Through analyzing the data of drug testing institutes including 362 drug testing institutes in 2006 and 369 drug testing institutes in 2009 among 31 provinces,the status and change of infrastructure in drug testing institutes are found out to provide evi-dence for next investment of infrastructure for the future.

OBJECTIVE To study the cost situation of Chinese medicine service items in basic-level medical organization of Shandong Province,analyze the reason why the development of Traditional Chinese Medicine(TCM) is holdback in basic-level medical organization,and provide suggestions on development of TCM.METHODS To select the samples in Shandong Province using the multistage stratified random sampling method,and carry on cost accounting with Full cost accounting method.RESULTS In the four kinds of medical institutions,such as village clinics、township health centers、the county TCM hospital and the County people's hospital,the defective item proportion in the Chinese medicine service items are respectively 46.90%、36.30%、39.10% and 41.90%,defective item are mostly the services of lager quantity.CONCLUSION The deficit phenomenon is universal in the Chinese medicine service items,and the technical service value of Chinese medicine service personals have not been embodied sufficiently.

Through analyzing the survey data of food and drugs administration,including 2 652 administrative institutions in 2006 and 2 743 administrative institutions in 2009 among 31 provinces,the status and change of administrative human resources allocation in food and drug administration system are understood to provide references for allocation planning of human resources in the future.
