所谓集群是一个生态概念.产业集群(industrial clusters)是借用了生态中集群的概念.产业集群是实现区域经济跨越式发展的有效途径,对欠发达地区有着重要的意义.地方政府应根据欠发达地区产业集群形成与发展的独特规律,充分发挥政府职能,打造产业集群的竞争力,进而推动区域经济发展.

By comparing the evolution history of industrial structure and current characteristics in Qingtian County,combined with its development stage and comparative advantage,we propose the direction of industrial restructuring in this paper.We then put forward the idea of industrial restructuring from three aspects,namely,to establish the concept of simultaneous development of secondary industry and tertiary industry,to cultivate a strategic leading industry,and to compile industry development plan to guide investments.

受美国金融危机影响,浙江经济受到较大冲击。如何在危机背景下冲出制约禁锢成为研究基点。笔者调查了青田县中小企业现状并提出对策性思考:加大政府扶持力度,增强企业发展信心;全力破解要素制约,加快企业发展;注重选商引资,培育产业集群效应;改善外贸经营环境,提高企业国际竞争力;提高服务质量,优化企业发展环境。

Based on a series of the core indexes of international evaluations such as per capita GDP,industrial structure,inner structure of industry,employment,urbanization rate and comprehensive evaluation system of domestic authority on industrialization process with large-scale empirical data,the paper makes a conclusion that Lishui is at the middle-late stage of industrialization,analyzes the gap and characteristics around the stage,then puts forward some suggestions on informatization and industrialization integration(IAII),resource elements,industrial cluster and agricultural industrialization for new industrialization in Lishui.
