The Panel finds that the steady-state/advanced-to-kamak mission is a critical element in the U.S. fusion strategy as established by FPAC. An attractive SS/AT device can be constructed for about the $400M FY'92 guideline proposed by the SEAB-TF. The design and construction of such a facility should proceed on a schedule to enter operation in 1990–00. Adequate funding for peak construction years should become available following the D-T operation of TFTR. In all its phases, the new device should be managed as a national facility.
There is increasing global interest in natural gas today because of its perceived value for national and international strategies to cope with environmental concerns. The use of gas is rapidly increasing in many parts of the world, and this global resource offers the potential for a much greater contribution to worldwide energy requirements. Most natural gas pipelines and distribution systems are either publicly owned or, in one way or another, regulated by some level of government. Natural gas production, moreover, is dominated by national petroleum companies or by governmental oversight in most countries.

The Gas Research Institute's 1989 projection of the U.S. refiner acquisition cost (RAC) of crude oil is described. Alternative oil price tracks and their impacts on the global petroleum supply and demand outlook are discussed.
U.S. energy markets are very large in terms of global energy consumption and the U.S. is a large net importer of both oil and gas. The dynamics of the U.S. energy supply and demand balance, therefore, will be the determining factor for future crossborder gas trade. U.S. primary energy consumption will increase at about one percent annually over the long term with natural gas consumption increasing at about one-half that rate. The potential growth markets for gas are commercial, industrial, and especially electric utility uses. Some large, new, environmental applications have the potential to increase this growth but are dependent upon policy changes rather than economic competition. The portfolio of gas sources which currently make up the U.S. gas supply will have to be supplemented by new initiatives. By the year 2010, new initiatives will be needed to provide one-third of the required supply. Among the new initiatives, additional Canadian gas exports from frontier or unconventional resources will figure prominently. Of common interest to both U.S. domestic and Canadian producers is the confidence that potential gas users will have in continued reliability of supply and stability of price of the portfolio of gas required to support long-term investments in gas-using facilities.

During the energy crisis of the 1970s, governments at the federal, state, and local level were preoccupied with policy decisions impacting every aspect of energy production and use. Today, as the result of reactions to the energy crisis, the national energy market is characterized by abundant supplies of nearly every source of energy at stable or falling prices. The future as projected by governmental agencies, energy companies, and private institutions, however, contains trends that may threaten energy reliability, the competitiveness of U.S. industry, and ultimately national security. A reliable, economical, national energy system remains a fundamental requirement for a strong economy and for public safety and welfare. Despite the current stability of energy prices and supply, maintenance of an adequate energy system will require continuing development of new fuel resources; renewal and expansion of energy conversion and transportation facilities; and continuing improvements in the technologies associated with the industrial, residential, commercial, and transportation uses of energy. Furthermore, because many aspects of the energy industries and energy use continue to be regulated by government, and because imported energy remains a vital part of our national energy supply, public policy will continue to be an important influence in the development of the national energy system. The civil engineering profession plays important roles in every aspect of the energy system, including the production, conversion, transportation, and use of every major energy source. The technical and professional insights of the civil engineer can be significant contributions to the public policy decisions on energy.
Strategic planning, by nature, is concerned with the organization's interaction with its environment and is normative because it deals with organizational motives and self image. The salient problem confronting strategic planning is to reflect the abstract and implicit value system held by management within a disciplined and informed analytical methodology.
The GRI Baseline Projection of U.S. Energy Supply and Demand, 1980-2000, provides an analytical framework to define the probable role of the gas industry and to evaluate the potential impact of the GRI R D program. The projection provides expected cost or price for competitive energy forms, economic conditions, and cost-supply relationships for gas. No advanced gas industry or GRI technology breakthroughs are assumed to significantly penetrate the market prior to the year 2000.
