This paper taking the Chinese firms,who set up a competitive technical intelligence function or conduct technical intelligence activities as the research object,did a comprehensive and systematic analysis of the relationship between the enterprise competitive technical intelligence activities and technological innovation performance.The theoretical framework was proposed in which intelligence resources allocation and intelligence process activities and organizational mode have a positive effect on capability of technical intelligence enterprise which eventually will affect the technological innovation performance.Through questionnaire survey and empirical analysis on 131 firms in China,this paper analyzes in detail the mechanism of how firms'technical intelligence resources,process actives and organizational model affect the capability of technical intelligence and thus the innovation performance recurring to SPSS and SEM (Structural Equation Model).
This paper chooses the United States,Japan,and Germany,which are developed countries and carried out technical aid earlier.The paper summarizes systematically those states' technical aid environment and interrelated policy.This paper puts forward the suggestions to establish the complete technical-aid framework,to construct a specific organization to better practice technical aid,to adopt result-oriented management and build technical-aid evaluation mechanism,to improve China aid publicity.

Enterprises' technology innovation capability can be achieved through three ways, namely, re-innovation based on the introduction of technology, integration of technologies, and original innovation. Nowadays, most Chinese enterprises have to rely on the first two ways. This paper starts with such concepts as competitive technical intelligence, organizational learning and technology innovation, then discusses their relations and proposes a model for improving enterprises' technology innovation capability based on competitive technical intelligence with organizational learning. The paper shows a simple system dynamics model of competitive technical intelligence, organizational learning and technology innovation capability in a pilot. That is to say, competitive intelligence on technology is first collected by technical gatekeepers before it is disseminated and absorbed within the organizational learning network. Then, it will be transformed into the internal innovative capability and further improved on the basis of introduction and absorption. The most important thing for raising the enterprise technology innovation capability is to make a correct competitive technical intelligence filter.
Establishing a competitive technical intelligence system to support technology innovation and strategic decision-making is an effective way to enhance the competitiveness of our enterprises.A conceptual model of competitive technical intelligence system with structures,processes,functions,methods,tools and models is developed.Competitive technical intelligence system should have the integrated structures of organizational networks,information networks and human network,follow the processes of planning,collection,analysis,disseminate,application and evaluation,in the appropriate intelligence analysis methods and tools,supported by scanning,monitoring,prediction and assess models to achieve six functions,which are environmental monitoring,market early warning,technical tracking,competitors analysis,strategy formulation and information security.

Then a method of government ontology construction is presented. Finally, a case study of science and technology program examination and approval is given, in order to illustrate the realization process of constructing the government ontology.

Memory of the World Programme is initiated by UNESCO.Then a lot of MEMORYs turn up.MEMORY is the project to salvage the documentary records from gradual aging,damage,even disappearance by using the best technology so that the human memory could be more complete.Digital and network-based memory is an important part of the project.Canada has no MEMORY directly named with a very high level;MEMORY of the United States pays attention to education and to promote learning;MEMORYs in China came later so that there are gaps between Chinese one and the world advanced level MEMORYs.And they are unsuitable with the China's increasingly strong position in the world and the ancient civilization.However,memories of Beijing,Taiwan's memory and the nongovernmental MEMORYs are very unique.Since the globalization today,the Offhand Multi-language Switching and the Cross-language Information Retrieval have become very difficult technologies in MEMORYs.The authors developed a dynamic multi-language solution: to set the output of the language on the web-page as variables,to evaluate the variables according to the user's language,then to be able to immediately output of information in different languages.In cross-language information retrieval,the authors get both the quick response to the user and the find of the accurate information based on the controlled terms with the combination of the question method and the controlled terms.Those technologies have been used in Macao memory and gotten very satisfactory results.
This paper firstly introduces the different views of innovation, including the basic functions, characteristics and models of the national/sub-national innovation systems. Then, a new output model, interactive model and the main evaluating indicators of an innovation system are brought forward. The main evaluating indicators are: Innovation System Performance reflecting the previous output of the innovation system, and Innovation System Capacity expecting the future performance by effectively attracting, configuring and using all elements or resources of the innovation system. Finally, the application of innovation system in China is introduced, which includes the national innovation system and the sub-national innovation systems in The Pan-Pearl River Delta Area, Yangtze River Delta Area and Bohai Sea Rim Area.

对电子政务主题词表进行分面化改造,将《综合电子政务主题词表》改造成一部分面主题词表,是实现政务信息分类主题一体化的必要且可行的途径。拟定了电子政务主题词表分面化改造方案,详细探讨了改造过程中分面分析、分类标记形式、类目设置以及分类主题一体化的实现等具体问题;并在改造实践基础上总结了电子政务主题词表分面化改造规则,旨在为《综合电子政务主题词表》的下一步修订探索方向,以便更有效的地组织政务信息。
The paper first reviews the present situation of the construction of ontology in China; then introduces the general e-government thesaurus and reviews the relationships between terms. The authors discuss the basic relationships and summarize 15 relationships between the classes in government ontology. Furthermore, in order to construct government ontology based on the general e-government thesaurus, the semantic relationships between terms of the thesaurus need to be adapted. So the authors present the idea of facet reform of the general e-government thesaurus, and analyze the application of facet thesaurus in the construction of government ontology. Finally, a case which takes the class of ldquoproductrdquo as an example is given to demonstrate that. The paper aims to summarize relationships between concepts in the construction of government ontology.
This paper introduces the different views of innovation and expatiates on the national/ sub-national innovation system, including the basic functions, characteristics and models of the national/sub-national innovation systems. A mathematic model of an innovation system is brought forward. Then the innovation system is analyzed with the method of system dynamics. And two causal loop diagrams are given the with cases study of the university sub-system and enterprise sub-system in the innovation system. Besides, the evaluation of innovation system is discussed. Finally, the application of innovation theory in China is introduced, which includes the development of national innovation system and the sub-national innovation systems in The Pan-Pearl River Delta Area, Yangtze River Delta Area and Bo-hai Sea Rim Area. The authors also give some suggestions on construction innovation system.
Based on the statistics and analyses of 130 thesauri which have been compiled and published up to now, this paper reviews Chinese thesauri in terms of origin, distributions of publication years and categories, the vocabulary of thesaurus, and the guidelines for establishment and development of thesaurus. It redefines the division of development stages of Chinese thesauri. Besides, the authors collect 1 000 literatures referred to thesaurus research from 1980 to 2005, and analyze them in the aspects of quantity and research subject, so as to reveal the development course and characters of Chinese thesauri.

Based on the statistics of 130 thesauri having been published in China so far,this article analyzes the development of thesauri in China from the origin,publication year,academic disciplines and quantity of entries collected,and re-defines the development stages.In addition,by collecting the 1,000 relevant research papers,the article also analyzes the theoretical studies from the aspects of the quantity of papers and research subjects in order to give a clear picture of the development and features of the researches on thesaurus in China.
