Fishing gear and location influence the nutrient composition of harvests. Fishery nutrient profiles can identify fishing methods that provide multiple nutrients of public health concern, offering an approach to analyse alignment between fishery management and nutrition goals.
Growing calls for food systems transformation invoke an urgent need to enhance health and nutrition outcomes while operating within sustainable planetary boundaries. Central to these calls are nutrition-sensitive food systems, value chains, and agriculture concepts, which collectively emphasize how nutrition or dietary outcomes can be incorporated into food systems to tackle underlying determinants of nutrition outcomes. These concepts, however, mainly focus on domestic systems and give limited attention to how regional and international trade redistributes nutrient-rich foods across borders. This gap is significant as trade reshapes diets through cross-border food flows, generating trade-offs between exporting and importing populations, creating spatial and seasonal redistribution of foods, and creating potential policy tensions between livelihoods and domestic nutrition. We empirically examine nutrition-sensitive trade within aquatic food systems, which are an ideal system because they are nutrient-dense, heavily traded, and their processed forms, such as dried fish, are important for inland and cross-border distribution. Using in-depth interviews ( n = 51) with actors across the value chain and key informants ( n = 10), this study examined trade in the dried dagaa ( Rastrineobola argentea ) fishery in Zanzibar to address two research questions relevant for nutrition-sensitive trade. We find that the dried dagaa fishery provides affordable protein and micronutrients to Zanzibar and at least six other countries, especially the Democratic Republic of Congo, which has high proportions of nutritionally vulnerable populations, with trade flows shaped by institutional, social, economic, and environmental factors. Furthermore, trade flows are dynamic, responding to seasonal and longer-term changes that reconfigure the availability of dagaa to local and non-local populations. We leverage these findings, and the questions they generate, to generate a research agenda to support policies and interventions promoting nutrition-sensitive trade, particularly among low- and middle-income countries, including island regions, to strengthen nutritional security at the local and regional scale.
Researchers and policymakers increasingly recognize the contribution of aquatic food systems, such as fisheries, to food security and nutrition. Yet governing fisheries for nutrition objectives is complicated by the multiple overlapping processes that shape availability and access to nutrients over time, including fishing sustainability, climate change, trade dynamics, and consumer preferences. Anticipating the effect of governance interventions to sustain or enhance nutritional benefits from fisheries entails accounting for these multiple interacting influences. We develop an analytical approach to link available data on aquatic foods production, nutrition, distribution, and potential climate impacts to evaluate the nutrition implications of fishery management and post-harvest allocation interventions. We demonstrate this approach using national and publicly available datasets for five case study countries: Peru, Chile, Indonesia, Sierra Leone, and Malawi. As examples, we evaluate the potential to enhance domestic supply of key nutrients to nutritionally-vulnerable populations by (a) dynamically adjusting fishing effort in response to climate impacts on fish stocks, and (b) retaining aquatic foods currently diverted via trade or foreign fishing. The results indicate substantial differences across countries in terms of anticipated climate change effects, with potential for substantially increased nutrition yield in Chile and Peru under adaptive management, vs more modest yield increases in Indonesia. The impacts of post-harvest allocation policies related to foreign fishing, exports, fishing sector, and subnational trade also vary, with exports weighing heavily on nutrient availability in Sierra Leone. This methodological approach represents a step toward operationalizing calls to manage fisheries as part of national food and nutrient supplies, in light of climate change risks.
Use of digital tools is rapidly transforming the world, and Information and Communications Technology (ICT) integration in fisheries presents great opportunities for enhancing fishing-dependent livelihoods. This article employed latent class analysis and a multinomial logistic regression to explore preferred digital tools for fish traders to address the problem of lack of access to market information. Results from a sample of 548 participants show heterogeneous preferences among fish traders who can be classified into three subgroups: digital-wise (70%), phone-wise (24%) and digital-local (6%) across different platforms and prefer the use of all platforms (USSD, calls, apps, radio and television [TV] programmes). On the basis of platform ranking, traders prefer calls more, followed by app, USSD, radio and TV, respectively. Results further show that social demographic characteristics, including marital status, gender, age and trust among players, influence class membership in different subgroups. To address the diverse needs of traders, there is a need for a free, cross-platform digital system, call centre/USSD service for convenience, data quality checks, endorsements, the provision of digital credit and stakeholder collaboration to exploit digital fish trade opportunities for Malawi to benefit from the African Continental Free Trade Agreement and not to be left behind in the fourth industrial revolution.
Value chain research increasingly seeks to assess the inclusiveness of value chains to better understand how to promote equitable and pro-poor development. This trend is especially relevant for small-scale fisheries value chains, which provide livelihoods, food security, and a social safety net for rural poor in many countries. Despite recent efforts to assess value chain inclusiveness, substantial knowledge gaps persist in small-scale fisheries value chains with respect to distribution of and access to benefits within and across different value chain nodes, particularly in the midstream (e.g. traders and processors). This study addresses this important research gap by utilizing an access mapping approach concerned with the distribution of benefits along the value chain for usipa (Engraulicypris sardella) in Malawi. Using a mixed methods approach, this analysis utilizes quantitative survey data (n = 929) at various nodes of the usipa value chain (fishers, processors, wholesalers, retailers), as well as qualitative focus group data (n = 60) and key informant interviews (n = 6), all collected in 2019. In line with the Structure-Conduct-Performance Paradigm, this study identifies value chain actors' roles (structure), analyzes processes (conduct), and assesses the distribution of and access to income and in-kind benefits for different actors both within and across value chain nodes (performance). We calculate net income (revenues - expenses) for individual actors in each node of the value chain and find that (a) access to and distribution of income benefits from usipa vary substantially at group and individual levels; and (b) actors' net income from the usipa value chain is negatively affected by unequal power distribution, price volatility and trade institutions, inadequate market infrastructure, social relations, and gender dynamics. This study advances approaches to study value chain inclusiveness, emphasizing the need to attend to variation and drivers acting at multiple scales, ranging from whole value chain structure to individual traders.
Estimates of the nutritional value of recreational inland fisheries highlight their importance for aquatic food access and vulnerability to climate change. Yet, communicating the importance of data-poor natural resource sectors remains challenging, particularly when defining sustainable development priorities.
Anthropogenic stressors such as land-use change, habitat degradation, and climate change stress inland fish populations globally. Such ecological disturbances can affect actors throughout the social-ecological system by contributing to uncertainty in landings, landing prices, and coastal incomes. Most literature to date on the resilience of the fishing sector has focused on fishing (production), fisheries management, and the livelihoods of fishers, whereas little attention has been paid to the post-harvest sector and the livelihoods of fish processors, logistics providers, wholesalers, and retailers. In the empirical case of the small-scale usipa ( Engraulicypris sardella ) trade in Malawi, we investigated the impacts of price volatility, a form of uncertainty, on small-scale fish retailers’ livelihood outcomes. By concentrating on fish retailers in the downstream region of the value chain, we provide new insight into how small-scale fisheries actors in the broader fish food system experience and adapt to uncertainty. We find that price volatility negatively impacts net income for retailers, and that an important adaptive strategy is spatial arbitrage. However, gender dynamics and access to capital limit retailers’ ability to employ the spatial arbitrage adaptive strategy.
This paper presents an agenda for the future of gender research in small-scale fisheries (SSF). Building on expert insight from scholars who gathered during the 4th World Small-Scale Fisheries Congress Africa (4WSFC) with a synthesis of existing literature, we identify six topics that warrant future investigation in SSF, along with methodological considerations for addressing them. Research priorities include identifying pathways towards (1) equitable participation in governance and decision-making, (2) valuing all actors' contributions to aquatic food systems, (3) increasing access to financial services, (4) inclusive infrastructural development, (5) livelihood diversification and (6) reducing occupational health hazards. Several important methodological considerations include (i) using multiple methodologies, (ii) applying participatory methods, (iii) collecting gender-disaggregated data, (iv) integrating gender into a food systems approach in fisheries, (v) engaging an intersectional approach and (vi) operationalising equity.
For millennia humans have extracted biological and physical resources from the planet to sustain societies and enable the development of technology and infrastructure. Growth in the human population and changing consumption patterns have increased the human footprint on ecosystems and their biodiversity, including in fresh waters. Freshwater ecosystems and biodiversity face many threats and it is now widely accepted that we are in a biodiversity crisis. One means of protecting and restoring freshwater biodiversity is to better manage the exploitation of freshwater biota and aggregate resources (e.g., sand, gravel, and boulders). Here we outline the threats arising from such exploitation and identify response options to ensure that methods and levels of extraction are sustainable and allow recovery of over-exploited freshwater biodiversity and ecosystems. The guidance we provide will enable practitioners, policy-makers, and resource stewards to embrace effective, sustainable, and evidence-based approaches to resource extraction. Response options for managing species exploitation include strengthening assessment and reporting, using science-based approaches to reduce overexploitation and support recovery, embracing community engagement, and building or tightening legislation. Response options for managing exploitation of freshwater aggregate resources include reducing demand for harvest, strengthening governance, reporting, and monitoring of environmental impacts, and promoting the restoration of degraded ecosystems or compensating for losses. Diverse case studies highlight examples of where various management actions have been implemented in an effort to consider how they can be scaled up and adapted to other contexts. Managing exploitation will be a key aspect of broader initiatives needed to protect and restore freshwater biodiversity around the globe.
Women play key roles in fish value chains, especially post-harvest processing and marketing of fish products. However, gendered inequities in small-scale fishery value chains persist around the globe, limiting livelihood benefits for many women and their households. This study uses a mixed methods approach to investigate how gender norms shape gendered inequities in marketing margins for fish retailers in small-scale fishery value chains. In the empirical case of usipa ( Engraulicypris sardella ) trade in Malawi, we find that there is nearly equal participation in fish retail between females and males. Yet, there is a statistically significant difference in marketing margins between female and male usipa retailers, with female retailers earning less. We find that gender norms indirectly impact marketing margins by disproportionately constraining time for women, shaping household decision-making regarding women’s spending, limiting women’s access to resources including financial services and fish, and maintaining patriarchal power dynamics. Despite these results, we find that there remains a dominant discourse among men that gender does not impact marketing margins. In connecting specific gender norms, revealed through qualitative methods, to specific livelihood outcomes, measured through quantitative methods, this study provides new insight into gendered inequities in small-scale fish trade.
Aquatic foods are critical for food and nutrition security in Malawi, but it is unclear which populations benefit from different aquatic foods and what factors shape food access. Spatial analysis of food flows across value chains from Lake Malawi to domestic consumers shows that usipa (Engraulicypris sardella) reaches more consumers than chambo (Oreochromis karongae) across all Malawi districts, particularly rural populations. Higher number of markets, nutrient content, and overall supply coupled with lower retail prices and volumes make usipa more accessible to consumers than chambo. Spatial analysis of food flows can guide policymakers towards supporting fisheries that reach vulnerable populations and designing interventions that enhance physical and economic access to fish.
Inland small-scale fisheries provide important ecosystem services in sub-Saharan Africa as a source of nutritious food to over 200 million people and offer avenues for countries to attain Sustainable Development Goal 2. However, there is a dearth of knowledge on the pathways of fish to food security, especially in the case of inland small-scale fisheries, which are often underrepresented in research and policy discussions. We review the literature from 2010 to the present to assess how fish food systems, specifically those associated with inland small-scale fisheries in sub-Saharan Africa, relate to the four pillars of food security: availability, access, utilization, and stability, as well as women's empowerment. We offer an assessment of the extent to which each of these pillars of food security has been thoroughly conceptualized and investigated in the literature, identifying important avenues for future research. Overfishing, post-harvest losses, and trade influences drive fish availability in many contexts. Income benefits from participating in small-scale fisheries were important for attaining access to fish for food security and other important livelihood outcomes. Few studies addressed utilization and stability compared to availability and access pillars. Further, few studies examined how gender shapes outcomes of women's empowerment. The results lead to the proposed research agenda of focusing on all pillars of food security that can enhance the sustainable contribution of inland small-scale fisheries to food security.
This paper uses over a decade’s worth of media coverage of sea cucumber crime (smuggling and poaching) in Mexico, in order to characterise the spatio-temporal magnitude of the problem and to better understand the modus operandi of those engaged in this form of wildlife crime. Towards this goal, we analysed and mapped incidents of crime relating to sea cucumbers taken from Mexican waters between 2011 and 2021; these were compiled from news media reports, government press releases and social media. The 97 incidents analysed revealed 125 arrests, with an average of 1.29 arrests and 1037 kg of sea cucumbers seized per incident. Mexican and United States authorities seized 100.6 tonnes of sea cucumbers, valued at an estimated USD 29.5 million. A qualitative review of these incidents reveals a number of key practises, including false identification, mislabelling, misreporting, stockpiling and invoice manipulation and fraud as means of laundering illicit catches. Also documented is corruption, the use of clandestine drying sites, and private vehicles for transportation. Media coverage of sea cucumber poaching and smuggling operations in Mexico frame the crime as being organised and conspicuous for its association with armed violence.
Blue foods play a central role in food and nutrition security for billions of people and are a cornerstone of the livelihoods, economies, and cultures of many coastal and riparian communities. Blue foods are extraordinarily diverse, are often rich in essential micronutrients and fatty acids, and can often be produced in ways that are more environmentally sustainable than terrestrial animal-source foods. Capture fisheries constitute the largest wild-food resource for human extraction that would be challenging to replace. Yet, despite their unique value, blue foods have often been left out of food system analyses, policies, and investments. Here, we focus on three imperatives for realizing the potential of blue foods: (1) Bring blue foods into the heart of food system decision-making; (2) Protect and develop the potential of blue foods to help end malnutrition; and (3) Support the central role of small-scale actors in fisheries and aquaculture. Recognition of the importance of blue foods for food and nutrition security constitutes a critical justification to preserve the integrity and diversity of aquatic species and ecosystems.
The international development community is off-track from meeting targets for alleviating global malnutrition. Meanwhile, there is growing consensus across scientific disciplines that fish plays a crucial role in food and nutrition security. However, this ‘fish as food’ perspective has yet to translate into policy and development funding priorities. We argue that the traditional framing of fish as a natural resource emphasizes economic development and biodiversity conservation objectives, whereas situating fish within a food systems perspective can lead to innovative policies and investments that promote nutrition-sensitive and socially equitable capture fisheries and aquaculture. This paper highlights four pillars of research needs and policy directions toward this end. Ultimately, recognizing and working to enhance the role of fish in alleviating hunger and malnutrition can provide an additional long-term development incentive, beyond revenue generation and biodiversity conservation, for governments, international development organizations, and society more broadly to invest in the sustainability of capture fisheries and aquaculture.
Conservation crime is a globally distributed societal problem. Conservation crime science, an emerging interdisciplinary field, has the potential to help address this problem. However, its utility depends on serious reflection on the transposition of crime science approaches to conservation contexts, which may differ in meaningful ways from traditional crime contexts. We considered the breadth of crime science approaches being used in conservation as well as the depth of crime science integration in conservation. We used the case of sea cucumber (Holothuria floridana, Isostichopus badionotus) trafficking in Mexico as an example of why the interdisciplinarity of crime and conservation sciences should be deepened and how integration can help ideate new solutions. We first conducted a review of literature to capture the range of interdisciplinarity applications. We identified 6 crime science approaches being applied to the conservation contexts of illegal, unreported, and unregulated fishing; wildlife and plant crime; and illegal logging. We then compared this knowledge base to the case of illegal sea cucumber fishing in Mexico. We identified 5 challenges in the application of these approaches to conservation contexts: the relative diffusion of harms and victims in conservation crimes; scalar mismatches in crime, authority, and the conservation issue itself; interactions between legal and illegal networks; communities and their authority to define and control crime; and the role of natural science in the rule of law. Considering these 5 factors may enhance the depth of interdisciplinarity between crime and conservation sciences. Nurturing interdisciplinary crime and conservation science will expand innovation and help accelerate successful risk management programs and other policy agendas.
