我国水电从解放初期装机16.3万千瓦,发展到2010年底超过2亿千瓦.回顾发展历史,在不同时期我国水电事业受到不同因素的制约,随着水电坝工技术的进步、投资主体的多元化,以及西部大开发和“西电东送”战略的实施,先后突破了技术制约、投资制约和市场制约.“十五”、“十一五”期间是我国水电密集投产的两个五年,在这期间水电开发建设得到了空前的发展.
Hulunbuir was rich in coal reserve,the most is brown coal.Hulunbuir is the biggest coal and electricity integration base to supply power energy nowadays and in future,and at present Liaoning is the main market.Investigation results show that coal and electricity integration in Hulunbuir has potential and advantage.And the market is the main barrier of the ability to send during "12th five years" plan period.The traditional water-cooled turbine still has advantage in Hulunbuir power plant,so the choice of air-cooled or water-cooled turbine should be based on local conditions.
本文在对西南水电资源和开发现况广泛调研的基础上,分析了西南水电基地水电发展实际能力;核实规划提出的建设规模;梳理各流域水电项目的建设时序;客观实际反映目前开发存在的问题,并提出了相应的对策和建议,以求各相关管理部门和业内外形成共识,进一步完善体制机制建设、促进水电健康发展.
电网是国民经济基础设施和重要的公用事业,具备电力传输、配送的网络功能和作为电能交易平台的市场功能。为支撑全面小康社会建设,促进西部、北部能源基地开发,实现可再生能源大规模利用,推进电力普遍服务,电网的作用日益凸显,要求加快推进坚强智能电网建设。
It is an important part of energy development strategy in China to utilize Southwest hydropower actively and properly.The installed capacities of current hydropower plants are generally large and the annual utilization hours are decreasing continuously.Installed capacity of hydropower plants should based on the balance between plant itself and served power system.While most hydropower plants serve the demand of local provinces,some serve in east provinces faraway through long distance transmission lines.Power demand of provinces has distinct features,and has different requirement for hydropower plant capacity.In addition to technical and economic indices of plant itself,the installed capacity should consider its function in served power systems and related transmission projects.It is not advisable to reduce the annual utilization hours for those power plants which have the need to transmit generated power to the east provinces.
