A smoke-free environment is crucial to the health of low-income, marginalized and vulnerable groups in the wake of COVID-19 and extreme weather. Low-income vulnerable groups mostly live in old residential areas, where the quality of living environment is poor. Ground buildings lack fire protection and smokeless facilities, and ground, rain and sewage pipes are mixed, posing serious safety and health risks. However, urban reconstruction and restoration often pay attention to the smoke-free environment, underground pipe network facilities and green and intelligent application of new residential areas, while ignoring the implantation of smoke-free environment, environmental protection and energy saving sustainable technology measures in the reconstruction of old residential areas. The old residential areas are the last link in the implementation of smoke-free policy and the most vulnerable areas of urban governance. Urban renewal design implanting smoke-free environment and green technology into urban fabric can improve its resilience and quality of living environment. Based on this, taking Shangdayanwan Central District, Yuzhong District of Chongqing, a typical mountain city, as an example, the reconstruction and design of the old residential area with green technology embedded in smoke-free environment was carried out, and the technical mechanism was explored, providing reference for urban renewal design to reduce pollution, prevent disasters and improve the ecological conservation of human settlements.

City is the key of the revival from COVID-19 crisis and worldwide economy. Community is the basic unit in city. Material circumstance is the vital carrier of healthy ecology in community. Faced with issues concerning healthy ecological chain circle in communities involving frequent abnormal climate, constant urban waterlogging, scarcity of infrastructure in old communities and so on, it is imperative to incorporate relevant mechanism and ways of sponge reconstruction design on old communities based on smoke-free city reconstruction and ecological reparation from visual exploration in all domains. For the sake of that, the study probe for the accordance of smoke-free city reconstruction and ecological restoration via originating from researches and practices concerning smoke-free city, domestic and foreign reconstruction of old communities, rain and flood management/sponge city, green infrastructure and so on, so as to prompt big strategy of health and ecology and construct resilient community and city with resistant ability.
虹膜特征提取是虹膜识别中的关键环节.小波方法在提取虹膜特征时未对分解后的高频空间进一步细化分解,而虹膜纹理特征较多地蕴含在高频空间中,因此提取的虹膜特征在表示特征能力上存在不足.针对此类问题,提出一种基于小波包多尺度分解的虹膜识别方法,利用阈值将小波包分解后第二层对角高频子带图调制为虹膜特征码,利用海明距离对特征进行识别.对108类人眼虹膜图像进行特征提取与匹配,分解小波采用sym2小波,共进行5350次特征匹配,正确识别率达到98.5%,在识别性能上优于Boles的小波变换过零点法和Lim的二维Haar小波变换法,仅次于Daugman的二维Gabor方法.

Nevertheless, according to task group’s investigation and TOPSIS assessment of entropy weight on city parks in main urban areas of Beijing, Chongqing and Lanzhou, it’s discovered that the function of parks regarding natural education performs seriously inadequately. It’s imperative to combine epidemic prevention with the fact of frequently happening natural disasters, making better prioritization and improvement of point, line, surface and system on functions and installations, forms and contents, families in concert with campus, interacting multidimensional scientific educational system with green venation, cultural venation andscientific venation merged with each other, so as to promote the real integration of cities and urban parks, and comprehensively enhance citizens’ natural, humanistic and scientific literacy.
