We show that the integral identity obtained by D.E. Apushkinskaya and S.I. Repin (2020) for approximate solutions of the biharmonic obstacle problem that satisfy a pointwise constraint on the second divergence is valid for arbitrary approximate solutions. Using this result, we obtain a new estimate for the deviation of approximate solutions from exact ones in the case when the approximate solutions do not satisfy the pointwise constraint on the second divergence.
Проводится полное строго математически обоснованное исследование оптимальных стратегий инвестирования в производственный капитал и оптимальных режимов эксплуатации невозобновляемого ресурса в известной модели экономического роста Дасгупты-Хила-Солоу-Стиглица при наличии амортизации капитала. При этом рассматриваются различные значения величины отдачи от расширения масштабов производства. Доказан общий результат о существовании оптимального управления. Показано, что в ситуации, когда коэффициент эластичности производства по используемому ресурсу равен единице, оптимальное управление может не существовать. При помощи специального варианта принципа максимума Понтрягина для задач оптимального управления на бесконечном интервале времени охарактеризовано поведение всех возможных оптимальных режимов. Обсуждаются также общие методологические трудности, возникающие в задачах оптимального управления для моделей экономического роста на бесконечном интервале времени, которым не уделяется должное внимание в экономической литературе, в результате чего представленные там решения часто не выглядят строго математически обоснованными. В заключительной части работы дается экономическая интерпретация полученных результатов.
The paper offers a complete mathematically rigorous analysis of the welfare-maximizing capital investment and resource depletion policies in the Dasgupta—Heal—Solow—Stiglitz model with capital depreciation and any returns to scale. We establish a general existence result and show that an optimal admissible policy may not exist if the output elasticity of the resource equals one. We characterize the optimal policies by applying an appropriate version of the Pontryagin maximum principle for infinite-horizon optimal control problems. We also discuss general methodological pitfalls arising in infinite-horizon optimal control problems for economic growth models, which are not paid due attention in the economic literature so that the results presented there often seem not to be rigorously justified. We finish the paper with an economic interpretation and a discussion of the welfare-maximizing policies.
Balder’s well-known existence theorem (1983) for infinite-horizon optimal control problems is extended to the case in which the integral functional is understood as an improper integral. Simultaneously, the condition of strong uniform integrability (over all admissible controls and trajectories) of the positive part max{f0, 0} of the utility function (integrand) f0 is relaxed to the requirement that the integrals of f0 over intervals [T, T′] be uniformly bounded above by a function ω(T, T′) such that ω(T, T′) → 0 as T, T′→∞. This requirement was proposed by A.V. Dmitruk and N.V. Kuz’kina (2005); however, the proof in the present paper does not follow their scheme, but is instead derived in a rather simple way from the auxiliary results of Balder himself. An illustrative example is also given.

In 2013, S. Aseev, K. Besov, and S. Kaniovski (“The problem of optimal endogenous growth with exhaustible resources revisited,” Dyn. Model. Econometr. Econ. Finance 14 , 3–30) considered the problem of optimal dynamic allocation of economic resources in an endogenous growth model in which both production and research sectors require an exhaustible resource as an input. The problem is formulated as an infinite-horizon optimal control problem with an integral constraint imposed on the control. A full mathematical study of the problem was carried out, and it was shown that the optimal growth is not sustainable under the most natural assumptions about the parameters of the model. In the present paper we extend the model by introducing an additional possibility of “random” transition (jump) to a qualitatively new technological trajectory (to an essentially unlimited backstop resource). As an objective functional to be maximized, we consider the expected value of the sum of the objective functional in the original problem on the time interval before the jump and an evaluation of the state of the model at the moment of the jump. The resulting problem also reduces to an infinite-horizon optimal control problem, and we prove an existence theorem for it and write down an appropriate version of the Pontryagin maximum principle. Then we characterize the optimal transitional dynamics and compare the results with those for the original problem (without a jump).
We consider a class of infinite-horizon optimal control problems that arise in studying models of optimal dynamic allocation of economic resources. In a typical problem of that kind the initial state is fixed, no constraints are imposed on the behavior of the admissible trajectories at infinity, and the objective functional is given by a discounted improper integral. Earlier, for such problems, S.M. Aseev and A.V. Kryazhimskiy in 2004–2007 and jointly with the author in 2012 developed a method of finite-horizon approximations and obtained variants of the Pontryagin maximum principle that guarantee normality of the problem and contain an explicit formula for the adjoint variable. In the present paper those results are extended to a more general situation where the instantaneous utility function need not be locally bounded from below. As an important illustrative example, we carry out a rigorous mathematical investigation of the transitional dynamics in the neoclassical model of optimal economic growth.
We develop an optimal growth model of an open economy that uses both an old (“dirty” or “polluting”) technology and a new (“clean”) technology simultaneously. A planner of the economy expects the occurrence of a random shock that increases sharply abatement costs in the dirty sector. Assuming that the probability of an exogenous environmental shock is distributed according to the exponential law, we use Pontryagin’s maximum principle to find the optimal investment and consumption policies for the economy.
This paper extends optimal control theory to a class of infinite-horizon problems that arise in studying models of optimal dynamic allocation of economic resources. In a typical problem of this sort the initial state is fixed, no constraints are imposed on the behaviour of the admissible trajectories at large times, and the objective functional is given by a discounted improper integral. We develop the method of finite-horizon approximations in a broad context and use it to derive complete versions of the Pontryagin maximum principle for such problems. We provide sufficient conditions for the normality of infinite-horizon optimal control problems and for the validity of the ‘standard’ limit transversality conditions with time going to infinity. As a meaningful example, we consider a new two-sector model of optimal economic growth subject to a random jump in prices. Bibliography: 53 titles.

We obtain sufficient conditions for the continuity of the general nonlinear superposition operator (generalized Nemytskii operator) acting from the space C^m (Ω) of differentiable functions on a bounded domain Ω to the Lebesgue space L_p (Ω ) . The values of operators on a function u ∈ C^m (Ω) are locally determined by the values of both the function u itself and all of its partial derivatives up to order m inclusive. In certain particular cases, the sufficient conditions obtained are proved to be necessary as well. The results are illustrated by several examples, and an application to the theory of Sobolev spaces is also given.
We consider the following representation of polyharmonic functions on the unit ball D m : 450-1 where the Φ j are harmonic on D m . We study the relation between uniform boundary properties of ƒ (its smoothness and growth while approaching the boundary) and the same properties of the terms in this representation. The theorems proved in this paper generalize some results obtained by Dolzhenko in the theory of polyanalytic functions.
