Promoting the regional educational potential strengthening, including means of meeting the teaching staff information needs is one of the priority tasks, facing the largest Novosibirsk scientific libraries. This study purpose has been to identify the character of teachers’ information addresses to the sources of the State Scientific Technological Library of the Siberian Branch of the Russian Academy of Sciences (SPSTL SB RAS) and Novosibirsk State Regional Scientific Library (NSRSL).The analysis of teachers’ information needs, based on job responsibilities and knowledge requirements according to the Unified Qualification Directory of positions of managers, specialists and employees, has divided them into three categories: doctors of sciences, candidates of sciences and teachers without a scientific degree. The analysis of SPSTL SB RAS statistics has shown that among teachers who signed up for the library in the period 2016–2021, the share of candidates of sciences is 47,9%, doctors of sciences among teachers – users of the library is 9,6%. If considered by specialty, readers-teachers are mainly representatives of humanitarian (43%), technical (16%) and economic (11%) ones.The analysis of demands has shown that teachers’ information needs are satisfied with the help of book publications, among which textbooks especially stand out. About 30,5% of circulation are books published before 1991. Need for information in their subject area is one of the basic factors that bring teachers into libraries. The analysis of statistics has shown that candidates of sciences most often turn to electronic resources, and this category of teachers also has the highest demand for exhibitions, open funds, references, xerocopying and the Internet class services.In the whole, we can ascertain a comparatively high level of information needs satisfaction in the subject area. The average level of satisfaction is the need for information about teaching the subject methodology and information of a general pedagogical nature. Low level of satisfaction are needs for information related to the organization of the educational system.
Novosibirsk Region plays the leading role in the structure of the scientific-educational complex of the Siberian Federal District. There are higher educational institutions, hat provide professional training, re-training and advanced training of specialists, as well as scientific-research institutions of the Novosibirsk scientific center of the Siberian Branch of the Russian academy of sciences and institutions of other departments. The scientific and educational space of the region is in constant dynamics. The article objective is to characterize factors effecting the scientific and educational complex development in the region including scientific libraries as a part of its structure, and determine the trends of their further development. The dialectic approach, permitting to view library-information and educational spheres of the large scientific library activity in their unity and inter-conditionality, is the common methodological basis for the research undertaken. The authors identify features of the modern scientific and educational space in Novosibirsk region, its characteristics effect on scientific libraries development, and a number of trends of changing research and student contingents affecting the library and information services of these reading cohorts based on the analysis results of statistical data of regional and federal significance and publications. The integration process of leading universities and research institutions in the region contributes to the development of corporate relations of libraries with different statuses to converge the information support of industrial and disciplinary discourse in the educational and research environment. The authors highlight some trends that promote the changing role of libraries in the scientific and educational space: the mediation function priority between the ever-expanding information space and the society needs, deepening the differentiation of library technologies depending on the status and objectives of scientific libraries; they suggest measures to strengthen regional interlibrary cooperation.

Unfair authorship in scientific publications is one of the most common types of violations of publication ethics, which is associated either with the unfair inclusion among authors of persons who do not meet the criteria for authorship, or, conversely, with the concealment of the real performers of scientific work. The main reasons for the intense spread of unethical behavior in relation to authorship in recent years include the imperfection of the science management system, which requires high rates of publication activity from researchers; partly discriminatory policies of journals in relation to young authors, which force them to include authoritative scientists as co-authors; and conflicts of interest in medical publications, which prompt pharmaceutical companies to exclude real the performers of the work. The scientific and publishing international communities have been offered a set of approaches both to the fight against unfair authorship and to its prevention, including the development of additional criteria for authorship; clarification of instructions and guidelines for authors, reviewers, and editors; and organization of training events to familiarize authors with the principles of publication ethics. The scientometric methods for identifying unacceptable types of authorship seem promising. This review article presents the current state of the problem and the ways to solve it that have been outlined by the professional community.
Open access as a new model of scientific information dissemination affects the changing role of academic libraries in scientific research information support. The results of the data analysis collected during the 2017 online survey allows us to indicate the preferences of scientists and the difficulties they face when using open access resources, to draw conclusions about the promising areas of academic libraries work with open access resources.
Недобросовестное авторство в научных публикациях - один из наиболее распространенных типов нарушений публикационной этики, связанный либо с неправомерным включением в состав авторов лиц, не соответствующих критериям авторства, либо, напротив, сокрытием реальных исполнителей научной работы. Среди основных причин интенсивного распространения в последние годы неэтичного поведения в отношении авторства следует назвать несовершенство системы управления наукой, требующей от научных сотрудников высоких показателей публикационной активности; отчасти дискриминационную политику журналов по отношению к молодым авторам, вынуждающую их включать в соавторы авторитетных ученых; конфликты интересов в медицинских публикациях, побуждающие фармацевтические компании исключать реальных исполнителей. Научным и издательским международными сообществами предложен комплекс подходов как к борьбе с недобросовестным авторством, так и к его профилактике, включая разработку дополнительных критериев авторства, уточнение инструкций и руководящих материалов для авторов, рецензентов и редакторов, организацию и проведение обучающих мероприятий по ознакомлению авторов с принципами публикационной этики. Перспективными представляются наукометрические методы выявления неприемлемых типов авторства. В настоящей обзорной статье представлено современное состояние проблемы и намеченные профессиональным сообществом пути к ее решению.
Both the library education system and Russian education system as a whole undergo a period of large-scale transformations: changing concepts and technologies; revising educational standards of higher and secondary vocational education; developing the system of additional vocational training; forming the electronic educational environment in the practice of teaching students and listeners of the supplementary education system; searching ways for educational institutions and libraries joint development. It is advisable to create information and methodological support of activities in the field of continuous library education in such conditions. The database «Library Education Institutions» generated by SPSTL SB RAS is regarded to be a base of the unified information-educational space in the field of continuous library education, which information should be used to support the educational process of specialized institutions of all levels of education training and forms in the country. It represents the system of library education in the form of a hierarchy of different levels of education, a network of specialized educational institutions in the regions, different types of educational institutions, standard and individual educational curricula, etc. The database main objectives are the following: cumulating information; searching educational institutions, programs; providing statistical information on issues related to education in Russia. A user can create a model of continuous library education in a specific region and organize the work of educational institutions and libraries to improve the librarian professionalism applying the information provided by the database «Library Education Institutions» according to a complex query.
В статье приведены данные об объеме документопотока, составе учредителей новых журналов, географической, отраслевой, видовой структуре, формах распространения журналов и моделях доступа к контенту. Сделаны выводы о вступлении научного книгоиздания в этап перехода от традиционных к электронным видам изданий, характеризующийся частично пересекающимися потоками печатных и сетевых изданий, массовой миграцией научной информации в открытый доступ, децентрализацией издательской активности.
The society development depends directly on the state and evolution of scientific environment, its organizational structures. Academic libraries play the leading role in academic communications, performing functions of informational centers, expanding significantly the field of researchers’ information activity and informational security. Libraries of the Russian Academy of Sciences experienced several stages in their development in 1992-2016, which was defined both by socio-political, socio-economic, legal transformations, and changes in the organizational-administrative model to manage scientific institutions in the country. The development of the library fund of scientific institutions passes several stages: · 1990s - stocks are formed mainly with traditional resources; · early 2000s - stocks structure includes remote access license resources along with traditional carriers; and open access resources - into the servicing system. The authors revealed main trends of stocks development based on results of a brief analysis of the library stocks formation of the Siberian Branch of the Russian Academy of Sciences (SB RAS) in 1992-2016: the united fund created in previous decades breaks up into elements, is atomized, centripetal tendencies are replaced by centrifugal ones, the model of centralization changes, books’ share in the collection of traditional paper editions raises in stocks; it is observed a transition from the acquisition of printed versions of periodicals and special kinds of literature (standards, descriptions of inventions, etc.) to promoting their remote access; SB RAS’ resource base includes licensed electronic resources of remote temporary access and various types of open access scientific information to meet needs of scientists and specialists.
Analysis is given of the transformations of the centralized acquisition system in a new information landscape. The authors consider changes in the contents of the notion «library fund», in technologies of resources selection and aquisition, integration of external resource in the structure of the fund. Factors influencing the management of resource base creation in SB RAS are defined, approaches to further development of the Centralized library system of SB RAS are determined.
