In this paper,we focus on analyzing the needs of domestic and international situations for the key tasks of the 12th Five-Year Plans for National ST Development,and propose that when we select the key tasks,we should consider linking up with 《National Medium-and Long-term Program for Science and Technology Development(2006-2020)》,and consider the needs of the 12th Five-Year Plans and the posibility of realization.we suggest that when we choose the key tasks,we should follow three criteria:the importance of criteria,the competitive criteria,and the feasibility criteria.And then,we study the methods of technology selections that based on the needs of fields development,technology competition,and national goals.

In this study,we focus on two new U.S.polices that published in recent years,one is《The Final Rule》of U.S.exports and reexports to the PRC,the other is 《America COMPETES Act》.we anatomize U.S.competition stratagem in S&T in the globalization background,and suggest that we should propose more countermeasures actively,strengthen the research of U.S.new policies in S&T competition,broaden the channels of international cooperation,reinforce the abilities of independent innovation,and advance the competitions in S&T of China.
