介绍国内外慢病防控现状,分析慢病防控系统主要问题和对策,详细阐述基于6级防控体系的慢病防控系统设计思路、架构、功能、流程以及应用成效,指出该系统有助于控制医疗成本、提高管理效率.

Translational medicine has been on the rise for 20 years as a new model of biomedical research,which plays a positive role in narrowing the gap between basic research and clinical medicine and in development of medical sciences.This paper traced back the milestones of translational medicine,and analyzed the hurdles for China to develop translational medicine,namely the organization system,management model and benefit sharing.On such basis,the authors recommended on the development and strategy,especially in clinical medical institutions in China.

Key clinical specialty construction is important issue in hospital development.According to the requirement of construction of researching hospital,key clinical specialty construction is carried out by establishing researching discipline.By measures of establishing criteria of researching discipline,taking researching discipline evaluation,implementing comprehensive supporting and quality assessment measures,new experience on building key clinical specialty is discussed.

Taking specialist clinics in a large general hospital as example,the study pointed out that specialist clinics had several problems,such as registration source scarce,the unplanned stop of clinic,poor communication between specialist department and outpatient department,patients misunderstanding,etc.Suggestions were put forward as following: implementation of the specialist team;improvement of the system of same qualifications specialists for consultation;cancelation of the named registration;optimization of specialist clinic management;improvement of specialist leave process;and to strengthen the guidance for patients.

As a basic support platform,laboratory animal centre plays an important role in scientific research of a large hospital.Based on the current conditions of The Laboratory Animal Centre in our hospital,its problems and difficulties were analyzed in this paper and its management was studied in terms of its innovative management model,training of its professional staff,and conduction of scientific research.

The conception of attending in charge is introduced.based on the methods of literature review and site investigation,the status of attending in charge system at home and abroad and its characteristics in large general hospital were analyzed.The prospect of applying attending in charge system was discussed.

Objectives:To explore hospital discipline evaluation methods and develop a software system.Methods:Set up a framework of evaluation software system and standardize the data interface design.According to date source,different value-taking and evaluation methods were selected.Results:This software system has a friendly data entry and display interface with strong expandability.It gives convenience for users to input,search,modify,delete,statistics and output.Conclusions:The hospital discipline evaluation software system can improve efficiency and effectiveness.This system not only compares the different previous evaluation methods horizontally,but also analysis the evaluation resolute vertically which may provide the theoretical basis for managers to construct the hospital discipline.

Values of implementing attending in charge system in large general hospital were discussed.The feasibilities of implementing attending in charge system was analyzed.Management system and institutional was established and effective management methods for separating medical staff's position from title in large general hospital has developed and has given an effective way to sub-special department management.Evidence has given for extending and applying attending in charge system in large general hospital.

Based on compact organization,rigorous plan,experience of pilot department,attending in charge system has progressively implemented in all clinical departments.A suit of attending in charge management modes and monitoring mechanisms are formed which includes responsibilities,qualification,appointment and evaluation.by pilot program and application development.Concrete schemes for applying in general hospital are offered.

With the development of medical sciences and technologies, medical technologies department plays increasingly important roles in hospitals. Traditional functions of medical technologies departments and the passive assisting functions of medical technologies departments have been unable to meet the demands of clinical development. Therefore, it has been an issue that all hospitals have to confront and resolve if hospitals wish to satisfy the new needs of their rapid development. The author, considering the status quo of hospital development, has conducted constructive studies in the areas of understanding the features of medical technologies departments, regulating the relations among medical technologies, meeting the needs of clinical diagnosis and treatment, designing the ideal platform for disciplinary development and making good plans for breakthroughs in innovative studies.

Based on the experience of General Hospital, P.L.A., comprehensive targeting evaluation system was designed. The practice, experience and effectiveness of comprehensive targeting evaluation system in General Hospital, P.L.A. were introduced. The important conditions of applying comprehensive evaluation were leader promotion, total participation and scientific evaluation system.

Based on the experience of General Hospital of P.L.A.,the article introduced the practice and experience of management on surgery grading access from several aspects including guiding ideology,organization,Qualification,standards and procedure of access,skills training,regulatory etc.

Surgical medicine develops rapidly,however,currently there is no unified standard for permitting operation,and management on operation system is not perfect. Based on hospital experiences,the author proposed to reform qualification management of operations from aspects as management mechanism,operation classification,technical post and category of operation,standard and process for permitting operation etc.

The article presented the method and software of monitoring the diagnosis and treatment process of inpatient participating in medical insurance.For the patients who paid fee according to medicine items,we could get the information from web case record and doctor's order.When we found the items that didn't accord with regulations of medical insurance,we could communicate with doctors in time.For the patients who paid fee according to single class of disease,we could calculate in-hospital days and expenditure,and provide information of comparison with standard expenditure for managers and doctor's treatment.

Harmonious hospital was be considered as a full innovative, stability development, good communication and harmonious doctor-patient relationship hospital. With the experience of building harmonious hospital in General Hospital of PLA, the author thought the core content was development and human centered, the theory was scientific development concept, the foundation was good communication, the guarantee mechanism was innovation and the aim was patient satisfaction.
