This paper explores the relationship between economic growth and informality and highlights the role of GDP growth and its composition in the level and evolution of informality, using country data from 1991 to 2019. The analysis reveals a weak relationship, although with important differences across regions and income levels. Coefficients are higher in middle-income countries. This means that the same growth rate generates different impacts on informality depending on the country, probably due to pre-existing levels of informality, the economic structure or institutional and other variables. Economic structure appears to be the key determinant of informality, even after controlling for endogeneity, using different proxies of informality or including institutional variables. These results confirm that the economic structure and pattern of growth matters for formalization. This calls for policies that promote changes in the productive structure, including a broader, more diversified base and more economic complexity and technological sophistication, to ensure inclusive growth.
This report analyses the transition of young people to formality and emphasizes the need for a life course, or trajectory, approach to examining formality in the labour market. It describes the age-related formality profile and its characteristics, causes, consequences and policy implications. The most important conclusion is that policies aimed at the transition of young people to formality affect not only a young worker’s current situation, but rather the lifetime formality profile of that individual. Current youth employment strategies should make young people aware of the long-term implications that a good start to their working lives has on their entire careers.
Two billion workers - representing 61.2 per cent of the world's employed population - are in informal employment. Evidence shows that most people enter the informal economy not by choice, but as a consequence of a lack of opportunities in the formal economy and in the absence of other means of livelihood. Workers in the informal economy differ widely in terms of income level, age, education level, status in employment, sector, type and size of enterprise, location of workplace (rural or urban, private or public areas), degree of coverage of social and employment protection. The main challenge for the transition to the formal economy is finding the right policy mix that corresponds to the diversity of characteristics and drivers of informality. Reliable and relevant statistics are needed to better understand these complex aspects of informality and monitor progress towards formalization.
This working paper presents a mapping of existing, comparable, internationally collected data and related indicators on social protection (and more specifically its contribution to ensuring basic income security throughout the life cycle) and a reflection on current gaps and possible future joint actions. The mapping is divided into four areas: inter-generational, children, active age and old age.
This working paper summarizes some of the linkages between gender inequality and access to social protection, then discusses the contribution of national social protection floors as powerful tools in reducing gender inequalities and women’s poverty, and summarizes recent developments in the international legal framework relevant to gender equality and social protection floors. It highlights some of the relevant aspects with regard to the complex relationship between gender equality and social protection to help to better understand how social protection schemes can best contribute to redressing inequalities, ensuring equal treatment and non-discrimination, enhancing women’s empowerment, facilitating women’s participation in decent and productive employment, and in promoting gender equality.
Un indicador que se utiliza con frecuencia para evaluar el rendimiento de la protección social de la salud es el grado de cobertura de la población que establece la legislación nacional. Sin embargo, este indicador no facilita información útil sobre el rendimiento en lo que se refiere al acceso eficaz a unas prestaciones asequibles y de calidad aceptable, sobre todo para los desfavorecidos y los trabajadores de la economía informal. En este artículo se propone un nuevo enfoque para medir el rendimiento que se basa en la aplicación de una serie de indicadores pertinentes en un marco analítico destinado a evaluar el rendimiento de la protección social de la salud. Este enfoque permite a los encargados de la formulación de políticas extraer conclusiones a partir de comparaciones entre grupos de países que hacen frente a los mismos problemas. Los resultados preliminares proporcionan información exhaustiva sobre las deficiencias que deben abordarse para alcanzar una cobertura universal eficaz. Si se perfecciona el enfoque propuesto, éste podría convertirse en una herramienta de evaluación normalizada para medir el rendimiento.
Ein häufig verwendeter Indikator zur Erfolgsmessung des sozialen Gesundheitsschutzes ist der im nationalen Recht vorgeschriebene Umfang der Deckung der Bevölkerung. Dieser Indikator liefert jedoch keine aussagekräftigen Informationen über den Erfolg unter dem Gesichtspunkt des effektiven Zugangs zu Leistungen, die verfügbar, erschwinglich und von akzeptabler Qualität sind, nicht zuletzt für die Armen und Arbeitnehmer in der informellen Wirtschaft. In diesem Artikel schlagen wir einen neuen Ansatz zur Erfolgsmessung vor, unter Berücksichtigung maßgeblicher Indikatoren, die in einem analytischen Rahmen für die Erfolgsbeurteilung des sozialen Gesundheitsschutzes wirksam werden. Der Ansatz ermöglicht es politisch Verantwortlichen, Schlussfolgerungen aus dem Vergleich zwischen Ländern zu ziehen, die sich ähnlichen Herausforderungen stellen müssen. Zu den ersten Ergebnissen zählen umfangreiche Informationen über Defizite, die im Rahmen der Anstrengungen um eine effektive allgemeine Deckung beseitigt werden müssen. Feiner ausgearbeitet könnte der vorgeschlagene Ansatz als ein Standardbeurteilungsinstrument zur Erfolgsmessung dienen.
A frequently used indicator to measure social health protection performance is the extent of population coverage as stipulated in national legislation. However, this indicator does not provide meaningful information on performance in terms of effective access to benefits that are available, affordable and of acceptable quality, not least for the poor and workers in informal economies. This article proposes a new approach to measuring performance by applying a set of relevant indicators in an analytical framework for assessing the performance of social health protection. The approach allows policy-makers to conclude from comparisons among groups of countries facing similar challenges. Preliminary results include comprehensive information on deficits that need to be addressed when striving for effective universal coverage. With further refinement, the suggested approach could become a standard assessment tool for measuring performance.
Un indicateur fréquemment utilisé pour mesurer la performance de la protection sociale de la santé est l'étendue de la couverture de la population, comme le prescrit la législation nationale. Or, cet indicateur ne fournit pas de réelles informations sur la performance en termes d'accès effectif à des prestations qui sont accessibles matériellement, financièrement et de qualité acceptable, surtout pour les pauvres et les travailleurs des économies informelles. Cet article propose une nouvelle méthode d'évaluation de la performance qui a recours à une série d'indicateurs pertinents qui s'inscrivent dans un cadre analytique d'évaluation de la performance de la protection sociale de la santé. Cette méthode permet aux décideurs politiques de dégager des conclusions à partir de comparaisons établies entre des groupes de pays qui sont confrontés à des enjeux similaires. Les résultats préliminaires comportent des informations détaillées sur les déficits auxquels il faut remédier lorsqu'on s'emploie à instaurer une couverture universelle effective. Cette méthode, quelque peu peaufinée, pourrait devenir un instrument type pour évaluer la performance.
Résumé Pour contrer les conséquences sociales négatives de la crise actuelle, les Etats doivent prendre des mesures destinées à offrir une aide au revenu et de nouvelles perspectives d'emploi aux travailleurs victimes de la crise et à leur famille. Cet article dresse un inventaire des mesures adoptées dans différents pays face à la crise dans le domaine de la protection contre le chômage, qui constitue la branche de la sécurité sociale la plus directement touchée par le ralentissement. Il décrit également les dilemmes auxquels sont confrontés tous les régimes de sécurité sociale en période de crise économique, les recettes de cotisations et les recettes fiscales affectées au financement des programmes diminuant, tandis que les dépenses de prestations augmentent. Une attention particulière est accordée aux problèmes relatifs à la retraite. L'article se termine par un examen de l'initiative lancée par les Nations Unies pour mettre en place un «socle de protection sociale» mondial. Son but est de permettre à la majorité de la population mondiale actuellement dépourvue de couverture et exposée à tous les risques économiques et sociaux de bénéficier, au minimum, d'une protection sociale de base.
AuszugUm den negativen sozialen Folgen der aktuellen Krise entgegenzuwirken, müssen Staaten Maßnahmen mit dem Ziel ergreifen, betroffenen Arbeitnehmern und ihren Familien Einkommensunterstützung und neue Beschäftigungsmöglichkeiten zu bieten. In diesem Artikel betrachten wir Krisenreaktionen in einer Reihe von Ländern in Bezug auf die Unterstützung von Programmen für Leistungen bei Arbeitslosigkeit, dem Zweig der sozialen Sicherheit, der von einer wirtschaftlichen Rezession am stärksten betroffen ist. Wir erörtern auch die Dilemmas, mit denen alle Systeme der sozialen Sicherheit in Wirtschaftskrisen konfrontiert sind, wenn die zur Finanzierung von Programmen eingeplanten Einnahmen aus Beiträgen oder Steuern zurückgehen und die Leistungsausgaben steigen. Diesbezüglich wird der Rentenpolitik besondere Aufmerksamkeit gewidmet. Der Artikel schließt mit einer Erörterung der von den Vereinten Nationen ins Leben gerufenen Initiative zugunsten einer globalen „sozialen Grundsicherung“, die darauf abzielt, zumindest einen grundlegenden Sozialschutz auf die große Mehrheit der Weltbevölkerung auszuweiten, die derzeit ohne eine solche und nach wie vor anfällig für alle wirtschaftlichen und sozialen Krisen ist.
To counter the negative social consequences of the present crisis, States must take measures to provide income support and new employment opportunities to affected workers and their families. This article reviews crisis responses in a number of countries with respect to support from unemployment programmes, the branch of social security most directly affected by economic downturn. It also discusses the trade offs that all social security schemes face during economic crises, when revenues from contributions or taxes earmarked to finance programmes fall and expenditures on benefits rise. In turn, concerns about pension policies receive special attention. The article concludes by discussing the initiative, launched by the United Nations, for a global “social protection floor”: to extend, at the very least, basic social protection to the large majority of the world's population who are currently without and who remain vulnerable to all economic and social risks.
ResumenPara contrarrestar los efectos sociales negativos de la crisis actual, los Estados deben adoptar medidas para proporcionar ayuda a los ingresos y nuevas oportunidades de empleo a los trabajadores afectados y sus familias. En este artículo se examinan las respuestas a la crisis aportadas por algunos países a través de programas de desempleo, que es la rama de la seguridad social más afectada por la desaceleración económica. Se abordan asimismo las situaciones de compromiso a las que los regímenes de seguridad social en su conjunto deben hacer frente durante las crisis económicas, cuando disminuyen los ingresos provenientes de cotizaciones e impuestos destinados a financiar los programas y se incrementa el gasto en prestaciones. También se presta especial atención a las preocupaciones que suscitan las políticas en materia de pensiones. Por último, se aborda la iniciativa propuesta por las Naciones Unidas en favor de un «nivel mínimo de protección social» en el plano mundial destinado a facilitar, al menos, protección social básica a la gran mayoría de la población mundial que carece actualmente de cobertura social y sigue siendo vulnerable a los riesgos económicos y sociales.
Conceptualizing decent work in terms of socio-economic security, the authors present three sets of composite indexes with which to measure the occurrence of the requisite forms of security at the macro, meso and micro levels. At each of these three levels country, enterprise, individual worker - sub-indexes measure "inputs", processes and actual outcomes, using selected indicators. The three sub-indexes - with greater weight typically given to the outcome indicators - are then normalized and added up to produce an overall index for each particular form of security. The security indexes can finally be combined to construct the Decent Work Index for each level.
