本文以浙江景宁县“党员议事提案制”为案例，揭示了在既有的制度框架下中国基层党内民主建设和制度创新的新空间。在“党员议事提案制”制度安排中党员与党委形成了正反双向的良性互动的反馈机制，创造了在党的有效领导下的有序民主化地方经验，将人民民主建设与党内民主建设紧密地、有机结合起来，共同发展，实现基层党内民主建设持续、稳定、有序发展。
There is often a conflict between citizen’s political participation requirements and strengthening the authority of the ruling party.This paper proposes an important way to resolve this conflict by using the network to understand and guide public opinion,promoting the citizens’orderly political participation through the democratic ways,combining political participation and democratic governance into an organic unity and enhancing the capacity of democratic governance.
Based on a series of the core indexes of international evaluations such as per capita GDP,industrial structure,inner structure of industry,employment,urbanization rate and comprehensive evaluation system of domestic authority on industrialization process with large-scale empirical data,the paper makes a conclusion that Lishui is at the middle-late stage of industrialization,analyzes the gap and characteristics around the stage,then puts forward some suggestions on informatization and industrialization integration(IAII),resource elements,industrial cluster and agricultural industrialization for new industrialization in Lishui.
As an important achievement of theoretical innovation of 17th National Congress of the CPC,ecological civilization is a new development of understanding basic laws in socialist modernization construction.Excellent ecological resources is a potential advantage in the 'catch-up' and 'remedial work' process of Lishui.Therefore,how to make use of its advantage to realize leaping development and how to realize Green Water and Mountain are Gold and Silver Mountains is a topic Worth Discussing.From the perspective that building "Yangtze River Delta" leisure industry base is one of the approaches to ecological civilization construction in Lishui,the paper makes some theoretical exploration to promote the city's ecological civilization construction,and then give discussion on several theoretical and practical problems of the specific process of the construction of ecological civilization.
