
Introduction. In the context of increasing global competition and rapidly changing economic realities, regions face the challenge of ensuring sustainable development and improving competitiveness. The concept of smart specialization represents an innovative approach to the regional development based on identifying and developing unique competitive advantages of the region. Materials and Methods. The analysis of strategic planning documents of the Sverdlovsk Region is presented in accordance with the criteria of "smart regional specialization," including consideration of regional specifics, alignment of targets with smart specialization principles, stakeholder engagement, measures for developing the innovation ecosystem, human capital and institutional environment, and the presence of a monitoring system. Case study and content analysis methods were used. Results. The comparative assessment of strategic documents revealed their strengths (detailed analysis of the region's industrial, scientific-technical and human resource potential, clear goal-setting for innovation infrastructure development, presence of specific development projects) as well as problematic aspects, including the lack of detailed implementation mechanisms for set objectives, weak development of monitoring and evaluation systems effectiveness, as well as weak connection between goals and performance indicators, and of clear mechanisms lack for engaging stakeholders in the implementation of strategic priorities. Discussion. The development of a new socio-economic development strategy for the Sverdlovsk Region provides a unique opportunity for systematic implementation of the smart specialization concept. Achieving this goal requires a comprehensive approach, including detailed analysis of scientific-technological and industrial potential, identification of sectors with maximum competitive advantages, development of public-private partnership mechanisms and tools for engaging representatives of science, business and civil society.
Introduction. In the Republic of Tuva, there is an increase in the number of single–parent families with simple and complex multi-generational composition. There is an increase in the number of single-parent families with nuclear and complex multi-generational composition in the Republic of Tuva. The author has set a goal to investigate single-parent families living in multigenerational families and to analyze kinship assistance to single mothers using sociological methods and drafting recommendations for the regional concept of family policy. Materials and methods. The article relies on a sociological research materials held using qualitative methods aimed at studying the social practices of women who head single-parent families in Tuva. 33 single mothers were interviewed. Results. More than a third of single parents with children in Tuva live in households with a complex structure. Single-parent families are often recipients of parental and kinship care. In–depth interviews with single mothers have shown that intra-family economic flows in extended families in Tuva are predominantly downward – from the grandparents to subsequent generations, the grandparents provide both material and instrumental assistance to singleparent families. The assistance of the grandparents at the expense of pensions and other sources partially compensates for the missing component in the budget of a single-parent family, which the father of the children would have to contribute. Such a redistribution of resources improves the financial situation of single-parent families to a certain extent, but worsens the older generation’s life quality. Discussions and conclusions. Intergenerational downward transfers are especially relevant in conditions of a shortage of resources in a single-parent family due to several number of children, non-employment of single mothers, lack of property in the form of housing, upkeeping students, children with disabilities, whose treatment require additional expenses. Low incomes, high real estate values and related housing deprivation lead to increasing the number of extended multi-generational families, which include single-parent family units. Both nuclear incomplete families and those that are part of complex extended families receive the help of their grandparents.
Introduction. A family-centric lifestyle, a stable paradigm of a strong family and marriage are traditional spiritual and moral values for Russians. Improving the state family policy of Russia and its regions, promoting the development of the family institution, is a mechanism for ensuring demographic security and is being updated by holding the Year of the Family in the Russian Federation in 2024. In the current demographic situation, one should turn to the experience of the regions in scientific and methodological support of the National Project “Demography”. One of the model subjects with successful experience in expert support of the demographic development of the region can be the Republic of Tatarstan, in which the Family and De-mography Center of Tatarstan Academy of Sciences has been operating since 2007. Materials and methods. The analysis was carried out using methods of statistical analysis of time series of demographic indicators and demographic conjuncture in the Republic of Tatarstan for 2006-2022. according to the methodology of the Institute of Demog raphic Research of the Russian Academy of Sciences (IDI of the Russian Academy of Sciences), a cross-sectional analysis of sociological research data implemented by the Family and Demography Center of the Tatarstan Academy of Sciences was carried out. Results. The interaction of the Family and Demography Center of the Tatarstan Academy of Sciences with the relevant state structures of the Republic of Tatarstan implementing state programs of family and demographic policy in 2007-2022 is analyzed. Based on the information and analytical materials of the Family and Demography Center of the Tatarstan Academy of Sciences in the Republic of Tatarstan, unprecedented measures of state family policy were developed within the framework of the national project “Demography”. In the Republic of Tatarstan for 2006-2022, the total fertility rates are higher than in the whole of the Russian Federation. The overall mortality rate is significantly lower than in the country. This indicates the relatively favorable conditions of the demographic and economic infrastructure for the imple-mentation of higher reproductive plans than in the Russian Federation as a whole. The family-centrist practices of the population in the region are confirmed by the results of sociological research. Discussion. Further expansion of interdepartmental cooperation is actualized by maintaining existing and creating new infrastructural, institutional, economic and socio-cultural conditions to achieve demo-graphic targets, as well as in the future national projects “Family” and “Long and active life”. In order to provide scientific and methodological support for the National Project “Demography”, state programs aimed at increasing the birth rate, expertise of legislative initiatives and, taking into account the high demand for demographic policy research, it seems promising to create regional family and demography centers in the subjects of the Russian Federation in the form of research institutes.
Introduction. Instability of social development, permanently emerging crises make it necessary to quickly and effectively respond, taking necessary measures at various levels of governance, directly related to the activities of the political elite. In recent years, the issue of significant transformation of its composition, replenishing it with representatives of various social strata, characterized by the necessary professional and personal potential has been particularly acute. The intellectual stratum is becoming quite important among them. The aim of the study is to examine the features of the modern status of intellectuals, their place in the structure of the basic segments of the political elite and their socio-political role in modern conditions. Materials and methods. The methodological basis was the methods of structural-functional and comparativehistorical analysis, as well as value-normative approach taking into account intellectual layer features. Consideration of the features of the modern status and the characteristics of the basic segments of the stratum of intellectuals is based on the content-analysis of the biographies of 685 representatives of the modern Russian political elite and 271 representatives of the regional elite (including 136 in the Saratov region and 135 in the Volgograd region). Results. The study made it possible to say that the modern layer of intellectuals has the necessary quality characteristics, including education, experience and professionalism, with the exception of the special ethical self -determination characteristic of the intelligentsia, associated with the prevalence of value priorities and motivations of activity. At the same time, the layer of intellectuals in the modern domestic elite is quite fragmented and differentiated in its composition, educational and professional characteristics. Discussion. The research has shown that the differentiation and segmentation of the layer of professionals does not allow them to reveal their full potential. The cohorts of formal-technocratic stratum and de-ideologized experts united in this layer do not play the role of propagandists and educators, but mediators in the preparation of projects necessary for the representatives of the ruling elite. The materials of the study can be useful for civil servants representing various levels of public administration, and researchers engaged in the problem analysis.
Introduction. Currently, the impact of global geopolitical challenges on world markets, sanctions policy, structural transformation of the Russian economy, digitalization and informatization of company business processes and, as a consequence, changes in consumer behavior patterns in the coronavirus and post-coronavirus periods, are radically changing the strategic management ecosystem as a whole and require rethinking traditional, primarily focused on resource potential, goods and discrete transactions, theoretical and methodological approaches for assessing the performance of the management strategy for retention clients of companies. The need to adapt companies and consumers to new realities has led to the development of existing methodological tools for assessing their interaction in order to implement successfully management strategies of retention of clients of the company. The purpose of the study is to develop a methodology for assessing the management strategy performance for retention of companies clients based on a theoretical review of the domestic and foreign researchers approaches to the definition of the “management strategy” concept and identifying the key advantages and disadvantages of models for assessing the intangible assets underlying it. Materials and methods.In the development of theoretical and methodological provisions for implementation of management strategy of retention clients of companies, general scientific methods were used: systematization and generalization of data, bibliometric, monographic, historical-retrospective, logical-structural, cause-and-effect analysis and synthesis, search and structuring of secondary information. Results.The authors identified six key approaches to defining the definition of “management strategy”; the definition was supplemented from the position of a value-oriented approach with an emphasis on the customer retention procedure. The key models for assessing intangible assets are determined, highlighting their advantages and disadvantages. Methodological approach to assessing the performance of management strategy for retention clients of companies has been proposed, which is based on the concept of the customer life-time value (CLV). Discussions. The results of the study can be used both in the process of implementation of management strategies of companies and in order to increase the efficiency of interaction between companies and clients.
