This paper reassess the evaluation of ethical, legal and social issues (ELSI) in relation to the agile development of information systems in the domain of crisis management. The authors analyse the differing assessment needs of a move from a traditional approach to the development of information systems to an agile approach, which offers flexibility, adaptability and responds to the needs of users as the system develops. In turn, the authors argue that this development requires greater flexibility and an iterative approach to assessing ELSI. The authors provide an example from the Horizon 2020 EU-funded project iTRACK (Integrated system for real-time TRACKing and collective intelligence in civilian humanitarian missions) to exemplify this move to an iterative approach in practice, drawing on the process of undertaking an ethical and privacy impact assessment for the purpose of this project.

Science and Technology Studies (STS) is a flourishing interdisciplinary field that examines the transformative power of science and technology to arrange and rearrange contemporary societies. The Handbook of Science and Technology Studies provides a comprehensive and authoritative overview of the field, reviewing current research and major theoretical and methodological approaches in a way that is accessible to both new and established scholars from a range of disciplines. This new edition, sponsored by the Society for Social Studies of Science, is the fourth in a series of volumes that have defined the field of STS. It features 36 chapters, each written for the fourth edition, that capture the state of the art in a rich and rapidly growing field. One especially notable development is the increasing integration of feminist, gender, and postcolonial studies into the body of STS knowledge. The book covers methods and participatory practices in STS research; mechanisms by which knowledge, people, and societies are coproduced; the design, construction, and use of material devices and infrastructures; the organization and governance of science; and STS and societal challenges including aging, agriculture, security, disasters, environmental justice, and climate change.
Data protection authorities worldwide have agreed on the value of considering privacy-by-design principles when developing privacy-friendly systems and software. However, on the technical plane, a profusion of privacy-oriented guidelines and approaches coexists, which provides partial solutions to the overall problem and aids engineers during different stages of the system development lifecycle. As a result, engineers find difficult to understand what they should do to make their systems abide by privacy by design, thus hindering the adoption of privacy engineering practices. This paper reviews existing best practices in the analysis and design stages of the system development lifecycle, introduces a systematic methodology for privacy engineering that merges and integrates them, leveraging their best features whilst addressing their weak points, and describes its alignment with current standardization efforts.
Closed-circuit television (CCTV) cameras have become a ubiquitous feature of everyday life in the UK over the last thirty years. In this thesis I undertake an examination of the historical, political, social, economic, and technological factors, influencing the development, usage, and widespread dissemination of CCTV in the UK. I focus on the issue of why the UK has become so camera-surveilled, and especially the specific role that the public has played in relation to the development and use of the technology. I examine the historical factors through an analysis of the development of surveillance, policing, and political change, during the 20th and early 21st centuries, and early and contemporary uses of CCTV, situating this in the wider context of a history of the criminal justice system. I also look at the media and policy context in which CCTV has developed and become widespread, with this element of the thesis particularly informed by an analysis of the way in which the public are constructed. Next, I carry out an empirical study exploring public engagement and consultation in relation to, and feelings towards, the installation of CCTV onto two estates in East London as part of a project to expand access to digital services in London. Finally, I give an overview of international experiences of CCTV providing a broader context for the final analysis. I argue that the lack of legislation and regulation at the time of the inception of CCTV allowed its subsequent and rapid proliferation. The initial growth of CCTV also occurred at a time when public debate and engagement in science and technology policy did not take place. Its use as a tool for crime prevention was cemented by a police force looking for a shoulder to share the burden of fighting crime. This coupled with an availability of public money for the installation of CCTV systems, the need for a political solution to rising levels of crime, and an apparently passive public, formed the ideal environment for the rise of CCTV.
Recent controversies surrounding privacy have sparked a move by regulators toward the idea of privacy by design (PbD), a concept pioneered by Ontario Information and Privacy Commissioner Ann Cavoukian. Industry has also started to recognize the importance of taking privacy seriously, with various PbD corporate initiatives currently underway. However, some commentators have criticized PbD for being too vague. Using three case studies and a range of best practice examples of PbD, privacy impact assessments (PIAs), and privacy-enhancing technologies (PETs), this article addresses the gap between the abstract principles of PbD and their operationalization into more concrete implementation guidelines for software engineers.
The new EU Data Protection Directive (DPD), approved by the EU Parliament acknowledges the need of Data Protection by Design and by Default in order to protect the rights and freedoms of data subjects with regard to the processing of personal data. PRIPARE confronts the lack of a truly engineering approach for these concepts by providing a methodology that merges state-of-the-art approaches (e.g. Privacy Impact Assessment and Risk management) and complements them with new processes that cover the whole lifecycle of both, personal data and development of ICT systems.
This paper explores the representation of video surveillance by the print media in the immediate aftermath of the London Underground bombings in 2005. It presents the findings of a mixed methods analysis, drawing on content and discourse analysis to present the main themes that arise in the print media at the time. The paper shows that there is a recurrent theme of ‘them’ and ‘us’ during this time; a broader theme also found in the traditional sociological literature and other analyses of surveillance. Coverage of the use of video surveillance during this time is resoundingly positive, with only a few dissenting voices drawing out the ethical and social implications of the strong calls for increased surveillance in the immediate aftermath of the bombings (both in the UK and worldwide). Finally, the paper focuses on the dichotomy that exists in the print media at the time; a juxtaposition of visibility and invisibility of the bombers. Alongside this dichotomy there is also a contradiction. There are repeated calls for increased surveillance despite recurrent statements that however much surveillance there had been on the Underground, the bombings would not have been preventable.
Protecting citizens' privacy is a critical issue in the nowadays society. As data collection capabilities increase with the introduction of new technologies for automatic data capturing, new threats related to privacy protection need to be faced. In this field, video surveillance represents a critical technology: the existence of large amounts of stored personal data increases the probability of personal data misuse. In this paper, a technology that tackles the complex challenge of balancing security and privacy in video-surveillance is presented. The technology has potential for a greater social acceptance of video surveillance technology, due to the inclusion of the value of privacy alongside the enhanced security.
The SAPIENT consortium initially developed a guide for conducting an full SIA based on the principles of risk assessment (Part I of this manual). The guide described a method for identifying, assessing (or evaluating) and prioritising for treatment risks arising from the development and deployment of surveillance technologies, systems and applications. A number of test case studies were under- taken in order to evaluate the SIA guide as a tool for the assessment of new surveillance systems and technologies, for use by organisa- tions. The objective was to test this methodology and revise it in light of feedback and the experience of implementing this methodology in a range of settings and with a number of case studies. The main result of the tests was that the full SIA process is not suitable for small companies or research projects. Consequently the SAPIENT developed a 10-page guide for a small-scale SIA to be used by this range of organisations (Part II of this manual).
