The analysis of the agroclimatic resources of the Siberian Federal District in the warming climate has revealed statistically significant (most pronounced in the last two decades) increasing trends in the sum of active temperatures and the growing-season length due to the earlier (by 5–7 days) dates of the stable 5°C crossing in spring and the later ones (by 2–4 days) in autumn. In most of the territory, the changes in total precipitation are statistically insignificant, except for a few stations. The frequency of late and early frosts has not changed and remained within the climatological normal. The maximum growth of green biomass, which was estimated by the NDVI (Normalized Difference Vegetation Index) values, is facilitated by an early beginning of the growing season and a rapid transition to the period of active vegetation. The influence of meteorological conditions on the growth is significant at the beginning of the growing season and is quickly leveled by mid-summer.

The warming for the Siberian territory has more rapid growth, than for Northern Hemisphere, in general. The purpose of the work is the description of characteristics of a snow cover for the south-east territory of the Western Siberia, which is great importance for many branches of the economy of Siberia. Date of appearance of snow cover, duration of a steady snow cover, thickness were analyzed in present research. The presented results are: the increase in duration of the presence the snow cover is revealed. The reason is the increase in amount of precipitation during the winter period.
Spatial and temporal characteristics of climate determining snow accumulation at the motor roads of Tomsk region in 1966-2017 are analyzed in the study.Results of the analysis of snow cover, wind and snowstorm conditions are presented.A certain increase in snow-cover depth is found in the south of Tomsk Region, while decrease is detected in the northern part.Both number of days with snowstorm and average duration of snowstorms have decreases due to reduction in the wind speed.
To solve problems of energy saving and reduce the cost of services that are essential for human comfort in buildings, the calendar duration of the heating season (HS) in Tomsk has been estimated on the basis of an analysis of temperature characteristics of the environment at the HS start and end. Monthly data of meteorological observations for the cold periods in 2011-2018 and existing methods (Ped's and SNiP) for determining the dates of the stable transition of the daily mean temperature through 8 °C are used in addition to the dates of actual heating supply in Tomsk. As an indicator of human comfort, along with the usual daily mean temperature, the index of radiation-equivalent-effective temperature (REET) is used. It has been revealed that using Ped's method for determining the duration of the heating season, which leads to less discomfort from heat or cold for the population, is economically feasible. The calculated characteristic of heating of degree-days (HDDs) is equal to 5800, which confirms a previously revealed tendency to climate warming in the study region.
The article presents the methodological approaches and results of the assessment of characteristics of modes of stable transition of average daily temperature through 0, 5, 10, 15°C in the south of Western Siberia. Correlations of these characteristics with macrocirculation conditions and with productivity of cereal crops are shown. The estimation of tendencies of variability of the specifi ed characteristics is carried out. Study is important due to evident climate change in the territory, as well as due to lack of available accurate methods of prediction of the consequences of these changes for economy and human activities. Our methods of evaluating climatic conditions (analysis of atmosphere circulation, statistics of transition of air temperature through key bounds) can be applied to weather forecast as well as to estimation of expected crop yields in the region. Early evaluation of weather trends in spring must be used in decision making while developing the agronomic strategy for the growing season.
