This paper describes and critiques how surveillance is situated and evolving in higher education settings, with a focus on the surveillance of teaching and learning. It argues that intensifying practices of datafication and monitoring in universities echo those in broader society, and that the Covid-19 global pandemic has both exacerbated these practices and made them more visible. Surveillance brings risks to learning relationships, academic and work practices, as well as reinforcing economic models of extraction and inequalities in education and society. Responses to surveillance practices include resistance, advocacy, education, regulation and investment, and a number of these responses are examined here. Drawing on scholarship and practice, the paper provides an in-depth overview of this topic for people in university settings including those in leadership positions, learning technology roles, educators and students. This article is a collective response to the 2020 iteration of The Manifesto for Teaching Online. Originally published in 2011 as 20 simple but provocative statements, the aim was, and continues to be, to critically challenge the normalization of education as techno-corporate enterprise and the failure to properly account for digital methods in teaching in Higher Education. The 2020 Manifesto continues in the same critically provocative fashion, and, as the response collected here demonstrates, its publication could not be timelier. Though the Manifesto was written before the Covid-19 pandemic, many of the responses gathered here inevitably reflect on the experiences of moving to digital, distant, online teaching under unprecedented conditions. As these contributions reveal, the challenges were many and varied, ranging from the positive, breakthrough opportunities that digital learning offered to many students, including the disabled, to the problematic, such as poor digital networks and access, and simple digital poverty. Regardless of the nature of each response, taken together, what they show is that The Manifesto for Teaching Online offers welcome insights into and practical advice on how to teach online, and creatively confront the supremacy of face-to-face teaching.
This article traces a line through contemporary critical perspectives on open online education, which challenge an emphasis on content and access that gives too much weight to instrumental goals of education. This article offers the concept of ‘not-yetness’ as a productive lens for examining alternative meanings of openness. Not-yetness emerged as a response to a dominant discourse of technology in education—including technologies of openness—that has been characterised by rhetoric of control, efficiency, and enhancement. Not-yetness invites a rethinking of online learning and digital education in terms of risk, uncertainty, and messiness and brings our attention to the variability of open education contexts and learners. Using examples of a ‘federated wiki’ and ‘agents beyond the course’, the article shows how higher education pedagogies can and should engage with boundary-crossings between openness and closure, and demonstrates the value of the perspectives that such engagements bring to the fore.
Researchers describe with increasing confidence what they observe participants doing in massive open online courses (MOOCs). However, our understanding of learner activities in open courses is limited by researchers' extensive dependence on log file analyses and clickstream data to make inferences about learner behaviors. Further, the field lacks an empirical understanding of how people experience MOOCs and why they engage in particular activities in the ways that they do. In this paper, we report three findings derived by interviewing 13 individuals about their experiences in MOOCs. We report on learner interactions in social networks outside of MOOC platforms, notetaking, and the contexts that surround content consumption. The examination and analysis of these practices contribute to a greater understanding of the MOOC phenomenon and to the limitations of clickstream-based research methods. Based on these findings, we conclude by making pragmatic suggestions for pedagogical and technological refinements to enhance open teaching and learning.

The technologies and practices that have developed over the last decade have been heralded as opportunities to transform both online and traditional education systems. While proponents of these new ideas often postulate that they have the potential to address the educational problems facing both students and institutions and that they could provide an opportunity to rethink the ways that education is organized and enacted, there is little evidence of emerging technologies and practices in use in online education. Because researchers and practitioners interested in these possibilities often reside in various disciplines and academic departments the sharing and dissemination of their work across often rigid boundaries is a formidable task. Contributors to Emergence and Innovation in Digital Learning include individuals who are shaping the future of online learning with their innovative applications and investigations on the impact of issues such as openness, analytics, MOOCs, and social media. Building on work first published in Emerging Technologies in Distance Education, the contributors to this collection harness the dispersed knowledge in online education to provide a one-stop locale for work on emergent approaches in the field. Their conclusions will influence the adoption and success of these approaches to education and will enable researchers and practitioners to conceptualize, critique, and enhance their understanding of the foundations and applications of new technologies.
