This paper discusses the development course, theory foundation and practical value of the new public management, then based on the reform policies and practice trends of many countries about new public management, summarizes the theory and practice pattern of it, and at last explores how to carry out adminitration reform in China with new public management as reference.

In the field of power supply enterprises, it is required that the information systems be reused and reconstructed. The article discusses how to encapsulate the information systems based on common object request broker architecture (CORBA), and how to deal with the information alternation among the encapsulated systems through multi-agent technology. In this way enterprises can reduce the difficulty in integrating the distributed system, implement the business process reengineering by using the business process model, and provide foundation for the dynamic ERP system.

The performance appraisal of civil servants can suppl y scientific basis for the promotion, rewards and punishments, and cultivating a nd employing of civil servants, which is an important part for the improvement o f civil servant mechanism. According to the current performance appraisal mechan ism of civil servants in our country, the appraisal index system of civil servan ts is built from the aspects of virtue, ability, diligence and achievement. AHP( analytical hierarchy process) is applied to determine the weight of index. As fo r the fuzzy property of appraisal index system, the fuzzy comprehensive evaluati on model is set up. And the reasonability, effectiveness and feasibility of the method are proved by examples.
