分析了山东省青岛市李沧区开展社区协商的做法与成效、存在的不足与成因以及优化路径.认为:李沧区采取"政府购买服务"模式,让专业社会组织来搭建社区协商平台、创制议事章程、组织协商实践,避免了社区"两委"主导模式的困境,将协商民主有序纳入基层治理体系中,探索出一条社会组织嵌入社区协商民主实践的新路径,有利于将协商民主制度优势转化为基层治理效能,进而推动实现基层治理现代化的发展目标.
