On the guideline of the Guiding Opinions on Training Base Construction ordained by the State Grid Corporation, this paper proposed a scheme for promoting the construction of training base for dispatchers.Based on analysis of the staff status in Jiangxi power dispatch center and optimization of the existing dispatch-training resources, the construction scheme of dispatch-training base for Jiangxi power grid was discussed in the paper, which included the building of general dispatch-training room, corresponding training evaluation system, information management platform, and so on.The scheme in this paper can provide beneficial references for other provincial grid corporations in the process of dispatch-training base construction.
In the beginning of 2008,Jiangxi Power Grid was damaged by ice trouble.In this paper,traditional measures for natural disaster taken by grid operation department were analyzed.Moreover,detailed improvements were proposed in order to provide reference to grid operation and platform of emergency management.

Taking Jiangxi An Yuan 500 kV substation for example,startup experiment,protection experiment of charging checking phase and switch capacity of low voltage reactor and capacitor were analyzed.Also,experimental methods,attention notice and principles were expatiated.Furthermore,measures should be taken in startup experiment of 500 kV system was put forward.
阐述了2008年冰灾对江西电网造成的严重破坏,并针对电网运行部门应对自然灾害时的传统手段进行了总结分析,在此基础上对江西电网调度运行应急灾害措施进行了思考,并提出了一些具体改进措施,以期对调度运行部门在建设电网运行技术措施、灾害应急管理平台等方面能起到一定的参考作用.
To meet the requirement of changing off-line power grid security and stability analysis into on-line analysis, after the comprehensive research of on-line assessment of such subproblems as static state security, voltage security and transient security as well as examination of protective relaying settings, a set of complete on-line comprehensive security forewarning and coordinated anticipatory control system based on energy management system (EMS) and the data platform of dispatcher training system (DTS) is established. In addition, a security evaluation system for on-line security and stability analysis as well as forewarning is proposed, thus the operation states of power grid are divided in the viewpoint of comprehensive security and forewarning. The proposed system not only offers a good platform for changing dispatchers’ off-line analysis into on-line analysis as well as changing the former experience based dispatching mode into intelligent dispatching mode, but also provides auxiliary tools. The proposed system is applied in Jiangxi power grid.
An integrated EMS/DTS system is described on supporting platform,function,data configuration and application program.The advantage of this system is analyzed.Finally,the application of Jiangxi power network is presented in detail.
