The threats posed by climate change to food and nutrition security are growing, and the need to develop actions to both mitigate and adapt to climate change is increasingly important. A systems approach to governance that involves stakeholders at the scale of food value chains can address important knowledge gaps between climate change and food and nutrition security outcomes, and facilitate identification and implementation of high-leverage ex ante mitigation actions. Participatory Systems Modeling (PSM) is a methodological approach to identify and assess priority actions that combines facilitated stakeholder discussions with the development of quantitative inter-temporal systems simulation models. PSM has potential benefits deriving from the involvement of stakeholders, the application of well-developed quantitative systems modeling methods, flexibility, low cost and linkages to other systems-oriented frameworks. We propose a roadmap for scaling PSM through multi-context case studies and further development of standardized best practices.
There is a growing body of literature highlighting the need for increased focus on gender dynamics and inequality within agri-food systems, and in the design of policies that improve food and nutrition security while addressing climate change. Application of analytical tools that both (a) increase understanding of distinct gendered outcomes and constraints in these settings and (b) facilitate the development of policies that are gender-responsive and effective at mitigating climate change impacts is needed. Yet, identification of policies that improve or harm gendered outcomes is limited within many current analytical approaches by significant knowledge gaps about gender-specific realities, and by the lack of a systems perspective. We summarize these challenges in the context of agri-food supply chains under climate change and recommend Participatory Systems Modeling (PSM) as a method to address barriers to capturing “the gender variable” effectively and improving gender-responsive policy design. We discuss the methodology behind PSM and present examples of its usage in understanding agri-food supply chains as an integral component of global agri-food systems and determinant of food and nutrition security outcomes, where gender dynamics and climate change are important overarching system features and drivers. We recommend how PSM can be best utilized to improve the gender sensitivity of policy design for key agri-food system components like agri-food supply chains, and discuss ways that PSM itself can become more gender-responsive as a research and policy design tool.
Background This study is a process evaluation of a nutrition education intervention that is part of a large-scale development program targeting vulnerable tribal groups in Odisha, India.Objective The objectives are to examine whether the intervention is operating as planned (implementation fidelity), investigate potential pathways to achieve greater impact, and provide recommendations on how to design nutrition education interventions in similar contexts.Methods A program impact pathway forms the basis of this process evaluation, tracing inputs, processes, outputs, outcomes, and impacts. The study's mixed-methods approach includes semistructured interviews, focus group discussions, and Process Net-Mapping. Narrative analysis was applied to examine the transcripts. Data were analyzed in the context of the program impact pathway.Results The intervention was not delivered as intended (low implementation fidelity). Flexibility was key in providing nutrition education to beneficiaries despite challenges, such as the inability to utilize behavior change communication, inadequate funding, and language and cultural barriers. Despite low fidelity, the qualitative results show that the intervention improved awareness of nutrition and health among beneficiaries.Conclusions Providing adequate resources for training frontline workers and beneficiaries is required for nutrition education programs to achieve their desired effectiveness and impact. Utilizing existing organizations, integration into production-based interventions, and incorporating easy-to-understand nutrition models, practical demonstrations, and videos would increase frontline worker and beneficiary engagement and understanding, leading to improved maternal and child nutritional and health outcomes.
Abstract Background Most reviews of nutrition-sensitive programs assess the evidence base for nutrition outcomes without considering how programs were delivered. Process evaluations can fill this void by exploring how or why impacts were or were not achieved. This mid-term process evaluation examines a home garden intervention implemented in a large-scale, livelihoods improvement program in Odisha, India. The objectives are to understand whether the intervention was operating as planned (fidelity), investigate potential pathways to achieve greater impact, and provide insights to help design future home garden programs. Methodology Data collection and analysis for this theory-driven process evaluation are based on a program impact pathway that shows the flow of inputs, processes, outputs, outcomes, and impacts. Quantitative and qualitative data from focus group discussions, semi-structured interviews, and a Process Net-Mapping exercise with beneficiaries, frontline workers, and program management staff. Results Despite a mismatch between the design and implementation (low fidelity), the process evaluation identified positive outputs, outcomes, and impacts on home garden production, consumption, income, health and nutritional outcomes, and women’s empowerment. Flexibility led to greater positive outcomes on nutrition, the adoption of sustainable agricultural practices and easy-to-understand nutrition models, and the likelihood of the intervention being sustained after the program ends. Conclusions To help food systems in rural settings reduce food insecurity by utilizing more sustainable agricultural practices, we recommend that home garden interventions include instruction on easy-to-understand nutrition models and on how to make natural fertilizer. Finding local solutions like home gardens to help address critical supply issues and food insecurity is paramount.
Women’s empowerment has been promoted by researchers and development practitioners as one of the most promising strategies to address widespread hunger and malnutrition. However, the relationship between women’s empowerment and dietary diversity and child nutrition has rarely been studied among vulnerable populations or individuals at greater risk of poor physical and social health status. Moreover, the effects of different domains of women’s empowerment on nutritional outcomes, including dietary diversity and child anthropometry, have rarely been examined, especially with panel data. Using two rounds of panel data from 1900 households and fixed effects regression models, we analyze the effect of women’s empowerment on household dietary diversity score (HDDS) and child anthropometry among the particularly vulnerable tribal groups in Odisha, India. We also estimate the effects of various decision-making domains of women’s empowerment on HDDS and child anthropometry to understand which empowerment domains matter for nutrition. Results show that women’s empowerment is positively associated with HDDS (coef. 0.41 food groups; p < 0.1) and reduces the prevalence of underweight (coef. 39%; p < 0.05) and wasting (coef. 56%; p < 0.1) in children but has no effect on the prevalence of child stunting. Women’s empowerment in agricultural input use; output sales; income; food purchases; and credit, group membership, and employment contribute to improved dietary diversity and child nutrition. We conclude that women’s empowerment contributes to improved dietary diversity and child nutrition and is a promising strategy to improve farm household diets and child nutrition among vulnerable populations. Strengthening women’s empowerment through the promotion of women’s access to land and other agricultural inputs, market participation, access to information, capital, and credit is important.
Home gardens have been an integral part of the recent food-based interventions aimed at stimulating changes in dietary patterns and improving nutrition. However, evidence of their effects on food security, dietary quality, child anthropometry and incomes is limited, particularly among vulnerable populations groups. Using panel data from a sample of approximately 1900 households from vulnerable population groups in Odisha, India, difference-in-differences and other econometric techniques, we analyse the effects of home gardens on food security, dietary quality, child anthropometry and income. On average, home gardens contribute to better household food security, higher dietary quality of men and women but do not contribute to higher children's dietary quality and anthropometry. Also, home gardens increase monthly per adult equivalent incomes by 37% and reduce the prevalence of poverty by 11.7 percentage points. Quantile regression results suggest that home gardens enhance food security and incomes in all quantiles, but richer farmers benefit more than poorer farmers. Overall, home gardens can enhance household food security, dietary quality of men and women, and income gains among vulnerable farming population groups, but they may not suffice to improve child dietary quality and anthropometry.
Analyses of food security with agricultural systems models often focus on indicators of food availability, with limited treatment of the other three dimensions: food access, stability and utilization. We illustrate how three indicators of access (food consumption expenditures, a food insecurity scale and dietary diversity) and their stability can be incorporated into a dynamic household-level model of a maize-based production system in the Kenya highlands and a dynamic regional model of sheep production and marketing in Mexico. Although stylized due to limits on empirical evidence, the analyses suggest that inclusion of multiple access indicators can provide insights because the indicators respond differently to production shocks, demand growth and programs providing production subsidies. We also illustrate how to examine stability of food security outcomes in response to shocks using metrics of hardness (ability to withstand shocks) and elasticity (ability to return to previous conditions). The data required for more widespread empirical implementation of these methods include measurement—preferably at frequent intervals over time—of food access indicators, but also their determinants and linkages to outcomes in agricultural systems models. Analyses of food access and stability will be most valuable for assessments of food security impacts of climate change, when food systems are undergoing transformative change and to identify priority interventions and target audiences.
Promoting both a healthy diet and at the same time considering the environmental sustainability aspects of production and consumption of the diet are urgent global issues. We developed the WISH (World Index for Sustainability and Health) to evaluate diets for healthiness and sustainability. The WISH seeks to measure two complex multidimensional concepts, diet quality and environmental sustainability, in one scoring system. The WISH is based on the EAT-Lancet recommendations for a healthy and sustainable diet in the general population with global applicability across multiple settings. Thirteen food groups are scored between 0 and 10, based on their association with disease and impact on environmental indicators. The scoring system was applied using a dataset of duplicate 24 h dietary recalls from 396 urban Vietnamese men and women. Out of a maximum score of 130, the mean total WISH score was 46 (SD 11), and scores for the healthy and high-environmental impact sub-scores were mean 25 (11) (out of 100) and mean 26 (8) (out of 70) respectively. A higher score was observed for the less-healthy (mean 20 (2) out of 30) sub-score. Our initial analysis shows that the WISH is able to differentiate between the healthiness and the environmental sustainability of a Vietnamese diet.
Food value chains (FVC) have become an important framework for the assessment of interventions to improve nutritional outcomes during the past decade, and recent literature indicates considerable agreement about FVC importance and potential impact pathways. Despite the usefulness of the FVC framework, the majority of studies reviewed provide only conceptual models or descriptive analyses of linkages with nutrition, limiting their usefulness for quantitative assessment of intervention impacts. Fewer than five studies of 113 reviewed measure the impacts of FVC interventions on nutritional outcomes or provide study protocols for that purpose. In addition to randomized controlled trials, comparative analysis and systems modeling methods will provide relevant evidence about the effectiveness of FVCs for improvement of nutrition.
Improvement of food security is a common objective for many agricultural systems analyses, but how food security has been conceptualized and evaluated within agricultural systems has not been systematically evaluated. We reviewed the literature on agricultural systems analyses of food security at the household- and regional-levels, finding that the primary focus is on only one dimension of food security—agricultural output as a proxy for food availability. Given that food security comprises availability, access, utilization and stability dimensions, improved practice would involve more effort to incorporate food access and stability indicators into agricultural systems models. The empirical evidence base for including food access indicators and their determinants within agricultural systems models requires further development through appropriate short and long-term investments in data collection and analysis. Assessment of the stability dimension of food security (through time) is also particularly under-represented in previous work and requires the development and application of appropriate dynamic models of agricultural systems that include food security indicators, coupled with more formalized treatment of robustness and adaptability at both the regional and household levels. We find that agricultural systems models often conflate analysis of food security covariates that have the potential to improve food security (like agricultural yields) with an assessment of food security itself. Agricultural systems modelers should exercise greater caution in referring to analyses of agricultural output and food availability as representing food security more generally.
Many conceptual frameworks have been developed to facilitate understanding and analysis of the linkages between agriculture and food security. Despite having usefully guided analysis and investment, these frameworks exhibit wide diversity in perspectives, assumptions and application. This Review Article examines this diversity, providing an approach to assess frameworks and suggesting improvements in the way they are specified and applied. Using criteria-based systems modelling conventions, we evaluate 36 frameworks. We find that many frameworks are developed for the purpose of illustration rather than analysis and do not clearly indicate causal relationships, tending to ignore the dynamic (stability) dimensions of agriculture and food security and lacking clear intervention points for improving food security through agriculture. By applying system modelling conventions to a widely used framework, we illustrate how such conventions can enhance the usefulness of a framework for overall illustration purposes, delineate hypotheses on agriculture–food security links and examine potential impacts of interventions.

Poverty, food insecurity, and malnutrition become increasingly urban problems as urban populations expand everywhere. Persistent child undernutrition, stubborn micronutrient deficiencies, and an alarming rise in overweight and obesity in urban areas mark the shift of the burden of malnutrition from rural areas to cities: One in three stunted children now lives in an urban area. Rapid increases in overweight and obesity have been concentrated in urban areas. The urban poor face a challenging food environment. Food security in the city depends on access to cash. Extremely poor urban households in many developing countries spend more than 50 percent of their budget on food. Dependence on purchased food and employment in the informal sector—especially for women—leave the urban poor vulnerable to income and food price shocks. Formal and informal safety nets often fail to protect the poorest of the urban poor. Limited access to healthcare, safe water, and sanitation in cities leads to severe health and nutrition inequalities for the urban poor—especially slum dwellers.
In this paper we explore how a value chain framework can inform the design of interventions for achieving improved nutrition. Conceptually, there are three main channels for value chains to improve nutrition: (1) through increased consumption of nutritious foods (a demand side pathway); or (2) through increased incomes from value chain transactions (a supply side pathway) or (3) through increased nutrition value-addition in the chain transactions. These three pathways are interlinked and involve complex dynamics that are not straightforward to understand.
