The current DevOps implementation research mainly focuses on the scenario of collaboration among different teams within the same company.The DevOps implementation issues in the development outsourcing scenario for the first time were clearly put forward,the significance of implementing DevOps under the outsourcing scenario was summarized,the difficulties of implementation DevOps in the outsourcing scenario were analyzed,where the development and operation teams belong to two different enterprises of Party A and Party B,and the method of iterative implementation of DevOps was proposed,how to select an appropriate entry point for optimization and improvement was explained,and an explanation of the practical application of this method was given.

Based on SERVQUAL model, the status of IT service management of telecom enterprises was analyzed, an evaluation model of IT service quality based on customer perception was designed and corresponding evaluation indexes was drawn up in this paper. This evaluation system has twenty three indexes of four sorts in which thirteen of these indexes are relevant to customer perception. This evaluation system has been applied to the IT service quality evaluation of a certain telecom company. Practice shows that it promotes the enhancement of IT service quality well.
IT architecture transformation of telecom enterprise needs to construct mixed architecture cloud resource pool. In view of the situation, the strategy of construction and deployment of mixed cloud resource pool was proposed. The interface adaptation management and special performance indicators in the operation and management of cloud resource pool were researched in depth, which has a guiding signiifcance to the construction, operation and management of the mixed architecture cloud resource pool.
Telecom operators in China focus on big data operation at present. The common methods and their features of data masking were addressed and analyzed in this paper. Combined with the features of operators’ big data applications, the selection framework of different data masking methods was presented from technical perspective to provide a useful reference to peers.

In order that people intuitively know the health level of IT system operation, a set of common IT health model based on both the concept of health in medicine science and IT system composition model is designed in this paper. The model which can quantitatively measure health level of IT system has already been applied in a telecommunication company. It offers a reference of IT system monitoring to other companies.
