Regeneratieve Agriculture (RA) is a form of agriculture in which the farmer tries to positively score on all biophysical and socioeconomic aspects of sustainability. RA focuses on the outcomes, not on the measures taken. In the past four years, a Community of Practice of 18 farmers has been followed, who have been working towards RA for a shorter or longer period of time. Different farm and soil types and regions were involved as well as very different types of measures that had been taken to reach the outcomes desired. Their approach offers inspiration for other farmers that also want to move into the direction of RA, although monitoring their outcomes appeared a big challenge.
Extensive dairy and arable farms need business models to be able to make a sustainable contribution to policy goals regarding biodiversity and water quality. This report presents and analysis calculated exemplars of business models based on (combinations of) reduced costs, enhanced revenues and development opportunities for the farm. Based on that, opportunities for action by the government are identified to enable business models for extensive farms.
The war in Ukraine and related sanctions are affecting the cost of agricultural production and the yield prices of agricultural products. There is a need for government and industry to estimate the effects of this on the incomes of entrepreneurs in the agricultural sectors. This study provides an update of the inventory of the possible income effects carried out in April 2022 on various subsectors within the primary agriculture sector.
In the current implementation period of the Common Agricultural Policy (CAP), farmers must meet various legal requirements to be able to apply for direct area based payments from the first and second pillars. In the European Commission’s proposals for the CAP’s new implementation period, the Member States must offer proposals to add weight to these requirements; this is referred to as enhanced conditionality. This study analyses the impact of various research variants of enhanced conditionality on the operating costs of a number of representative business types in the Dutch agricultural sector. The aim is to explore the minimum level of the basic payment at which, on average, a business type can still meet the requirements of conditionality. This offers a picture of the range and effectiveness of the conditionality requirements.
On January 1 2023 the revised EU Common Agricultural Policy will enter into force. This requires Member States to develop a national strategic plan, implementing the economic, ecological and social objectives of the Strategic Plans Regulation in the form of targets for their specific situation. At the request of the Ministry of Agriculture, Nature and Food Quality (LNV), this memorandum examines the income consequences of a number of variants for the implementation of the CAP. This memorandum complements earlier research by Baayen et al.(2021).
In this report we propose a preliminary Impact Assessment (IA) Framework that may be applied to the regulation of plant protection products (PPPs) and that fulfils the requirements of the Better Regulation Guidelines. Framework development focused on the use of PPPs for weed control and the protection of non-target terrestrial plants (NTTPs). Four weed control scenarios were described as case studies including (I) a reference scenario with emphasis on herbicidal weed control, (II) a scenario with focus on in-field protection of NTTPs, (III) a scenario oriented at off-field protection of NTTPs, and (IV) a scenario with full protection of ecosystem services. Six ecosystem services were evaluated: Crop provision (food and raw materials), wild foods, fresh groundwater, fresh surface water, erosion prevention and maintenance of soil fertility and habitat for species. The framework and Specific Protection Goals (SPGs) were tested using six case studies representing a range of crops and EU Member States.
Romania is a milk importing country. Dairy farming in the country is small-scale but offers good prospects. The level of agricultural knowledge among farmers is still low due to insufficient agricultural education. Dutch businesses are active in Romania to develop dairy farming but are running up against this low level of knowledge. This report describes the experiences of transferring knowledge to farmers and advisors in central Transylvania.
Het toekomstige grondgebruik in de provincie Flevoland wordt in dit rapport geschetst aan de hand van: de huidige grondgebruiksituatie; de huidige en te verwachten ontwikkelingen die invloed hebben op de omvang en het gebruik van het huidige agrarische areaal in Flevoland voor de korte en middellange termijn; de mogelijkheden en belemmeringen in het grondgebruik voor de deelgebieden waar die ontwikkelingen (kunnen) plaatsvinden. Daarnaast geeft dit rapport een advies over de te volgen strategie hoe om te gaan met de benoemde ontwikkelingen. Het rapport wordt afgerond met enkele conclusies en aanbevelingen.
In de ‘Rijksnatuurvisie 2014 Natuurlijk verder’ is een nieuwe termontstaan: natuurinclusieve landbouw. Het Rijk zwengelde hiermee eendiscussie aan over de mate waarin en de manier waarop natuur eenplek zou moeten hebben in alle facetten van het boerenbedrijf. Het zoueen transitie moeten worden: de hele Nederlandse landbouw zou zichrichting natuurinclusiviteit moeten bewegen.Deze term is vervolgens opgepakt door onderzoekers, burgers, natuurorganisatiesen belangengroepen. Allerlei projecten werden de afgelopenjaren opgezet of onder de noemer ‘natuurinclusief’ gebracht. Inbijeenkomsten werd het gesprek aangegaan met ketenpartijen enlandbouworganisaties.Een transitie richting een natuurinclusieve landbouw gaat echter alleenplaatsvinden als boeren zelf in beweging komen. Als overheid, burgers,bedrijven en organisaties boeren willen helpen om die beweging temaken, is het belangrijk om inzicht te krijgen in wat hen beweegt. Watspeelt mee in de keuzes die zij maken om wel of niet de natuurinclusievekant op te gaan en welke rol heeft hun omgeving daarin?Deze brochure is het resultaat van een onderzoek naar die vragen. Hetwas een verkennend, kwalitatief onderzoek, beperkt tot de melkveehouderijen de akkerbouw en uitgevoerd in 2016/2017. We spraken metvijf melkveehouders in Eemland en vijf akkerbouwers in Flevoland;eerst individueel en vervolgens als groep per gebied. Want: hoe voerenboeren met elkaar het gesprek over natuurinclusieve landbouw? Ookspraken we voor elke sector nog met drie erfbetreders, om te verkennenhoe zij denken over de transitie naar natuurinclusieve landbouw.Het onderzoek was niet opgezet voor een representatief beeld, maarom inzicht te krijgen in wat meespeelt bij overwegingen van boeren omte kiezen voor natuurinclusieve landbouw.In het volgende hoofdstuk introduceren we het raamwerkdat we gebruikt hebben om zicht te krijgen op detotstandkoming van de keuzes van boeren op het gebiedvan natuurinclusieve landbouw. We hebben dit gebruiktom de interviews en focusgroepen voor te bereiden ente analyseren. Vervolgens vatten we samen wat natuurinclusievelandbouw betekent voor de melkveehouderijin Eemland en voor de akkerbouw in Flevoland. Ditmoet niet gelezen worden als objectieve waarheid, maarals de werkelijkheid zoals boeren die zien en zoals zij diein hun keuzes meewegen. Ook is het belangrijk om tebeseffen dat de inhoud van elk hoofdstuk is samengesteldop basis van de uitspraken van vijf verschillendeboeren, die niet per se door alle vijf zijn gezegd1. Inhoofdstuk 3 besteden we extra aandacht aan de rol vande erfbetreders. In hoofdstuk 4 vertalen we de bevindingenuit Eemland en Flevoland naar aanknopingspuntenom als politiek en maatschappij de keuze voor natuurinclusievelandbouw voor boeren gemakkelijker te maken.Ten slotte doen we gerichte aanbevelingen voor diversepartijen.Deze brochure is dan ook bedoeld voor iedereen die bijzou kunnen dragen aan een transitie richting natuurinclusievelandbouw: overheden, ketenpartijen, natuurorganisaties,agrarische collectieven, erfbetreders, burgersetc. Voor boeren staat er waarschijnlijk weinig nieuws indeze brochure, maar hopelijk wel veel herkenning! Alsonderzoekers hopen we dat meer mensen zich naaraanleiding van deze brochure willen verdiepen in enverbinden aan boeren die streven naar natuurinclusiviteit,en daarmee medeverantwoordelijkheid gaan nemenvoor ons landschap, ons voedsel en onze natuur.
This report gives an overview of the expected developments of the Dutch agricultural sector and itsconstituent subsectors, based on existing policy and policy proposals. This overview clarifies whetherthe environmental and animal welfare policy goals will be achieved or whether extra measures arerequired.
De invoering van het nieuwe GLB in 2014/2015 heeft gevolgen voor de directe betalingen die agrariërs ontvangen.Een deel van die betalingen, de vergroeningspremie, wordt alleen uitgekeerd als de agrariër zich aan de zogenoemde vergroeningsverplichtingen houdt die voor zijn bedrijf gelden.In dit rapport zijn de veranderingen in directe betalingen tussen 2014 en 2015 op de inkomens beschreven voor diverse bedrijfstypen als geheel en binnen die typen.Daarnaast zijn de kosten van vergroening ingeschat inclusief de administratieve lasten die met de vergroeningsverplichtingen samenhangen.The introduction of the new CAP in 2014/2015 has consequences for the direct payments that farmers receive.A part of these payments, the greening premium, is only paid out when the farmer keeps the greening obligations for his farm.In this report, the changes in direct payments between 2014 and 2015 are described for different farm types as a whole and within those types.Besides, the costs of greening including the administrative burden from the greening obligations are estimated.
