she worked in the Laboratory of Geochemistry of the Pacific Geographical Institute of the Far Eastern Branch of the Russian Academy of Sciences (Vladivostok, Russia) for 50 years in close collaboration with Russian and foreign scientists. In 1986, the Far Eastern State University (now the Far Eastern Federal University) invited N.K. Khristoforova to work for the founding of the Department of Ecology. Since then, Nadezhda Konstantinovna has successfully combined her teaching work at the University and scientific activity at the Pacific Geographical Institute, FEB RAS. Monitoring of the marine environment using chemical and biological methods was the focus of her ecological studies. Plants (brown algae and seagrasses), invertebrates (gastropods, bivalves, sea urchins) and fish were taken as bioindicators. Nadezhda Konstantinovna organized seasonal hydrochemical and microbiological studies in the Vostok, Nakhodka, Amur and Ussuri bays and other water areas of the Sea of Japan for many years. Long-term monitoring of heavy metal pollution led to understanding of the dynamics of the intensity of the “metal press” on marine environment. For example, the use of brown algae as pollution indicators made it possible to determine the negative impact of the Tumannaya river’s outflow on the seawater of the Far Eastern State Marine Reserve in the 1990s. A decrease in pollution of coastal waters in the western part of Ussuri Bay in 2017-2018, compared to 2001-2002, was exposed based on Zn, Cu and Pb concentrations in Sargassum miyabei Yendo and Sargassum pallidum (Turner) C. Agardh. This improvement of local environment resulted from the implementation of various environmental protection measures, including the reclamation of the solid waste landfill and ash dumps. Collaboration between N.K. Khristoforova and Birobidzhan State Pedagogical Institute began in 2001. Nadezhda Konstantinovna founded the scientific school “Ecological environmental factors and public health” there. The studies of biogeochemical features and anthropogenic factors in the Jewish Autonomous Region, as well as their impact on public health, were carried out. Concentrations of heavy metals - Fe, Mn, Ni, Pb, Cu, Zn, Co, Cd, Hg in the air, river water and groundwater, soil, biota and snow were studied as well. The article contains a general description of the scientific works of N.K. Khristoforova and her students, including those on monitoring of marine and terrestrial ecosystems.
