This article presents the experience of the structural and functional design of the digital infrastructure of the national patent office. Based on the basis of methodological communication of the sciences of information, economics, and management cycles, the concept of the digital infrastructure is clarified. The structural and functional model of the digital infrastructure of the national patent office is presented and substantiated, including the specification of subjects, conceptual schemes of processes, the architecture of a unified information environment, the conceptual schemes of the processes of harmonization of information systems and services at the macro level and corporate information systems, the conceptual schemes of the functioning of legacy systems, and a system of models that reveal functional, organizational, and other structural relationships. The necessity of new theoretical and methodological approaches to the study and design of digital development in the field of intellectual property is proven.
Introduction. There is a regional policy focus on the IP management due to the increasing role in global value chains and the competitive environment for regional goods and services. The development of a regional intellectual property market is particularly important in the face of sanctions challenges. The Federal Service for Intellectual Property works with the regions of the Russian Federation in various areas, the main of which are cooperation within the creation of Technology and Innovation Support Centres and the implementation of tripartite agreements. Methods. Methods of patent analysis, analysis of normative regulations in the field of state regulation and support of innovative entrepreneurship and inventors in regions were used. Results and Discussion. Rospatent and the Ministry of Economic Development of Russia determined the composition of indicators that should be considered in the forecast values of the development of the IP area. In 2021, all planned values that assess the effectiveness of the implementation of agreements were achieved. In 2021, Federal Institute for Industrial Property (FIPS) specialists developed Methodological Recommendations for the regions on the formation of a strategic vision and the definition of target indicators for the development of the IP area and Methodological Recommendations for the regions on the construction of an IP management system. Rospatent accumulates and analyzes information on the creation of its own IP management systems in the regions, including mechanisms of state support for innovative entrepreneurship and inventors. Conclusion. The challenges faced by the Russian economy directly affect the area of intellectual property. Currently, projects are actively implemented under the Business Climate Transformation Action Plan "Intellectual Property", including the creation of the necessary tax conditions. In 2021, 15 customer-centric services for the provision of public services based on modern domestic digital technologies were created. They are now being tested and will soon be put into operation.
На основе методологической коммуникации наук информационного, экономического, управленческого циклов уточняется понятие цифровой инфраструктуры. Представлена и обоснована структурно-функциональная модель цифровой инфраструктуры национального патентного ведомства, включающая: конкретизацию субъектов; концептуальные схемы процессов; архитектуру единой информационной среды; концептуальные схемы процессов гармонизации информационных систем и сервисов макроуровня и корпоративных информационных систем; концептуальные схемы функционирования унаследованных систем; систему моделей, раскрывающих функциональные, организационные и иные структурные связи. Доказана необходимость новых теоретико-методологических подходов к изучению и проектированию цифрового развития в сфере интеллектуальной собственности.
The prospects and reference points for the development of the intellectual property field are considered in the context of the Digital Economy of the Russian Federation program. The problem is to find and develop qualitatively new digital control tools that can quickly transpose scientific ideas into practice. We analyze the directions of developing the digital sector of public services, as well as the digitization of information services that precede the provision of public services (intellectual preparation of decision making). Based on the example of digitization of the intellectual property information infrastructure, theoretical and applied solutions are presented, which reveal specific features of the transformation of the information market in the digital economy. From the standpoint of an ambivalent approach, we show the participation of influence groups in the production of information services, as well as information self-service and outsourcing schemes, detect their positive and negative sides, and analyze the risks of new models and phenomena.
The authors substantiate new approaches toward library-based information support of innovations and sci-tech development. They analyze the experience of the British Library and the BL’s Business and Intellectual Property Centre in London. The possibility to adapt this experience for Russia’s regional information infrastructure is examined. The recent regional library studies provide for knowledge and innovations management. The authors introduce the project of networked cooperation between the Federal Industrial Property Institute (FIPI) and Russian regional universal scientific libraries. The challenge is to energize regional libraries and to implement the «learning region» concept. The access to ready-to-use analytical products provided via the libraries and created by FIPI as the core center for intellectual property information infrastructure, enables regional scientists, researchers and businessmen to use instruments of information support of industries and business, in particular those intended to assess the viability of innovations. This provide for building open regional information space and procedures to enforce the rights to the results of intellectual activity and means of identification in Russia and internationally.
This paper considers the urgent problems of information-analytical support of Russian scientific technological and innovation policy, as well as modern tasks of information-analytical support of the innovation activities of scientific and educational organizations, and proposes methodical approaches that have potential for improving the Russian system of patent searches and analytics. It is shown to be expedient to build complex information-retrieval systems with maximum access to relevant arrays of branch information and multi-service analytical components, which make it possible to implement the differentiated approach to consumers and a diversity of scenarios of scientific information activities, which are particular to different groups of consumers.
