自我国引入安全评价制度以来,安全评价逐渐成为政府安全管理的一种重要手段.本文通过对政府安全监管机构的调查,旨在从政府的角度了解安全评价机制在我国的发展状况,分析问题,并提出对策措施.
In order to know the performance of safety assessment in the coal enterprises, set up the coal mine safety protected system, and improve the level of safety management in coal enterprises. According to the requirements of State Administration of Work Safety, from the end of 2006 to the beginning of 2007, China Academy of Safety Science and Technology carry out the research of the safety assessment performance in the coal enterprises all around China. The investigation results showed that it is very important for coal enterprises takie safety assessment to impress the safety consciousness, improve safety management level, ameliorate safety utilities, and depress the ratios of accidents.
To further improve the safety assessment work and to learn the implementation situation of safety assessment in enterprises,660 enterprises from 16 industriam sections were investigated.Based on the safety situation of those enterprises before safety assessment,the project site selection situation,the process adjustment situation and the measure correction situation during safety assessment,and the improvement situation in safety facilities,safety management ability and accident frequency after safety assessment,the actual performance of implementing safety assessment in enterprises was obtained.Besides,current problems existing in safety assessment were pointed out,and corresponding countermeasures were presented.
By November 2006,there are total 22 856 persons past the examination for Certified Safety Engineer(CSE) qualification and 17 411 persons were registered as the Certified Safety Engineer.A detailed analysis is made on the situation of current CSEs' age,working life and education history.Through the sampling survey in 200 enterprises in five provinces and cities like Liaoning,Shandong and Shanghai,etc,the basic situation of Chinese enterprises' safety management professionals is clearly revealed.Comparison of the above two groups is analyzed.It is concluded that CSE qualification system is effective to select distinguished safety management personnel,optimize the safety management team,and improve their ability.
We achieved good results of work safety in 2006 in China,showing a trend of improvement in the overall stability.The total number of accidental deaths also decreased considerably.However,the enterprises producing dangerous chemicals have not been reversed.Instead,the number of accidental deaths rose by 16.2%.Therefore,we need to strengthen the safety management of hazardous chemicals.In the aspect of safety assessment,whether the safety assessment has the actual performance in the enterprises producing dangerous chemical,an nationwide investigation over 320 enterprises producing hazardous chemicals was conducted,especially in the security infrastructure,safety management,accident rate,and so on.From the results of the investigation,the deficiencies of the process of safety assessment were further understood and a serious of reasonable countermeasures were provided.
