The Internet Research Task Force (IRTF) has responsibility for organizing groups to investigate research topics related to the Internet protocols, applications, and technology. IRTF activities are organized into Research Groups. This document describes the guidelines and procedures for formation and operation of IRTF Research Groups. It describes the relationship between IRTF participants, Research Groups, the Internet Research Steering Group (IRSG) and the Internet Architecture Board (IAB). The basic duties of IRTF participants, including the IRTF Chair, Research Group Chairs and IRSG members are defined.
This paper was first published online by the Internet Society in December 20031 and is being re-published in ACM SIGCOMM Computer Communication Review because of its historic import. It was written at the urging of its primary editor, the late Barry Leiner. He felt that a factual rendering of the events and activities associated with the development of the early Internet would be a valuable contribution. The contributing authors did their best to incorporate only factual material into this document. There are sure to be many details that have not been captured in the body of the document but it remains one of the most accurate renderings of the early period of development available.
The Internet began as a modest research experiment to link three early packet networks in an open-architecture framework. In due course, many other networks were connected, thus spawning a revolution in networking that continues to this day The early technology considerations inevitably led to social, administrative and commercial issues, and ultimately to political and societal issues as it spread worldwide. Today, the Internet is rapidly becoming a global information system in which all kinds of information can be accessed from virtually anywhere. The long-term ramifications of this rapidly evolving phenomenon are as unpredictable as that of society itself.
The Internet also represents one of the most successful examples of sustained investment and commitment to research and development in information infrastructure. Beginning with early research in packet switching, the government, industry, and academia have been partners in evolving and deploying this exciting new technology. Today, terms like “leiner@mcc.com” and “http://www.acm.org” trip lightly off the tongue of random people on the street.1 The Internet today is a widespread information infrastructure, the initial prototype of what is often called the National (or Global or Galactic) Information Infrastructure. Its history is complex and involves many aspects—technological, organizational, and community. And its influence reaches not only to the technical fields of computer communications but throughout society as we move toward increasing use of online tools to accomplish electronic commerce, information acquisition, and community operations.2
This document describes the registry system for the distribution of globally unique Internet address space and registry operations. Particularly this document describes the rules and guidelines governing the distribution of this address space. This document describes the IP assignment policies currently used by the Regional Registries to implement the guidelines developed by the IANA. The guidelines and these policies are subject to revision at the direction of the IANA. The registry working group (IRE WG) will be discussing these issues and may provide advice to the IANA about possible revisions. This document replaces RFC 1466, with all the guidelines and procedures updated and modified in the light of experience.
