In this chapter, the LEADER approach is analysed from the perspective of the different forms of local public action in support of territorial innovation. Instead of focusing on economic competitiveness, the LEADER approach seeks to promote innovation through the dissemination of new techniques or new production and service processes (technological innovation). Innovation also takes the form of new ways of organization and functioning of the economy (social innovation), and new ways of using or consuming a product or service (innovation in use). These three forms of innovation form the frame of reference for the LEADER approach, a frame of reference established by public policy with the intention of creating added value in public action in support of territorial development. In general, the LEADER approach is intended as a source and stimulator of multiple experiments and innovative solutions for the rural environment, in terms of both method and action. As part of a detailed analysis of the coordination of local action in support of territorial innovation, in this research we carried out a case study based on the evaluation of projects financed by the LEADER programme in two Local Action Groups (LAGs): The Pays Pyrénées Méditerranée, located in Roussillon, and the Pays Cœur d'Hérault, in the hinterland of Montpellier. The study focused on identifying the innovation processes at work in a total of 251 projects using a common assessment grid for both LAGs, the creation of a database with the characteristics of each project, and statistical and cartographic processing.
Dans cet article, il est question de renouveler et réinterpréter la lecture de la recomposition rurale, dans ses formes les plus variées, par une analyse comparative à l’échelle d’un pays ayant jadis appartenu à l’Union Soviétique et, aujourd’hui, membre de l’UE : la Lituanie. Plus largement, la contribution propose de mesurer la part des facteurs endogènes et exogènes explicatifs de la recomposition contemporaine rurale en présentant un travail de cartographie statistique multivariée à l’échelle des provinces rurales (NUTS 4) qui rendra compte de la complexité et de la différenciation spatiale des formes d’intégration socio-économique des territoires ruraux lituaniens. Comment se traduisent-elles spatialement et quelles formes prennent-elles selon la nature des espaces ruraux régionaux et leur proximité à la ville ?
The evaluation of the governance of the implementation of the European LEADER approach was carried out in six case studies in France, Spain and Hungary using an analytical grid cross-referencing two complementary theoretical frameworks: the analysis of overages (i.e. the identification of the diverse effects of public policy) and learning phenomena. It was shown that the overages (especially institutional) of the LEADER approach were greater when the governance and management learning subsystems converged. Conversely, the overages remain more limited when the two systems diverge, which is often the case when the program is used as a tool by certain political or economic actors. Overall, these results underline some of the limitations of bottom-up and integrated programs such as LEADER, which are characterized by a relative non-linearity in their implementation.
To meet the challenges of African agriculture, particularly food self-sufficiency, job creation and wealth, the agricultural contract model is being promoted by some governments and international donors in the framework of a performative discourse on the virtues of partnerships between agro-industries and producers. However, agricultural contracts give rise to contradictory interpretations. Some see it as a model that would have spillover effects on the rural economy, while others see it as a strategy of predation of agricultural resources, which is harmful to local communities. On both sides, analyses remain focused on ethical and sometimes ideological issues. The operating conditions of the contracts and their impacts in terms of development are little addressed. Our contribution, based on sociological surveys conducted in Senegal, aims at objectively characterizing the forms of interaction (positive or negative) between agricultural contracts and the development of the territories where the rice sector is located. On the basis of these issues of articulation between agricultural development and territorial development, we are proposing a methodological approach to carry out this type of diagnosis. At the scale of the regions dominated by rice growing, we highlight that the territorial trajectories are contrasted in relation to the interaction between the agricultural model and territorial development. This diagnosis is interpreted through the knowledge of the systems of actors, in particular with the help of two indicators, namely centrality, which gives an indication of the issues of territorial governance, and the density of social relations, which provides information on the importance of the agricultural contract in relation to other modes of relationship building. With regard to the insertion of agricultural contracts, the structure of the networks of actors makes it possible to identify a centralized mode of governance at the level of the national agricultural bank and a few agro-industrial enterprises. Nevertheless, informal relationships and traditional local structures (families, friends, neighbors) persist and function in parallel with the agricultural contract, calling into question the political discourse regarding the transformative potential of agricultural contracts.
Pour relever les défis de l’agriculture africaine, notamment de l’autosuffisance alimentaire, de la création d’emploi et de richesse, le modèle du contrat agricole est promu par certains États et bailleurs de fonds internationaux dans le cadre d’un discours performatif sur les vertus des partenariats entre agro-industries et producteurs. Toutefois, les contrats agricoles suscitent des interprétations contradictoires. Les uns en font un modèle qui aurait des effets d’entraînement sur l’économie rurale, tandis que les autres y voient des stratégies de prédation des ressources agricoles, qui sont néfastes pour les communautés locales. D’un côté comme de l’autre, les analyses restent centrées sur des questions éthiques et parfois idéologiques. Les conditions de fonctionnement des contrats et leurs impacts en termes de développement sont peu abordés. Notre contribution, basée sur des enquêtes sociologiques menées au Sénégal, vise à caractériser objectivement les formes d’interaction (positive ou négative) entre contrats agricoles et développement des territoires qui abritent une filière rizicole. C’est à partir de ces enjeux de croisement entre développement agricole et développement territorial que nous développons une démarche méthodologique permettant de réaliser ce type de diagnostic. À l’échelle des régions dominées par la riziculture, nous mettons en exergue des trajectoires territoriales contrastées par rapport à l’interaction entre modèle agricole et développement territorial. Ce diagnostic est interprété par la connaissance des systèmes d’acteurs, notamment à l’aide de deux indicateurs, à savoir : la centralité, qui donne une indication sur les questions de gouvernance territoriale, et la densité des liens, qui renseigne sur l’importance du contrat agricole par rapport à d’autres modes de mise en relation. Concernant l’insertion des contrats agricoles, la structure des réseaux d’acteurs permet d’identifier un mode de gouvernance centralisé autour de la banque agricole nationale et de quelques industriels. Mais on note aussi une persistance des rapports informels et des structures communautaires (familles, amis, voisins) qui fonctionnent en parallèle du contrat agricole et qui remettent en cause le discours politique par rapport au potentiel transformateur des contrats agricoles.
This article presents a study of the European programme LEADER 2007-2013 in its role as a public policy mechanism for enhancing territorial development. It focuses on the Local Action Groups (LAGs) in the Languedoc-Roussillon region in France and the Andalusia region in Spain and their efforts to tackle the development problems of rural areas. In our geographical analysis we combine the processing of statistical data with a case study in an attempt to assess the relationship between public action and the socioeconomic development of rural areas. This analysis uses the concept of territorial capital as a base for characterizing the different methods for coordinating local development action. The LAGs operate on the principles of local, bottom-up governance and are intended to be action systems that design development strategies and implement projects based on the enhancement and promotion of local resources. This study shows that the LEADER approach varies according to the particular geographical context and depends on local stakeholders learning the rules of public policy.
Cet article propose une analyse geographique de l’application du programme europeen LEADER (2014-2020), en tant que dispositif de politique publique destine a favoriser le developpement territorial par l’innovation. Il questionne la capacite des acteurs locaux a se saisir d’un referentiel d’action publique pour concevoir une strategie de developpement du territoire visant l’adaptation des economies productives en zones rurales. Pour rendre compte de la coordination de l’action locale en faveur de l’innovation territoriale, l’etude privilegie ici une approche monographique qui se focalise sur le groupe d’action locale (GAL) du pays Pyrenees Mediterranee en Roussillon. Les techniques de l’analyse statistique multivariee et la production cartographique sont utilisees pour caracteriser l’innovation, la maniere dont elle est concue par le GAL, dont elle est produite par l’initiative locale et dont elle se diffuse sur le territoire local.
EnglishThe contribution proposes a geographical analysis of the application of the European program LEADER (Liaisons Entre Actions de Developpement de l’Economie Rurale), as a public policy device aimed to promote the territorial development. Based on a retrospective approach to this Community initiative program, etablished following the reform of the structural funds of 1988, then integrated into the second pillar of the CAP after the 2003 reform, the analysis focuses on the transfer and the reception in the European Union of a development model for rural areas, based on the principle of a bottom-up and integrated approach. A retrospective analysis of the transfer mechanisms and forms of reception of this model of territorial development in the Member States will help to inform the evolution of the europeanization process and to measure its effects on the socio-economic integration of rural territories, at a time when the LEADER program is being challenged by the new orientations of the cohesion policy and the common agricultural policy. francaisLa contribution propose une analyse geographique de l’application du programme europeen LEADER (Liaisons Entre Actions de Developpement de l’Economie Rurale), en tant que dispositif de politique publique destine a favoriser le developpement territorial. A partir d’une approche retrospective de ce programme d’initiative communautaire, institue a la suite de la reforme des fonds structurels de 1988, puis integre au second pilier de la PAC apres la reforme de 2003, l’analyse se focalise sur le transfert et la reception dans les pays membres de l’Union europeenne d’un modele de developpement en faveur des zones rurales, fonde sur le principe de la demarche ascendante et integree. L’analyse retrospective des mecanismes de transfert et des formes de reception de ce modele de developpement territorial dans les Etats membres contribuera a eclairer l’evolution du processus d’europeanisation et a mesurer ses effets sur l’integration socio-economique des territoires ruraux, a un moment ou le programme LEADER est remis en cause par les orientations nouvelles de la politique de cohesion et de la politique agricole commune.
