财务信息化建设是财务管理转型的必然要求,也是积极推进农业科研领域"放管服"改革的重要手段.以武汉市农业科学院为例,分析地方农业科研院所推行财务信息化的必要性,并就系统的开发建设模式,从项目管理四个主要功能模块提出设计方案,并进一步优化院所两级报销审批流程,针对报销过程中的问题提出关联设计等建议.总结了财务信息化系统在实践中取得的成效和不足,以期为同类型地方农业科研院财务信息化建设提供参考.

The paper stated the development status of industrial seedling raising in Wuhan,and analyzed the existing problems,such as overabundant cultivars,prominent contradiction between seedling supply and demand,labor shortages,low utilization rate of facilities.And the countermeasures were put forward on increasing financial support,strengthening propaganda and training work,supporting leading enterprises,exploiting more markets.
