
Ein Großteil der Diagnosen einer Krise der Demokratie basiert auf Daten von Demokratiemessungsprojekten wie Varieties of Democracy (V-Dem). Doch innerhalb der Politikwissenschaft gibt es sowohl Kritik an den Messverfahren von V‑Dem als auch an den dahinterliegenden Demokratieverständnissen. Dieser Literaturbericht systematisiert die unterschiedlichen Kritiken an V‑Dem und zieht daraus anschließend Schlüsse für die breitere Debatte über eine (vermeintliche) Krise der Demokratie. Abschließend werden Ansätze skizziert, die die Demokratieforschung selbst demokratisieren möchten, indem sie die Demokratieverständnisse der Bevölkerung ins Zentrum politikwissenschaftlicher Demokratiemessung rücken.
This study examines attitudinal heterogeneity within the electorate of the German populist radical right party AfD. Using data from the 2025 German Longitudinal Election Study (GLES) post-election survey, it applies Latent Profile Analysis to AfD voters based on attitudes toward migration, assimilation, gender equality, antisemitism, authoritarian leadership, climate change versus economic growth, and social protection, and then relates profile membership to socio-demographic and political characteristics. While opposition power in democracies has been vividly investigated recently, we lack comparative studies that include autocratic systems and evaluate power across regime types. The paper takes an important step to address that gap by a detailed analysis of constitutional opposition rights in all African polities. Africa represents an insightful sample since democracy levels widely differ. Moreover, the continent is largely neglected as opposition research is biased towards the Global North. The findings reveal variation in opposition rights contradicting the conventional wisdom that authoritarian regimes grant opposition forces no or less power. Opposition leverage is mainly associated with history-related and institutional variables but less so with political factors. A mini case study of Egypt illustrates the relevance of opposition rights under authoritarian rule. The index can be applied in a variety of other research which should especially focus on the conditions under which formal rights are used or subverted in less democratic regimes.
In recent years, the notion of "polycrisis" has become a key concept in debates about contemporary global transformations. It refers to the simultaneous occurrence and mutual reinforcement of multiple crises, including the COVID-19 pandemic, geopolitical conflicts, economic disruptions, and climate change. Yet to what extent is this constellation actually perceived worldwide as a coherent phenomenon? This debate article addresses this question from a comparative political science perspective by bringing together regional analyses of Africa, Latin America, East and Southeast Asia, Eastern Europe, the Middle East, and the Global North. The contributions examine, first, how crises are perceived and framed in the respective regions and whether the narrative of polycrisis is present at all. Second, they analyze how political systems and actors respond to multiple crises and what implications this has for democracy, authoritarianism, political stability, and international positioning. The comparative perspective reveals that the idea of a single global polycrisis only partially reflects empirical realities. While in the Global North the entanglement of multiple crises is often interpreted as an epochal rupture, many regions of the Global South emphasize experiences of structural vulnerability, long-standing crises, or external shocks. The concept of polycrisis thus appears less as a universal condition than as a contested interpretive framework whose relevance and consequences vary across regional contexts, institutional arrangements, and political narratives.
Autocratic regimes can collapse if they employ stabilization strategies that do not meet the conditions for success. This is the conclusion of the latest evaluation study of autocratic stabilization strategies, which puts forward the thesis of strategic governance failure (Kater 2024). In this analysis, the thesis and the underlying research design are applied to the contrasting phenomenon of regime stability. For the period under review from 1980 to 2010, seven fsQCA analyses of 71 autocratic regimes that survived and collapsed are used to test whether effective and efficient combinations of stabilization strategies and their framework conditions are sufficient conditions for the outcome of autocratic regime stability. The study concludes that the thesis of strategic controllability provides an explanatory pathway for 17 of 27 stable autocratic regimes. Based on the results, the compensation thesis according to Gerschewski et al. (2013) is extended to the framework conditions of autocratic stabilization strategies. This allows a distinction to be made between stabilization strategies that require compensation and those that are capable of compensation. Autocratic regime stability can thus be explained more precisely.
Der Begriff der „Polykrise“ hat sich in den vergangenen Jahren zu einer zentralen Chiffre zeitdiagnostischer Debatten entwickelt. Er verweist auf die Gleichzeitigkeit und wechselseitige Verstärkung unterschiedlicher Krisen – etwa der Pandemie, geopolitischer Konflikte, wirtschaftlicher Verwerfungen und der Klimakrise. Doch in welchem Maße wird diese Konstellation tatsächlich weltweit als zusammenhängendes Phänomen wahrgenommen? Der Beitrag geht dieser Frage aus der Perspektive der Vergleichenden Politikwissenschaft nach und bündelt regionale Analysen zu Afrika, Lateinamerika, Ost- und Südostasien, Osteuropa, dem Nahen und Mittleren Osten sowie dem Globalen Norden. Die Beiträge untersuchen erstens, wie Krisen in den jeweiligen Regionen wahrgenommen und gerahmt werden und ob das Narrativ der Polykrise dort überhaupt präsent ist. Zweitens analysieren sie, wie politische Systeme und Akteure auf multiple Krisen reagieren und welche Folgen sich daraus für Demokratie, Autoritarismus, politische Stabilität und internationale Positionierungen ergeben. Der Vergleich zeigt, dass die Vorstellung einer einheitlichen globalen Polykrise empirisch nur begrenzt trägt. Während im Globalen Norden die Verschränkung multipler Krisen als neue Zäsur interpretiert wird, dominieren in vielen Regionen des Globalen Südens Erfahrungen von Dauerkrisen, struktureller Verwundbarkeit und externen Schocks. Die Polykrise erweist sich damit weniger als universale Realität denn als politisches Deutungsmuster, dessen Bedeutung und Konsequenzen stark von regionalen Kontexten, institutionellen Strukturen und politischen Narrativen abhängen.
Stable democracies seem to be characterized less by strong democratic institutions than by the ability of their elected governments to control political discourse and conduct political debates on the basis of science-based information. This puts the question of the role of informational lobbying as a strategic transfer of expertise at the center of analyses of political processes. In this context, this paper uses an Exponential Random Graph approach to analyse the importance of structural network properties as well as characteristic properties of stakeholder organizations as relevant determinants of the network-generating process using the example of German animal welfare policy. The results show that informational lobbying is a relevant channel of influence in German animal welfare policy that exhibits asymmetric influence structures in favor of traditional agricultural associations. These structures are mainly influenced by reciprocity and the embedding of information exchange in a long-term social relationship. Interestingly, they nevertheless lead to the formation of consensus rather than conflict in animal welfare policy.
Stabile Demokratien scheinen sich weniger durch starke demokratische Institutionen auszuzeichnen, sondern vielmehr durch die Fähigkeit ihrer gewählten Regierungen, den politischen Diskurs zu kontrollieren und politische Debatten auf der Grundlage von wissenschaftsbasierten Informationen zu führen. Dies rückt die Frage der Rolle von Informational Lobbying als strategische Weitergabe von Expertise in den Mittelpunkt der Analysen politischer Prozesse. In diesem Zusammenhang analysiert dieses Papier am Besipiel der deutschen Tierwohlpolitik mithilfe eines Exponential-Random-Graph-Ansatzes die Bedeutung von strukturellen Netzwerkeigenschaften sowie charakteristischen Eigenschaften von Stakeholderorganisationen als relevante Determinanten des Netzwerk generierenden Prozesses. Die Ergebnisse zeigen, dass Informational Lobbying ein relevanter Einflusskanal in der deutschen Tierwohlpolitik ist, der asymmetrische Einflussstrukturen zugunsten klassischer Agrarverbände aufweist. Diese Strukturen sind im Wesentlichen vor allem durch Reziprozität und die Einbettung des Informationstausch in eine langjährige soziale Beziehung beeinflusst. Interessanterweise führen sie dennoch zu einer Konsens- statt Konfliktbildung in der Tierwohlpolitik.
The 2019 property tax reform marks a turning point in tax policy within the German federal system. For the first time, the Lander were granted the authority to introduce their own property tax models through an opt-out clause, thereby deviating from the unified federal framework. Against this backdrop, the article examines why some Lander make use of this deviation competence and develop independent models, while others adopt the federal model. The analysis employs a fuzzy-set QCA approach and integrates theoretical perspectives on partisan differences, housing market structures, and fiscal capacity. The findings indicate that fiscally strong states with structurally strained housing markets are particularly likely to develop their own models, using the property tax as an additional instrument for housing policy steering-such as influencing housing costs or land consumption. In contrast, low fiscal capacity emerges as a necessary condition for adopting the federal model. The study thus highlights a typical pattern of German federalism, in which developments unfold along existing disparities between fiscally strong and weak states. At the same time, it becomes evident that the property tax reform not only responds to constitutional requirements but also opens a new chapter of federal autonomy and policy variance. However, it remains doubtful that the reform will settle the long-standing debate surrounding the tax. Rather, its integration into the existing fiscal equalization system is likely to generate further conflict potential.
Die Grundsteuerreform 2019 markiert einen Wendepunkt für die Steuerpolitik im deutschen Bundesstaat. Erstmals erhielten die Länder durch eine Öffnungsklausel die Möglichkeit, eigenständige Grundsteuermodelle einzuführen und damit vom einheitlichen bundesgesetzlichen Rahmen abzuweichen. Vor diesem Hintergrund untersucht der Beitrag, warum einige Länder von dieser Abweichungskompetenz Gebrauch machen und eigene Modelle entwickeln, während andere das Bundesmodell übernehmen. Die Analyse erfolgt mittels fuzzy-set QCA und integriert theoretische Ansätze zur Parteiendifferenz, Wohnungsmarktstruktur und Finanzkraft der Länder. Die Ergebnisse zeigen, dass insbesondere finanzstarke Bundesländer mit struktureller Anspannung am Wohnungsmarkt die Entwicklung eigener Modelle vorantreiben und die Grundsteuer als weitere Möglichkeit zur wohnungspolitischen Steuerung etwa bei der Wohnkostenbelastung oder der Flächeninanspruchnahme nutzen. Für die Übernahme des Bundesmodells lässt sich dagegen eine geringe Finanzkraft als notwendige Bedingung interpretieren. Die Untersuchung unterstreicht somit einmal mehr ein typisches Muster des deutschen Föderalismus, wonach sich Entwicklungen entlang bestehender Ungleichgewichte zwischen finanzstarken und finanzschwachen Ländern vollziehen. Zugleich wird deutlich, dass die Reform der Grundsteuer nicht nur eine Antwort auf verfassungsrechtliche Anforderungen darstellt, sondern ein neues Kapitel föderaler Autonomie und Policy-Varianz eröffnet. Es ist jedoch zweifelhaft, dass die Reform die lange geführte Diskussion um die Steuer befriedet. Vielmehr dürfte die Integration der neuen Grundsteuer in das bestehende System des Finanzkraftausgleichs absehbar weiteres Konfliktpotenzial bieten.
Saxony is the focus of a study which assess the impact of political and social conditions on the prevalence of protest against Covid policies and the number of participants. This is done on a communal level. Size of community and its central function emerge as the most important factors. No impact is found for the proportion of AfD-voters, non-voters and history of right wing populist protests. Neither is there an impact of covid-incidence and severity of covid-measures ever used. On the regional rather than the communal level an AfD-effect on the number of participants however can be observed. A reason for it could be that many participants come from outside the place of protest and that their social contacts extend across the regional rather than the communal level.
The fact that higher physical attractiveness enhances the electoral prospects of politicians is by now uncontested in electoral research. Although there are plausible arguments for it, so far, no investigation has been conducted regarding the extent to which the party affiliation of candidates can influence the relationship between physical attractiveness and electoral success. This will be analyzed in this article for Germany. It explains how the physical attractiveness of candidates can influence their electoral chances and why it is expected that this influence should vary across parties. Based on a complete enumeration of all direct candidates in the federal elections from 2005 to 2021, whose physical attractiveness was independently assessed, linear regressions are estimated with the share of first and second votes obtained in the constituency as dependent variables. In line with the proposed hypotheses, a slightly stronger attractiveness effect is found on both the first vote and the second vote share for the (former) catch-all parties CDU/CSU and SPD, as opposed to the (relatively) smaller established parties B & uuml;ndnis'90/Die Gr & uuml;nen, FDP, and Die Linke. However, the difference is smaller for the second vote share. No attractiveness effect can be identified for the populist AfD.
Am Beispiel des Bundeslandes Sachsen wird auf der kommunalen Ebene untersucht, wie politische und soziale Rahmenbedingungen Einfluss nehmen auf das Vorkommen von Protest gegen die Corona-Maßnahmen und auf die Teilnehmerzahlen an diesen Protesten. Als bedeutendste Einflussgröße erweisen sich Ortsgröße und Funktion des Orts als regionales Zentrum. Keinen Einfluss übten der Anteil der AfD-Wähler, der Nichtwähler und die Historie rechtspopulistischen Protests aus, ebenso wenig ergaben sich Effekte von Corona-Inzidenzen und Strenge bisheriger Maßnahmen auf die Teilnehmerzahlen. Auf der Kreisebene wirkt sich der AfD-Wähleranteil auf das Ausmaß des Protestgeschehens hingegen aus. Der Grund dafür mag sein, dass viele Teilnehmer außerhalb des Protestortes ansässig sind und Kontakte maßgeblich regional und nicht lokal geprägt sind.
