针对外军油料装备发展情况,本文从标准化、通用化程度高,种类齐全、编配数量大,越野机动能力强,信息化水平进一步提升等方面分析了油料装备发展特点,从提高油料装备机动性能,简化油料装备品种,改进油料装备通用化程度,提升油料装备智能化水平等方面探讨了油料装备发展趋势.近年来,外军更加注重后勤装备,特别是油料装备的更新、换代和改造,经过建设和发展,其油料装备取得了长足进展,呈现出一些新特点和发展趋势.
The New Energy Cooperation Committee, aiming at better development and utilization of new energy, has increasingly become focus of the international community. In order to explore the financing channel and method in the light of PPP mode, the committee is establishing government fund for new energy based on the PPP mode. The government new energy system motivation mode based on PPP mode will provide technology research and development fund, guarantee, or subsidies for the exploit enterprises. It will also provide investment capital for the enterprise in the transportation and sale sectors so as to promote the development of the new energy industry and meet China’s growing need of fuel gas. The research shows that the governmental direct intervene in the capital of developing and utilizing the new energy is the main obstacle for its development. The effective operation of government’s new energy fund mechanism can help filter vitality into the market’s capital, provide feasible means for financing, and sustain the development of the world economy. The discussion part put forward some suggestions.

In this paper, in order to improve the accuracy in POL consumption forecasting, we combined the grey forecasting model with the BP neural network forecasting model. Then by introducing the weighted coefficient for each individual forecasting model, we better uncovered the hidden data pattern of the two and thus dispersed the uncertainty of the individual forecasting models. At the end, through a numerical example, we found that the combination forecasting model was more accurate and less erroneous than its two constituting forecasting models and was feasible in forecasting POL consumption.
According to the wartime environment complexity of highway transportation,we established an optimization model of POL highway transportation route based on entropy matrix,and calculated relative weighting factors such as transport routes,road conditions,hit probability of route length by the enemy and so on in accordance with information entropy method.Then taking the route data in maneuvers as the ex-perimental data,we analyzed and verified the application of the model.The analysis shows that the method is practical and has certain value when making decision with entropy matrix.
油料装备维修效率对油料装备战时保障能力具有重要影响.本文针对在油料装备维修力量有限的条件下如何通过合理的任务分配,使完成油料装备维修任务的总效率最高的问题,建立了考虑维修效率的油料装备战时维修任务分配模型,并针对可能出现的情况对模型进行了讨论,利用匈牙利算法对模型进行了求解.通过模型的运用表明,考虑维修效率的油料装备战时维修模型可以更好地对维修任务的分配进行优化,确保油料装备总维修效率最高.
油料消耗量预测作为油料储存、运输、补给等油料保障活动的基础,对岛礁进攻作战油料保障任务的顺利完成具有重要作用.本文阐述了岛礁进攻作战油料消耗量预测的作用,从油料保障决策人员、作战行动、用油装备类型和数量、油料保障信息、预测方法和手段以及油料保障环境六个方面分析了影响岛礁进攻作战油料消耗量预测的因素,提出了岛礁进攻作战油料消耗量预测的五个步骤.
In this paper, we study the effectiveness of military supply systems in complex and uncertain environment from the perspective of complex network topologies. Our goal is to provide insights on how to explore military supply networks and analyse the networks' resilience against different disruptions. We first propose an analysis process of the resilience for military supply networks. Then, we present two military supply growth models - key units priority (KUP) growth model and cost minimisation priority (CMP) growth model based on real military supply activities, which can be used to generate two military supply networks. We also present a new taxonomy of resilience metrics for military supply networks. Through computer simulation, we find that KUP supply network has poorer resilience against targeted disruptions but higher supply efficiency compared with other networks. While the connectivity of demand nodes in CMP supply network has better adaptability, it is of lower supply efficiency against both random and targeted disruptions. Through analysis, we can provide decision-makers with references when they choose supply patterns and deploy logistics defence forces.
Considering that diversified complex circumstances make on sea?based POL replenishment selection uncertain, at?tribute factors of sea?based POL replenishment methods selection have been determined and set pair analysis theory is used to con?struct optimization model of sea?based POL replenishment methods selection based on the analysis of factors that affect sea?based POL replenishment methods selection. Variance coefficient method is adopted to calculate the weight of attributes. Relation degree between alternative solution and ideal solution have been determined by constructing positive and negative ideal solutions of sea?based POL replenishment methods selection. The example analysis results indicate that the application of set pair analysis in the sea?based POL replenishment methods selection can reduce the effects that a variety of complicated factors have on POL replenishment methods selection.
In order to evaluate POL(Petrol-Oil and Lubricants) support ability of naval vessel unit campaigning,evaluation indexes system is built from 6 aspects: the ability of POL storage,POL transportation,POL replenishment,response,organizing,repair and emergency disposal based on POL support characteristic and correlative demands of naval vessel unit campaigning.The cloud barycenter theory is adopted to build evaluation model of POL support ability of naval vessel unit campaigning,and the model is validated by analyzing an example.The result indicates that the method based on cloud barycenter theory can syncretize subjective and impersonal information effectively and solve the uncertainty transition between qualitative and quantitative problem in the evaluation,which reduces the impacts that fuzziness and randomness have in evaluation and improves the scientificity of POL support decision-making of naval vessel unit campaigning.
In order to solve the imbalances between the autonomy and collaboration in POL support system,its autonomy collaborative model architecture is proposed,and the autonomy collaborative awareness,cognitive and human-computer interaction units are analyzed. The method of autonomy Agents construction in POL support is discussed. The five design spaces( i. e. fitness,plans,impact,perspectives and responsibility-oriented) are introduced for balancing system performances. The autonomous collaborative planning process is discussed by analyzing key issues in the collaborative planning with multi-autonomy Agents. This research is of great significance for improving overall performance of POL support system.
The main purpose of this research is to solve the lifetime of wireless sensor network(WSN) based on the energy balance,and then to prolong the lifetime of the entire internet of things.Aiming at the phenomena of routing break occurring and lifetime of WSN shortening when WSN nodes encounter the routing hole,this paper analyzes the principle of energy consumption,so an energy consumption model is established to analyze the optimal number of hops,and a new routing protocol model based on energy balance is built.Through the experiment simulation,it discovers that the energy distribution of WSN nodes becomes evener in application of energy balance protocol,the time of sensor node's energy consumption gets obviously longer,and even the phenomena that the energy consumption speed of some sensor node is bigger than the others becomes less than ever obviously.In the way,the lifetime of WSN will be prolonged.The result demonstrates the feasibility of the method based on energy balance.
