2014年8月31日十二届全国人大常委会第十次会议表决通过了全国人大常委会关于修改《中华人民共和国安全生产法》的决定.修改后的《安全生产法》中新增第六十七条,为强化安全生产停产停业行政措施提供了法律依据.针对此条款,在研究国内外安全生产领域相关行政强制措施,分析日本和韩国等国家和地区的相关法规,以及我国治安、消防、环境保护等领域在采取行政强制措施的经验基础上,认为该条款符合我国安全生产领域的现实需求和政府行政管理特点,符合《行政强制法》的有关要求,增加安全生产强制停产停业措施是必要、合理和可行的.
The accidents of wind energy industry which happened from 2000 to the December,31st 2012 were collected and analyzed.By analyzing different types of accidents,it showed that the risk of the wind energy industries has the intrinsic characters risk.The accidents are keeping in an uptrend,and blade failure,fire,structural failure,ice throw,transport and environmental damage are the main accident types,which will threaten the safety of employee in wind farms and the surrounded public.Wind energy is developing very fast in China,industrial work safety risk is comparatively high,which should be prioritized by the policy makers and employers.It is necessary to conduct systemic research on the wind energy safety and make new methods to the full industrial production chain,develop intrinsic safe process and equipments,and strength the construction and operation safety management.The discussion will be useful for the policy makers and employers to improve their practical safety management level.
Fifty-three severe accidents happening in agri-product processing industry in China since 2001 were systematically retrieved and reorganized, and then studied from the angle of accident type, agri-products type, contractor's responsibility, improper rescue methods, yearly distribution, etc. The study shows that the accident risk of agri-product processing industry takes on certain industry characteristics, poisoning and suffocation accidents are much more serious and frequent than other types of accidents, there is a protruding problem of accident deterioration due to improper rescue methods;Study also shows that the alcohol, food supplies, animal culture, feed, and pickle products factories possess comparatively high risks. This study is useful for the accident prevention of agri-product processing industries.
自我国引入安全评价制度以来,安全评价逐渐成为政府安全管理的一种重要手段.本文通过对政府安全监管机构的调查,旨在从政府的角度了解安全评价机制在我国的发展状况,分析问题,并提出对策措施.
In order to understand the specialty capacity of safety assessment personnel,We conducted a general statistics and analysis about the related information of those 17637 personnel in the management database of safety assessment and about the results of survey to 207 safety assessment agencies.Statistics show that:number of safety assessment personnel are unbalanced and that number should be increased;As a whole,although these personnel are highly educated,high-Title,most of them lack of professional and technical skills and have low experience.I make a recommendation that we must increase the examination of the ability about scene.
To further improve the safety assessment work and to learn the implementation situation of safety assessment in enterprises,660 enterprises from 16 industriam sections were investigated.Based on the safety situation of those enterprises before safety assessment,the project site selection situation,the process adjustment situation and the measure correction situation during safety assessment,and the improvement situation in safety facilities,safety management ability and accident frequency after safety assessment,the actual performance of implementing safety assessment in enterprises was obtained.Besides,current problems existing in safety assessment were pointed out,and corresponding countermeasures were presented.

There are many urgent problems need to be solved for the further development of the Certified Safety Engineers system in China, as it is still in the initial stage that has only four years history. Since the implementation of safety officers system in 1978 in Hong Kong, perfect management for the safety officers' certification system has been established, and it is compulsive to employ safety officers in the industrial operation sites according to related regulations. This paper abstracts some operation methods and management experience for reference through reviewing the developing process of safety officers system in Hong Kong, and gives some suggests about how to improve the Certified Safety Engineer system, such as the legislation system, the certified safety engineers' employment policy, and the continuing education patterns etc.
By November 2006,there are total 22 856 persons past the examination for Certified Safety Engineer(CSE) qualification and 17 411 persons were registered as the Certified Safety Engineer.A detailed analysis is made on the situation of current CSEs' age,working life and education history.Through the sampling survey in 200 enterprises in five provinces and cities like Liaoning,Shandong and Shanghai,etc,the basic situation of Chinese enterprises' safety management professionals is clearly revealed.Comparison of the above two groups is analyzed.It is concluded that CSE qualification system is effective to select distinguished safety management personnel,optimize the safety management team,and improve their ability.
Since the implementation of the Certified Safety Engineers (CSE) system in the September of 2002, more and more attention has been paid to it by the production and business units and the whole society. Till the end of 2006, more than 48000 persons have achieved the qualification of CSE in China. It is anticipated that thousands of people would acquire the qualification of CSE in the following several years. Despite this, for CSE system that is still in an initial stage, there are many aspects needing to be perfected. Based on the analysis of current status of CSE system in China, it is explored how to improve the CSE system, strengthen CSE teams and make the system as a long-term effective mechanism for work safety.
According to the initial application forms for registration and the data provided by registration information management database, State Administration of Work Safety and Personnel Test Center of Ministry of Personnel, 17441 Certified Safety Engineers are statistically analyzed in their age structure, diplomas, length of working time related to work safety and the subject relation of the units where they are employed. The result shows that the structure of ages and diplomas for Certified Safety Engineers is reasonable in China, but the quantity is inadequate. To solve this problem, some suggestions on how to speed up the construction of professionals for Certified Safety Engineers are put forward such as establishing test criterions.
Emergency rescuer for work related accidents attracted more and more attention of Chinese governments and industries . For the poor infrastructure of emergency technical standards, it is very difficult to carry out emergency management and operation.To effectively protect the people's safety and property,it is urgent to establish emergency standards systems. On the bases of emergency standards of domestic and foreign countries, this paper discussed the framework of the emergency standards and the principle and emphases to develop the standards.

The American Society of Safety Engineers(ASSE) was founded in New York City,in October 14,1911,originally named the United Society of Casualty Inspectors. Since established, ASSE has played a key role in the development of many important standards and the safety and health legislation. In addition, the society has maintained a strong commitment to promote governmental affairs. Also, the society testified to the reform of the OSHA. On July 1,1996, the society restructured and created a streamlined organization, and represented itself as a function of the protection of people, property and the environment. This paper gives a brief introduction of the society history, the scope and the functions of a safety professional.

More than 30 certified qualification system including Certified Safety Engineers (CSE) system have been established in China since 1993. Since the implementation of the CSE system in Sep. 2002, more than 11000 people have achieved the qualification of CSE. In 2005, more than 89000 people took the examination for CSE qualification. It might be anticipated that tens of thousand people would acquire qualification of CSE in following years. However, how to further promote the CSE system and how to establish their legal status. It is necessary to develop a complete set of policies. In this paper study on the establishment of jurisprudence for the CSE system was conducted.
