
The proposed article, based on new archival documents identified in the archives of the Russian Academy of Sciences, with the involvement of researchers in the history of ethnic minorities on the territory of the USSR, Russia, reveals the role and place of the Laz ethnic minority in the south within Abkhazia and Georgia. Laz, as an ethnic minority, have undergone all those difficulties of transformation, including negative ones. Destructive measures were taken against them by the Government of the USSR – forced resettlement, deportation. Mohamed Vanlishi, Laz by nationality, being a member of the government of the Adjarian ASSR, minister, writer, sent a letter to L. Be-ria, the content of which touched Beria's feelings. The Lazes were returned from the special resettlement to their own homes. This side of the life of the ethnic minority of Georgia – Laz was reflected in the documents of "Stalin's special folder" The publication mentions many of the current representatives of the Laz in different periods of the his-tory of Georgia and Abkhazia and ethnic minorities living on their territory. The life of the Laz was also influenced by the policy carried out in Georgia to implement the "crys-tallization of society", pursuing the formation of statehood with one ethnic community, one culture. Introduction. The development of the problem itself in the scientific works of the author and other researchers is briefly stated. This is also a kind of reaction to complaints from the Laz themselves that the history of the ethnic minority is not being paid enough attention to. Little is known in the historiography of the Laz and their leaders, who led various kinds of movements for freedom and justice, the solution of social problems in society, the involvement of the Laz in party and state building. The content of punitive measures taken against Laz is partially revealed, the reasons and possibilities to overcome the built system in relations between the state and society, ethnic minorities are shown. Methods. The content of the article is based on different research methods. First of all, the method of historicism, a sequential presentation of the series of events that charac-terize the content of historical events, their relationship with accompanying events. It is also important to use the prosopographic method of presenting material about the main political figure of the Laz, representatives of the highest authorities. By using the narrative method, the ethnic community of the Laz is more widely represented and its participation in solving many issues in national state policy, the interaction of the ethnic community itself in the system of interethnic ties. The use of the information method is of particular value for building up an event series. This method is also quite applicable to the analysis of national processes taking place in the region where the Laz live. In the presentation of the article, the method of comparative historical analysis was also ap-plied. Results. This article was based primarily on archival documents about the holes, identi-fied in the archives of the Russian Academy of Sciences. This allowed a broader charac-terization of the Laz as an ethnic minority. Along with the well-known materials, show the settlement of Laz in the territory of the regions of residence. The documents of the archive make it possible to reveal the role and place of the Section for the Study of the National Question created in the structure of the Communist Academy. The forms and methods of work in the Communist Academy in the study of the history of the national question and ethnic minorities have been clarified.
Relations of Kyrgyz nomadic people with Nature developed for millennia as relations of “mother-and-child” fostering deep respect for Nature and careful attitude to it. Under the conditions of nomads’ spatial world view and freedom, a steady political vertical and sacral power was not formed among nomadic people. The role of power and education belonged to Nature itself dictating its severe laws of survival and to elder generations who transferred traditional knowledge, experiences, values, and skills to younger generations. The new times and new civilizations have absorbed traditions of the nomadic civili-zation. Contemporary globalization is characterized by expansion of nature and its resources, political-economic expansion of countries and nations, transformation of the world culture into a primitive mass-culture. And ecological humanism is totally forgotten. The works of our great compatriot and writer Chinghiz Aitmatov revive the careful and tender attitude to Mother-Nature. The writer reveals not only deep understanding of internal essence of humans and their actions, but also perceives feelings and thoughts of our “smaller fellows”, pets, birds, and animals living near us under the one sky. How to restore traditional knowledge, experience, moral and spiritual values which were so common to Kyrgyz nomadic people? What must happen to make us think about it? The authors of the article “How to overcome a deep precipice between humans and alive nature?” seek to find answers to these questions. They substantiate a systematic approach to the formation of ecological consciousness through introduction to the minds of people of a new measure of values related to humans and nature.
The paper presents a comparative analysis and characteristics of the social and everyday life of the peoples who inhabited the regions from 1867 to the end of the 19th century. Russian population in the provinces of the Middle Volga region had a larger share than in the Southern Urals, but the overall percentage of the Russian population decreased in the Middle Volga region, which is caused by a weak influx of Russians from the central part of Russia, the outflow of this part of the population to other parts of the country, the migration process of non-Russian peoples to the Middle Volga, the difference in the birth rate of representatives of the peoples. The population of the Middle Volga region and the Southern Urals by the end of the 19th century was distinguished by an exclusively multinational composition, which was due to the historical features of the settlement of the peoples of Russia, the socio-economic conditions of the development of the provinces and the migration processes (what exactly). Provincial cities were places of concentration of a more diverse population in national terms, in contrast to the inhabitants of counties and volosts, and centers of intensive interethnic contacts.
Introduction. An analysis of the materials of the proposed meeting makes it possible to replenish knowledge about such an important and difficult period in the history of the USSR in the late 1980s and in the subsequent period of development of statehood. Undoubtedly, in one way or another, the participants in the meeting referred to the situation and its assessments at that time. In their speeches, there was an attempt to understand the complex socio-political situation, to give an objective assessment of the transformations that took place in many spheres of the life of the state, its economy, culture, the state of society as a whole, relations between peoples in the state. The authors of the article attach particular importance to this historical moment. Aiming to partially reflect the situation in the state, relying on the presented materials of the meeting of directors of branches of one of the leading centers of Marxism-Leninism (IML), which operated under the Central Committee of the CPSU until November 1991. Research methods. On the basis of well-known methods of historical research, analysis of sources, scientific works of predecessors on the history of the Soviet state, measures of the party and social movements [1-18], materials of speeches by the participants of the meeting (a group of public and political figures) in the named time frame (April 1989), it became possible to reconstruct and supplement historical knowledge of the events and difficulties of the late 1980s. Society experienced them during the period under review in the Soviet Union. Results. The convocation of a meeting at the Institute of Marxism-Leninism in April 1989 also made it possible, on the fresh trail, to assess the complex socio-political situation in the USSR, associated with the difficulties of the economic development of the state. The participants of the meeting considered the principles of the emerging contradictions on ethnic grounds, exacerbation of interethnic relations. The participants in the meeting analyzed the reasons for the contradictions that arose and the aggravation of the national policy. The authors also analyzed the shortcomings of methods of managing national processes in society, the emergence of the possibility of transition to the principle of regulating this aspect of society's life, to the creation of new social technologies for arranging the life of the peoples of the country, and democratization of social relations. The solution of these tasks fell on the subsequent period of development of statehood – the 1990–2000s. Conclusions. The content of the speeches by the participants in the conference – representatives of the party and political movements who were developing the theory of building a multinational state based on the principles of broad democracy – testifies to how difficult the situation with the political component of society was. An analysis of various aspects of this process allows us to reveal the imperfection of many forms and methods of work to consolidate the multinational community, its mobilization for progressive development. The materials of the meeting are at the same time a meaningful source for studying the history of this period of Soviet statehood. The conclusion was suggested by the participants themselves. “All of us – both politicians and scientists – should take into account that national movements do not remain the province of history, that is, do not remain in the past. They exist today, and perhaps they will exist for a long time, and we must learn to treat them calmly, patiently and delicately” (G.R. Simonyan). “It is necessary to create a special research institute that would study interethnic relations and their problems” (D.G. Sturua).
The article is devoted to a topical scientific topic that has, first of all, social significance, which has not yet received special consideration in regional historiography - the topic of war childhood. Based on a large range of documentary materials and various sources, the support of children at the state level during the Great Patriotic War is considered on the example of one of the rear regions of the USSR - the Bashkir ASSR. Shows the adoption of legislative and regulatory acts on the protection of various categories of the child population and their implementation. Attention is drawn to the solution of the problem of child homelessness and neglect, aggravated in wartime conditions. The activity of power structures, public organizations of the republic to provide assistance to children and children's institutions, the existing difficulties and omissions are analyzed. A special place in the article is occupied by children's institutions that were evacuated in the republic from various regions of the Soviet country, including those with Spanish pupils. Introduction: The article examines the scientific topic of military childhood using a regional example. Methods: The content of the article is based on various research methods, first of all, on the method of historicism, a consistent presentation of the events of regional significance in close connection with all-Union events, which allows us to show the specific features of the development of these events in a given region. Methods of objectivity and scientificness were also applied, aimed at studying the main points of the topic in consistent dynamics, identifying objective information and facts. In the presentation of the article, the methods of comparative historical analysis, problem-chronological and logical ones were used. Results: The article is based on archival documents found in the National Archives of the Republic of Bashkortostan and the State Archives of the Russian Federation, as well as on various sources such as materials from periodicals, local museums and memories of war children. This made it possible to consider the provision of assistance to children in a specific region of the Soviet country during the war years, to identify difficulties and miscalculations. The documentary materials and various sources used in the article made it possible to draw the appropriate conclusion: the support of childhood at the state level was contradictory, which was associated with objective reasons.
The article analyzes the educational policy of Russia regarding the Muslims of the North Caucasus, substantiates the formation of the educational potential of the Muslim mountaineers in the historical aspect associated with the evolution of the educational paradigm of the state in the field of their education, the result of which was the adaptation of the regional structure of education to the all-Russian system. It is concluded that the imperial government, adapting to the situation of capitalism and carrying out modernization in the region, began to pay more attention to the issues of enlightening "infidels". But due to the inconsistent policy of officials, the coverage of Muslims by training was insufficient and required further reform of the national educational system.
The journal "Historical and Social-Educational Thought" initiated a discussion dedicated to the historical date the 100th anniversary of the formation of the USSR. The proposed topic allows scientists to turn once again to the history of the existing Soviet state (USSR), created by the will of the peoples themselves in December 1922. Undoubtedly, the very fate of the peoples inhabiting its territory is connected with the history of the USSR. One of the notable features in the structure of state education was the community of Soviet Germans, who had to go through many transformations at different stages of the development of Soviet statehood. These processes were primarily associated with the formation of an ethnic community under Soviet conditions, the destructive impact of the state on its life during the 19411945 war, and the difficulties of economic revival. The time that followed was not calm either. This situation was due to the unsolvability of problems, the continuous search for opportunities to improve living conditions. Despite the difficulties of overcoming, the community remained characteristic of the strengthening of the positions of Soviet Germans in society, the formation of their political culture, the fostering of a culture of interethnic communication, and the solution of political tasks associated with the revival of Soviet Germans.
Introduction: from the perspective of a synergetic approach, the article attempts to reflect the conditions for the formation of the legal culture of young people, as a state of legal awareness, legality, perfection of legislation and legal practice, expressing the status of law as a certain social value realized in the process of modern education in a pedagogical university, which allows us to implement a system of legal attitudes that reflect the attitude of Russian citizens to the current law, to legal practice, to human rights, freedoms and duties. Materials and methods: the use of the method of humanitarian expertise determines the direction of human activity in modern society, clearly identifies the main discourses of the assignment of the subject of education to the norms of legal culture; legal ideology; types of legal consciousness according to the degree of their generality and content. Results of the study: as a result of the rapid examination, which includes the generalization and systematization of reflexive knowledge about the state of legal culture of Russian students, their ideas about the rule of law and legality, lawful and illegal behavior, updated law enforcement acts, conclusions are drawn about the unfolding of certain aspects of public and individual consciousness, the object of which is legislation as a whole, from the standpoint of intentionality, performativity, media; on the identification of risks in the organization of training of modern pedagogical personnel-the main translators of law, freedom and duties of the individual; on the actualization of the norms of legal psychology that express the attitude of various social groups to the law, to the system of legal institutions operating in society; on the formation of a different legal ideology from the existing legal phenomena of public life; on the generation of samples of purposeful activities of state bodies and the public to form a legal culture among citizens.
The author examines the reasons for the aggression of the Germans during the Great Patriotic War, analyzes the materials of the State Archive of the Krasnodar Territory, relating to the time of the occupation of the city of Krasnodar by Nazi Germany, cites the facts of torture and mockery of the residents of the city by the "masters of new life". The author also pays attention to the appearance of collaboration in the Cossack environment and reveals the reasons for this phenomenon, gives examples of the worthy contribution of the Kuban Cossack formations to the Great Victory, and considers it necessary to collect and preserve the truth about the war, to remember the indomitable spirit of the people, to form a sense of patriotism among young people, to preserve historical memory and historical consciousness.
The article says that in the second half of the twentieth century, the Golan Heights became an objective factor of contradictions in the Syrian-Israeli conflict. It is noted that the combination of the need to resolve the Arab-Israeli conflict and, at the same time, the territorial conflict with Syria created additional obstacles to ensuring security in the Middle East region; it does not work without diplomatic agreements with Syria. It is important to understand that from the very beginning of the negotiation process, Syria, whose position was characterized by extreme bias, believed that the Golan Heights was an end in itself, to which its interests were locked, while Israel focuses on diplomacy, focusing its attention on finding adequate means settlement of the SyrianIsraeli conflict, and not just on goals. It is especially obvious that the paradigm of conflict settlement on the basis of the principle of “territory for peace” adopted in the negotiation process became repetitive (frozen) at the level of form, which did not happen spontaneously, but only as a result of the absence of any shifts in its settlement. Moreover, the Syrian-Israeli conflict has no solution within the framework of this formula, since the time of simple and at the same time correct approaches to its settlement has passed. The adherence to this undoubtedly authoritative paradigm, as a kind of ritual, began to restrain the emergence of new unexpected forms aimed at resolving the Syrian-Israeli conflict, which is increasingly saturated with complex uncertainty. Therefore, modern diplomacy must proceed from a critical understanding of a new complex reality - the Civil War in Syria, which makes it as difficult as possible to find and change the paradigm of a Syrian-Israeli settlement of the conflict.
The article examines four projects of the ideology of Cossack nationalism in the first half of the 20th century in the context of the history of the Cossacks at the pre-revolutionary stage, the functioning of the "All-Great Don Army" during the Civil War, the formation of the emigrant community of the 1920s-1930s, and the emergence of Cossack collaboration during the Great Patriotic War. As an ideological trend, Cossack nationalism was formed on the Don in the first half of the 20th century, even before the revolutionary events of 1917, based on the works of Cossack historians, writers, and publicists. The totality of the nationalist ideas of the Cossack patriots was caused by the general crisis of the class system, the collapse of the Russian Empire, the subsequent raskazachivanie, the emigration of part of the Cossacks and other tragic events for the Cossacks. The main ideologist and practitioner of Cossack nationalism, Ataman Krasnov, was rejected by the White Cossack Military Circle during the Civil War, and after the Second World War was executed in Moscow for treason to the Russian people. At no stage in the development of Russian statehood did the projects of Cossack nationalism receive a logical conclusion in the form of a Cossack political party and in principle were not supported by the broad masses of the Cossacks and, moreover, by the entire Russian people, but the recognition of this fact does not mean the rejection of the Cossack identity. The Cossack idea as a symbol of Russian patriotism has every right to exist in modern conditions.
The date of the 100th anniversary of the formation of the USSR makes it possible to refer to such a comprehensive publication of documents as "Top Secret": Lubyanka to Stalin on the situation in the country (1922 1934). In In 10 volumes. M., 2001 2017), belonging to the United State Political Administration (OGPU). The legal status of this structure was enshrined in Articles 61 63 of the Constitution of the USSR, adopted in January 1924. Supervision over the observance of the rule of law and the activities of the OGPU was entrusted to the Prosecutor of the Supreme Court. In 2019, at a meeting of the Russian Academy of Sciences, dedicated to "Fundamental problems of the development of modern Russian society," Academician A. Smirnov, referring to the topic of self-awareness, posed the question to the assembled participants: "Why does Russia exist on the world map?" What makes us "us", i.e. a community, and not just a collection of individuals?" And then he stated: "There is a reshaping of the cultural and civilizational map of the world." On the eve of the 100th anniversary of the formation of the largest civilizational state phenomenon the USSR, taking into account the formed rich source base, an appeal to the topic has a deep historical meaning. Moreover, an event on a planetary scale helps to clarify the current problems of the "actual past". Any event associated with the creation of a state, including the USSR in 1922, retains a certain secret, arouses a keen interest in its origins, the first steps in the political, economic and cultural spheres of the state. New state education new social technologies, joining the efforts of the multinational community in the conditions of the just ended Civil War (1922). At its core, this is a truly unique phenomenon. Undoubtedly, a significant event in the life of the formed state was the adoption of the "Declaration on the formation of the USSR" (1922), which outlined the essence of the national state policy, its true goals. The Second Congress of Soviets of the USSR in January 1924 adopted the basic Law of the USSR the Constitution of the USSR, which set out the principles of arranging the new state education, its multivariate na-ture. The adoption of the Constitution marked the beginning of the path of recognition of the USSR.
No other media has become so popular in such a short period of time as online, which mainly serves for the purpose of communication. Online communications have the potential to fundamentally change the character of our social lives on all levels of social interactions. This article represents an attempt of discussing pros and cons of the online communication compared to the offline ones, and including functional as well as cultural components such as habits, usefulness, as well as specific cases affecting the gradual and immediate shift from the offline to the online communication (like COVID19 pandemic). Online communication spaces provide ample opportunities for selfrepresentation, convenience and compliance, easy connectivity from every place in the world, it is time-consuming and costly. It is widely used in all areas of everyday life. At the same time participants of online communication need nonverbal communication and those all-important social signals, which make communication more efficient. Despite the number of advantages, online communication still cannot completely replace the offline ones.
Introduction. The article is an analytical review of the publications of the staff of the Institute of History, Archeology and Ethnography of the Far Eastern Branch of the Russian Academy of Sciences in 2010–2020. The historiographical analysis of the works of the Institute of Archeology and Ethnography has its own scientific value. This is the way to determine the place and role of the scientific team in the formation of a new direction in Russian historiography - post-Soviet regional history. Of all the variety of problems, the authors focused their attention on an analytical review of two thematic complexes of modern regional history. The first is devoted to a review of works united by the idea of“driving social forces of Far Eastern politics” or touching on the topic of its “common good”. The authors identify the second problem through studies that reveal the concept of a "transformational crisis" in the Far East region. Methodology. The article is based on a synthesis of two approaches: historiographical approach and elements of the methodology of intellectual history. In particular, the authors relied on the principle of intellectual history, taking into account the interaction between the movement of ideas and their historical environment. The historiographical review is carried out in comparison with the works of scientists from other scientific institutions and centers over the past 10 years. The initial postulate of analysis is taken into account: the grouping of literature can have different configurations, taking into account the relevance of the stated problem and the historical distance separating the authors from the object and subject of research. Research results. In recent years, a new scientific direction has been formed at the IHAE FEB RAS – the Far East in the era of radical reforms. The specificity of the publications is the analysis of changes in the Far Eastern policy based on the criterion of social results within the framework of the concept of “common good”, which allowed scientists to show the problems of Russia's turn to the East. The analysis of research has shown the heuristic possibilities of the concept of a transformational crisis. The solidarity opinion of the scientific community was established: the creation of new institutions for the development of the Far Eastern territory brought the bureaucracy to the fore. The reformers' stake on the rapid formation of entrepreneurship in the region and its participation in the development of the Far East in the 1990s did not materialize, since rentier campaigns prevailed here.
Introduction. At all levels, there is a search for a new model of military-patriotic education; given that the period of active military service is 1 year, the need for military training in schools, gymnasiums, colleges becomes very important and significant. This is related to the relevance of the topic of military-patriotic education at different stages of the history of Russia. The purpose of this article, which is part of the author's dissertation research, is to analyze the forms and methods of military-patriotic education of schoolchildren and pre-conscription training in educational institutions of North Ossetia during the Great Patriotic War. Materials and methods. Historiographical analysis of the problem allows us to conclude that the problems of military pre-conscription training have found their place in the works of historians (Shatunova G.P., Peshkova I.A., Molokov E.V., Reutova L.P., Zhuravlev Yu.I., etc.). Researchers analyze the mass defense work of party and state bodies during the war, study non-military methods of training the population, reconstruct the types and forms of work. Historians analyze many aspects of the big problem in different regions of the country (Mukhametov P.A., Banzaraktsaeva E.V., Sukhanov S.V., Petkov V.A., etc.). This was made possible by the introduction of a large body of new archival documents into scientific circulation. General patterns of Vsevobuch and its manifestations in the regions were established. However, based on the materials of North Ossetia, this topic has not become the subject of scientific study. The main general scientific methods are the method of historicism and objectivity. Interdisciplinary approaches were used in the work, which allowed us to reveal the essence of the studied processes more deeply. The historical and comparative method made it possible to compare the processes in military sports training on the eve of the war with the implementation of the military training program during the war. The historical and chronological method was used when considering the process of pre-conscription training at different stages of the war. The methods of ethnography made it possible to focus on the specifics of military education characteristic of the region. The results of the study. The analysis of the source base and the available historiography on the issue of military education in schools makes it possible to determine the methods of conducting pre-conscription training classes on the territory of North Ossetia, and an attempt is also made to analyze the forms of military training of school youth for service in the army, for first aid. In addition to military training, the emphasis was placed on the education of a patriot who was able to love his homeland and protect it from the enemy. Attention is also paid to the institute of the school military leader (military instructors) and their role in pre-conscription training.
Reading and reader´s literacy are essential prerequisites for developing key competences, especially competencies for learning, and are still used as a tool to achieve other goals that are the gateway to success in work and personal life. The topic of the article is reader´s literacy and its development at pupils of primary education through the use of methods developing reader´s literacy in the teaching process.
The article deals with the theoretical and technological aspects of the formation and effective functioning of the education system in the conditions of a technical university. The actual problem of the formation, improvement and effective functioning of the upbringing system is highlighted and presented. The problem between the increased requirements of the state and society for the preparation of future specialists capable of active professional activity, on the one hand, and the harsh conditions of the modern socio-economic system, requiring the individual to be able to effectively work, on the other hand. The emphasis is on the periods and levels of development of the educational system at the university. Technological and methodological mechanisms of formation and further effective functioning of the educational system in the conditions of a technical university are presented. The elements of scientific novelty are indicated in the orientation towards personal development and the qualitative level of professional training of the future engineer. According to the results of the study, the authors came to the conclusion that the educational system of a technical university is relevant, objectively expedient in the field of vision of each member of the team, if it moves along the path of humanization, based on democratic principles, and a creative approach is carried out in the organization of activities.
This article addresses the problem of socio-economic status of the Austro-Hungarian capital Vienna in the second period of the First World War - 1916-1918. Much attention is paid to the consequences of the war: the food crisis, the deficit, the rise in prices for basic necessities, speculation, protests, etc. It shows the transformation of the mood of the Viennese society in the conditions of the growing economic crisis. The food issue directly affected the quality of life of the residents of the capital, who were in difficult wartime conditions, and largely influenced their attitude to the current government. In this study, the task was to analyze the relationship between the government and the people and to find out why the people of Vienna, who had initially been patriotic and united around the monarchy, had joined the opposition by 1916. The author concludes that the food crisis, against the backdrop of the inaction of the government, which has used only the practice of prohibitions and restrictions on the civilian population, has become a key factor in exacerbating protests and leading to the overthrow of the political regime and the collapse of the monarchy.
In the article through the prism of the fate of E.A. Karmanov, a church publisher, editor and bibliophile, shows the complex process of survival of Russian church history science in the Soviet period. Deprived of the possibility of development, it turned out to be focused on the task of preserving its pre-revolutionary heritage and new manuscript evidence, which was to become material for future research. Under these conditions, the role of collectors and keepers of the book culture of the church became very important, as was E.A. Karmanov (1927 1998).
Introduction. In article methods of training of the future teachers of computer science to network technologies are considered, the basic accent becomes on working out of essentially new technique in which basis the modular principle lays. Materials and methods. The differentiated approach allows to find and reveal weak links in structure of knowledge of the trainee and by means of deeper and detailed consideration of these links to eliminate similar lacks. Thus, by means of repeated mastering of the passed material and the subsequent testing of knowledge, skills of the trainee qualitatively new result is reached and professionalism in the course of preparation of the future teachers of computer science is provided. Results. Local and global networks play a huge role, both in a daily life, and in an ed-ucation system as every day the question of remote formation and electronic services gets exclusive importance.
