In June 2012, the global community made an important step to firmly establish social protection as part of national and global development strategies. The International Labour Conference unanimously adopted the Recommendation concerning national floors of social protection, 2012 (No. 202), providing concrete content to the human right to social security. This article puts the Recommendation into its historical standard setting and development policy context, reviews the emergence of the social protection floor concept, and analyses the contents of the new Recommendation and some of its political hotspots. It then explores whether the new instrument has the potential to change the social reality in the 185 ILO member States. It concludes that its adoption is an unprecedented demonstration of good will and far-reaching global social policy consensus. However, in order to help create space for national policy change, the campaign to achieve at Dleast a minimum of social security for all needs to continue and has to be kept on the international agenda. In closing, the article lists strategies that the global coalition behind this campaign needs to pursue for social security to remain or become an inalienable objective in national and international development strategies.
ResumenEn junio de 2012 la comunidad mundial dio un importante paso hacia el firme establecimiento de la protección social como parte de las estrategias nacionales y mundiales de desarrollo. La Conferencia Internacional del Trabajo adoptó unánimemente la Recomendación sobre los pisos de protección social, 2012 (núm. 202), para proporcionar el contenido concreto del derecho humano a la seguridad social. Este artículo sitúa a la Recomendación en el contexto histórico del establecimiento de normas y el desarrollo de políticas, relata el surgimiento del concepto de piso de protección social y analiza el contenido de la nueva Recomendación y algunos de sus aspectos políticos candentes. Luego, examina si el nuevo instrumento cuenta con el potencial para cambiar la realidad social de los 185 Estados miembros de la OIT y concluye que su adopción es una demostración sin precedentes de la buena voluntad y del amplio alcance del consenso mundial en materia de políticas sociales. Sin embargo, a fin de facilitar la creación de espacios de cambio en las políticas nacionales, la campaña para alcanzar un mínimo de seguridad social para todas las necesidades debe proseguir y mantenerse en el programa internacional. Para terminar, el artículo enumera estrategias que la coalición mundial promotora de esta campaña debe adoptar para que la seguridad social siga siendo o se convierta en un objetivo inalienable de las estrategias nacionales e internacionales de desarrollo.
En juin 2012, lorsque la Conférence internationale du Travail (CIT) a adopté à l'unanimité la recommandation sur les socles de protection sociale, qui donne un contenu concret au droit humain qu'est le droit à la sécurité sociale, la communauté internationale a franchi une étape importante sur la voie de la reconnaissance de la protection sociale comme une composante à part entière des stratégies de développement nationales et internationales. Le présent article resitue la recommandation n o 202 dans l'histoire des activités normatives et des politiques de développement, retrace la genèse du concept de socle de protection sociale et analyse le contenu de la nouvelle recommandation et certaines des questions politiquement sensibles qu'elle a soulevées. Il apprécie ensuite si ce nouvel instrument peut faire évoluer la réalité sociale dans les 185 Etats Membres de l’Organisation internationale du Travail (OIT). Il souligne que son adoption constitue une preuve sans précédent de la bonne volonté de la communauté internationale et un consensus international ambitieux concernant la politique sociale, mais qu'il est indispensable, pour créer la marge de manœuvre nécessaire à une évolution des politiques nationales, que la campagne visant à instaurer, au minimum, une sécurité sociale de base pour tous se poursuive et demeure une priorité internationale. En conclusion, il recense les stratégies que la coalition mondiale qui mène cette campagne doit mettre en œuvre pour que la sécurité sociale demeure ou devienne un objectif inaliénable des stratégies de développement nationales et internationales.
Im Juni 2012 machte die globale Gemeinschaft einen wichtigen Schritt hin zur festen Verankerung des Sozialschutzes als Teil nationaler und globaler Entwicklungsstrategien. Die Internationale Arbeitskonferenz verabschiedete 2012 einstimmig die Empfehlung über nationalen sozialen Basisschutz (Nr. 202), die dem Menschenrecht auf soziale Sicherheit einen konkreten Inhalt gibt. Dieser Artikel betrachtet die Empfehlung im Licht der historischen und politischen Entwicklung von Standards, beschreibt das Auftauchen des Konzepts eines sozialen Basisschutzes und analysiert den Inhalt der neuen Empfehlung sowie einige ihrer politischen Knackpunkte. Sodann wird untersucht, ob dieses neue Instrument das Potenzial hat, die soziale Realität in den 185 Mitgliedsstaaten der IAO zu verändern. Der Artikel kommt zum Schluss, dass die Verabschiedung der Empfehlung eine noch nie dagewesene Demonstration guten Willens und eines weitreichenden globalen Konsenses im Bereich der Sozialpolitik darstellt. Wenn jedoch Raum für einen Wandel der nationalen Sozialpolitiken geschaffen werden soll, dann muss diese Kampagne für ein Mindestmaß an sozialer Sicherheit für alle fortgeführt werden, und sie muss auf der internationalen Agenda gehalten werden. Am Ende des Artikels werden Strategien aufgezählt, die von der globalen Koalition hinter dieser Kampagne verfolgt werden müssen, wenn die soziale Sicherheit ein unabdingbares Ziel nationaler und internationaler Entwicklungsstrategien bleiben oder werden soll.
The downturn of the global economy has made the scope of poverty and unemployment worse across the world. This book makes the case for developing a comprehensive social security system in all countries to eliminate desperate conditions of poverty, to reverse growing inequality, and to sustain economic growth. The establishment of universal social security systems has been one of the cornerstones of OECD countries' successful economic and social development. Because the two are inextricably intertwined across countries, new international strategies are required to design appropriate social security policies that would help reduce poverty and contribute to development.
Le présent article examine brièvement le degré de protection sociale atteint dans le monde et résume les avantages économiques et sociaux d'un système de sécurité sociale. Il soutient ensuite que les systèmes de sécurité sociale sont un élément nécessaire du cadre institutionnel de toute économie de marché efficace et qu'ils créent — entre autres choses — la cohésion sociétale qui est nécessaire au développement économique durable. Il soutient que l'instauration d'une protection sociale de base dans les pays en développement constitue un investissement dans leur développement social et économique qui est à la fois souhaitable et économiquement accessible. Il fournit une estimation du coût d'investissement minimum nécessaire pour assurer une sécurité sociale de base au plan mondial et suggère enfin un certain nombre d'instruments internationaux pour instaurer un socle de sécurité sociale à l'échelle mondiale.
En el presente artículo se analiza brevemente la cobertura de seguridad social que el mundo ha alcanzado y se resumen las ventajas económicas y sociales de los regímenes nacionales de seguridad social. Más adelante, se argumenta que los regímenes de seguridad social son una parte necesaria del marco institucional de cualquier economía de mercado eficiente, dado que crean, entre otras cosas, la cohesión social necesaria para un desarrollo económico a largo plazo. Luego, se argumenta que la introducción de una protección social básica en los países en desarrollo es deseable y constituye una inversión abordable en su desarrollo socioeconómico. Por último, se estima el costo mínimo de inversión mundial en la entrega de una seguridad social básica y se sugieren instrumentos internacionales para introducir una seguridad social mínima en todo el mundo.
Der vorliegende Beitrag prüft kurz die Errungenschaften der sozialen Sicherheit weltweit und fasst die wirtschaftlichen und sozialen Vorteile eines staatlichen Systems der sozialen Sicherheit zusammen. Dann wird dargelegt, dass Systeme der sozialen Sicherheit notwendiger Teil des institutionellen Rahmens einer wirksamen Marktwirtschaft sind, da sie — unter anderem — den gesellschaftlichen Zusammenhalt schaffen, den eine langfristige Wirtschaftsentwicklung erfordert. Wir vertreten die Auffassung, dass die Einführung einer Grundsicherung durch Sozialsysteme in Entwicklungs‐ländern eine wünschenswerte und bezahlbare Investition in deren Sozial‐ und Wirtschaftsentwicklung ist. Wir schätzen die globalen Mindestinvestitionskosten für eine Grund‐sicherung durch die soziale Sicherheit und schlagen schließlich internationale Instrumente zur Einführung weltweiter sozialer Mindeststandards vor.
The paper briefly reviews social security coverage that the world has achieved and summarizes economic and social benefits of a national social security system. It then goes on to argue that social security systems are a necessary part of the institutional framework of any effective market economy, creating - among other things - societal cohesion that is needed for long-term economic development. It makes the case that the introduction of basic social protection in developing countries is both a desirable and an affordable investment in their social and economic development. It estimates the global minimum investment cost to provide basic social security and finally suggests international instruments to introduce a global social security floor.
This paper seeks to explore the framework within which the International Labour Office should promote a principled, practical approach to social security policy in the new millennium. Integration has to be built around a joint coherent policy vision and building such a policy vision requires debate. This paper is a product of a joint effort of members of the ILO Social Security Department and social security specialists working in the ILO field offices.
The ILO has developed an innovative concept of global solidarity for social security — the Global Social Trust — which supports the development of national social protection systems through international financing. The concept is ready to be tested nationally and the present paper proposes a pilot project for Ghana. The paper considers the virtues and weaknesses of developing‐country social security healthcare systems and community‐based voluntary insurance schemes, their lack of informal sector coverage on the one hand and their financial disequilibria on the other. It outlines the socio‐economic and macro‐policy context of Ghana and the current health policy environment. It argues for a fusion of the social health insurance and mutual health organization concepts in Ghana, thus linking community initiatives to national institutions, enhancing coverage and the quality of services for all. The paper outlines a basic model that could apply to Ghana, its organizational structure, practical functioning, financing arrangements and expected outputs. In particular it seeks to develop a model for the cross‐subsidization of insurance premiums for the poor. It describes a concept that would combine local ownership initiatives with national responsibility and financing, arguing for a truly interrelated network of social protection. The authors welcome feedback and comments from the wider social security audience.
La OIT ha desarrollado un concepto innovador de la solidaridad mundial para la seguridad social - el fideicomiso social mundial - que respalda el desenvolvimiento de los sistemas nacionales de proteccion social por intermedio de la financiacion internacional. El concepto esta en condiciones de ser puesto a prueba a nivel nacional y el presente articulo propone un proyecto piloto destinado a Ghana. A tal efecto, considera las virtudes y falencias de los sistemas de salud de la seguridad social y de los regimenes de seguro voluntario con base en la comunidad, la ausencia de cobertura del sector informal que se observa en ellos, por una parte, y sus desequilibrios financieros, por otra. Esboza el contexto socioeconomico y macropolitico de Ghana y el ambito actual de la politica sanitaria. Argumenta a favor de una fusion en Ghana de los conceptos de seguro social de salud y de mutualidades de atencion medica, enlazando asi las iniciativas de la comunidad con las instituciones nacionales a fin de mejorar la cobertura y la calidad de los servicios para todos. Traza, ademas, un modelo basico aplicable en Ghana, su estructura organizativa, su funcionamiento en la practica, los mecanismos de financiacion y los rendimientos esperados. En particular, procura elaborar un modelo de subvencion cruzada de las primas de seguro para los pobres. Describe un concepto que combinaria las iniciativas locales con la responsabilidad y el financiamiento nacionales, y razona en pro de una verdadera interrelacion de la red de proteccion social. A los autores les sera grato recibir las impresiones y comentarios del circulo mas amplio de interesados en la seguridad social.
The first part of this paper portrays social budgeting as a pivotal tool in national social governance. The second explains the meaning of social budgeting, which, essentially, consists of two elements: a database and a set of interdependent tools for projecting social protection revenue and expenditure. The third part discusses the particular needs of the transition economies with respect to the financial planning of social protection, and it is argued that countries need models for social budgeting as a technical, non‐ideological tool in order to prudently run social protection systems which are income redistribution mechanisms of potentially vast dimensions. The fourth part broadly explains the modular structure of the model, the advantage of this structure being that modules can intelligently be used as stand‐alone submodels. It also further discusses the particular advantages of social budgeting in countries in transition and includes a number of examples of technical adjustments that would have to be made to the model structure when applying it in the context of transitional economies. The two main reasons for such adjustments are identified as the fast change of their socio‐economic fabric over the past decade and the (related) changes in the collection and flow of data. The fifth part briefly presents social budget modelling projects implemented in central and eastern Europe, particularly focusing on the examples of Ukraine and Poland. Scenario simulations and policy experiments are presented and discussed. The conclusions summarize the advantages of social budgeting, using the ILO Social Budget Model (or a variant of it) in national and international contexts, and indicate the conditions required for successful implementation.
Until recently, most pension benefit formulae in social security schemes resembled each other. They were all defined‐benefit formulae that were either generous or mean, while defined‐contribution formulae were exclusively used in private and occupational pension schemes and some national provident funds. Then came the mandatory retirement savings model, introduced in Chile and subsequently in other Latin American countries. It did not seem possible that such a formula could be used on any large scale in the pay‐as‐you‐go environment of OECD pension schemes. In the early 1990s, however, Swedish social security experts devised the notional defined‐contribution (NDC) system: individual social insurance pension contribution records are converted into a fictitious savings amount at retirement, whereupon the defined‐contribution approach is followed. This article analyses how much of this approach is new. The conclusion is that it is a novel pension policy instrument rather than a new type of pension formula, and most of its potential financial and distributive effects could also be achieved by a classical, linear defined‐benefit formula. It is the packaging that differs and, in politics, that often is what matters.
