Daxinganling region in this study as an example,how to build ecological function areas Daxing'anling talented people strategy.Found that mode of economic development Daxing'anling regional economic spillover effects caused by the economic endowment effect than back,hindering people Daxinganling gathering ecological function areas;policy factors migration costs are too high,impeding the household registration system,social network and capital inadequate social support and other non-economic factors also hinder the talent gathered Daxinganling region a major factor.Personnel gathered for the main factors hinder the proposed upgrading Daxing'anling Ribbon talented people strategy,including the realization of the regional industrial structure adjustment,personnel policies favoring the introduction of policies,flexible household registration policies and establish a perfect social support systems and other four strategies.The results of this study can promote talented people Daxinganling region's sustainable development Daxinganling the other hand,for many underdeveloped areas in China to achieve talented people to provide useful guidance for policy.
