With increasing numbers of electronic records,much attention has been paid to the problems of the electronic records transfer,and normalizing the electronic records transfer has gotten more and more important and pressing.On the basis of status and insufficient analysis,this paper proposes new suggestions from ideology,procedure,management mechanism and standard specifications so as to develop the transfer effectively.
