This report explores the multiple perspectives and points-of-view that have shaped the public’s understanding of the 2015-2016 El Niño event in the Philippines, revealed primarily through the lens of online media. Discourse analysis was used to uncover how certain issues and events are understood and appreciated by a mainstream audience. This chapter attempts to uncover the deep and complex meanings behind the public’s understanding of El Niño and the concept of readiness. The discussion is contextualized in recognition of social, economic, and geopolitical factors that may potentially shape public discourse, as observed through articles posted on the internet, effectively constituting the online public sphere.
This exploratory study examines 37 wrongfully convicted Black women. The cases were culled from electronic databases located at the Innocence Project, the Center on Wrongful Convictions, the Death Penalty Information Center, the National Registry of Exonerations and from the innocence database at fore justice.org in addition to newspaper and magazine articles. Prosecutorial misconduct and perjury by criminal justice officials constituted the 2 most important factors leading to wrongful convictions. Police misconduct was the 3rd most important factor, followed by ineffective assistance of counsel and insufficient evidence to support a conviction. The use of informants, false confessions, witness errors, and forensic errors were among the least common contributors. Limitations of the study and suggestions for future research are also addressed.
Infectious bronchitis virus (IBV) is currently one of the most important pathogens in the poultry industry. The H120 and Ma5 are the only viral strains approved by the Brazilian government as the constituent of vaccines. Despite the systematic vaccination in Brazil, IBV has not yet been controlled and diseases associated with this virus have been reported in vaccinated chickens. Here, we investigated the genetic variability of H120 and Ma5 strains present in the IBV vaccines from different Brazilian manufacturers. We performed DNA sequencing analyses of the S1 spike glycoprotein gene to investigate its genetic variability and the presence of viral subpopulations among vaccines, between batches, and also in each vaccine after a single passage was performed in chicken embryonated eggs. Our results revealed up to 13 amino acid substitutions among vaccines and some of them were localized in regions of the S1 glycoprotein that play a role in virus–host interaction. Secondary nucleotide peaks identified in the chromatogram for the S1 gene sequence revealed that all original vaccines (H120 and Ma5) were composed by different subpopulations of IBV. Moreover, new viral subpopulations were also found in vaccines after a single passage in chicken embryonated eggs. These findings indicate that H120 and Ma5 viral strains used in vaccines market in Brazil can still mutate very rapidly during replication, leading to amino acid substitutions in proteins involved in the stimulation of the immune response, such as the S1 glycoprotein. Therefore, our data suggest that the genetic variability of these viral strains should be taken into consideration to ensure an effective immune response against IBV.
AbstractIntroductionBased upon military experience, law enforcement has developed guidelines for medical care during high-threat conditions. The purpose of the current study was to provide a descriptive analysis of reported outcomes of law enforcement medical interventions.MethodsThis was a descriptive analysis of a convenience sample of cases submitted to the Wisconsin Tactical Medicine Initiative (Wisconsin USA), after the provision of successful patient care, between January 2010 and December 2015. The study was reviewed by the Mayo Foundation Institutional Review Board (Rochester, Minnesota USA) and deemed exempt.ResultsNineteen agencies submitted information during the study period. Of the 56 episodes of care reported, four (7.1%) cases involved care provided to injured officers while 52 (92.9%) involved care to injured civilians, including suspects. In at least two cases, on-going threats existed during the provision of medical care to an injured civilian. Law enforcement rendered care prior to Emergency Medical Services (EMS) arrival in all but two cases.ConclusionsThe current case series demonstrates the life-saving potential for law enforcement personnel trained and equipped under current Tactical Combat Casualty Care (TCCC)/ Committee on Tactical Emergency Casualty Care (C-TECC) tactical casualty care guidelines.
