In order to improve the management level of the environment technology,trial work of compiling a batch of best available techniques(BATs) guidelines were initiated in China in the Eleventh Five-year Plan Period.The current development of BATs in China showed that the investigation work was large,the technical information collected was not comprehensive,it lacked the innovative technologies promotion mechanism,the BATs screened out could not effectively guide the direction of the technology development.The implications of BATs in European Union(EU),the role of BAT reference documents,the implementation process and the information exchange mechanism were analyzed in detail.The role of BATs in laws and regulations,the sources of the technical information,the screening methods of BATs and the incentive mechanisms for innovative technologies in EU were summed up.It was pointed out that,in order to achieve the technology support of BAT for the environmental management,the legal basis for the application of BAT system,the technical information exchange platform,the technical working groups and the expert groups,and the verification mechanism to promote the development of new technologies should be established urgently in China.
As national requirements of industrial energy conservation and emission reduction becomes more and more strict,the printed circuit board (PCB) industry has to solve the environmental treatment problems before better development.The main pollution sources and treatment status of PCB industry,i.e.the treatment status of PCB wastewater,waste etchant and sludge containing copper,were analyzed.The environmental technology requirements of this industry were put forward,including the wastewater treatment technologies for wastewater containing complex state copper,small and mid-sized enterprise wastewater,and PCB wastewater deep treatment and reuse,the waste etchant technologies in regenerating and recycling,and the recycling,stabilization and harmlessness technologies for the sludge containing copper.Suggestions on better solving the environmental problems and health development of this industry were put forward.
In order to restore the water quality of Tongsha Reservoir as a backup source of water,prevent early-stage runoff pollution,according to the drainage area,land properties,rainfall,combined with related research on runoff water quality,the quantity and quality of runoff of Tongsha Reservoir watershed were estimated,so the deal size was confirmed.Technical program of runoff restraining,diffluence,regulating,and treatment was recommended.So the engineering solution of Tongsha Reservoir runoff pollution controlling was provided.
Taking the purification center for northeast Biwa Lake watershed for an example,this paper introduces the overview of municipal sewage treatment in Lake Biwa watershed,Japan,and specially focuses on the super-advanced sewage biological processing and sludge resource disposal,the core of which is multi-stage denitrification with flocculants dosing and incineration melting respectively.It provides technical supports and development ideas for sewage advanced processing and sludge disposal in China.
Implementation of the new discharge standard for landfill leachate makes most landfill leachate projects in China face technical upgrade.The status of leachate treatment technologies and the main problems were analyzed.The development directions of different technology links were discussed on the base of the main engineering technical route of 'pre-treatment +biological treatment +advanced treatment'.It was put forward that the upgrading of existing technologies,and development and industrial application of new technologies were key areas for landfill leachate treatment technologies development.In these areas,the development and application of advanced oxidation technologies based on hydroxyl radical was an important research direction.Also an efficient integration between advanced oxidation processes and biochemical processes was a significant direction of technology development.The research results provided references for landfill leachate renovations and new building landfill leachate projects to meet the new standards.
In this paper,the performance testing,technology identification,effective evaluation system of integrated sewage treatment facility in Japan is introduced.The basic principles,composition,operation of the system and sewage treatment facility evaluation methods based on the evaluation system are also introduced.China should learn the experiences from Japan and build a sewage treatment technology assessment system which can be suitable for China's national conditions.A good market of technology and products should be set up so as to promote the industrialization of sewage treatment to a high level.

Aimed at actual situation of 38 sewage treatment plants in Dongguan City and based on the comprehensive analysis and comparison on the depth treatment technology adopted by the technical upgrading transformation in urban sewage treatment plant which uses secondary treatment technology, the paper introduces three kinds of technology, such as NPR、 CNR and man-made swamp for the preparing technology of depth treatment for trailing water, suggests that the Sewage Treatment Plant of Dongguan City should adopt CNR technology in upgrading transformation and provide technical support for the technology selection of the technical upgrading transformation in sewage treatment plant in accordance with different regions, different development periods and different demand of water quality in the country.
The influence of sludge type,sludge moisture content,drying method and thermal drying temperature on sludge adhering quantity during thermal drying was investigated through experiment.The results show that sludge moisture content is the most important factor affecting the adhering quantity.In the initial stage,the adhering quantity increases as the moisture content decreases.The adhering quantity reaches maximum when the moisture content is approximately 60%.The adhering quantity then follows a decreasing trend as moisture content decreases.The adhering quantity of undigested sludge is greater than that of digested sludge under the same condition.The adhering quantity of sludge dried indirectly is 1.5 times of that of sludge dried directly.The temperature is not a main factor affecting the adhering quantity.The analysis of sludge adhering mechanism during thermal drying shows that the organic content and water content in sludge are intrinsic factors.
