Pandemi COVID-19 yang terjadi di Indonesia menyebabkan pembatasan kegiatan masyarakat. Dampak dari pemberlakuan peraturan tersebut mengubah berbagai segi kehidupan, tanpa terkecuali kegiatan pelatihan. Sejak saat itu, kegiatan pelatihan yang biasa diselenggarakan secara klasikal (tatap muka) tidak dapat dilakukan. Pusbindiklat LIPI sebagai pembina jabatan fungsional peneliti melakukan perubahan internal di organisasi untuk tetap dapat memberikan pelayanan pelatihan. Salah satu bentuk perubahan yang dilakukan adalah penyelenggaraan Pelatihan Pembentukan Jabatan Fungsional Peneliti (PPJFP) berbasis fully e-learning. Pelatihan ini diselenggarakan secara daring dengan memanfaatkan teknologi informasi komunikasi (TIK). Sejauh ini, belum dilakukan evaluasi terkait pemanfaatan TIK pada pelatihan tersebut. Penelitian ini bertujuan untuk mengevaluasi pemanfaatan TIK pada PPJFP berbasis fully e-learning berdasarkan model Substitusi, Augmentasi, Modifikasi, Dan Redefinisi (SAMR). Metode penelitian yang digunakan adalah metode kualitatif dengan pendekatan studi kasus. Pengumpulan data dilakukan melalui observasi terhadap pelaksanaan penyelenggaraan dan penelusuran terhadap sistem yang digunakan dalam pembelajaran PPJFP berbasis fully e-learning. Hasil penelitian menunjukkan bahwa pemanfaatan TIK sudah mencapai tahap modifikasi pada ketiga tahap pembelajaran pelatihan ini. Pemanfaatan TIK pada tahap pembelajaran Synchronous dan Asynchronous dapat ditingkatkan pada tahap redefinisi.
Research collaboration is one of the strength in research management due to its advantages in quantity and quality of the research. Co-authorship network is one of the proxies to evaluate the emerging research collaborations. Co-authorship that happens for the first time among a pair of author plays an important role as the key of success for their co-authorship in the future. Therefore, the research aims to build a model predicting new co-authorship as potential co-authorship. This research used scientific articles in Indonesian biodiversity research published in Scopus during 2006-2015. New co-authorship of between 4,628 pair of authors were analyzed in terms of their similarity in co-authorship network, research interest, and community to predict whether a pair of author will have a new co-authorship in future. Random forest classifier was used to build the model after applying 10-fold cross validation in various parameter and random undersampling technique as preprocessing procedures. The result shows that the similarity in network, community network, and research interest and becomes good features to predict the potential co-authorship among a pair of author. Furthermore, paired authors that predicted to be co-authored and involving authors from Indonesian Institute of Sciences are identified as the potential patners recommended for development of research teams.
Collaboration becomes trend in scientific publication for last decade. Many previous studies showed that collaboration had impact on quality of publication in terms of citation impact. This study aimed to investigate the influence of different pattern of collaboration on the citation impact of publications on biodiversity research from Indonesian researcher. A one thousand six hundred and ninty nine (1,699) articles were published by researchers affiliated with institution located in Indonesia from 1990-2012 based on Scopus database. Different pattern of collaboration were investigated in different level. Based on the result, only 4.4% of those publications were single author publications, 11.4% of those were intra-institution publications, and 17.4% of those were domestic collaboration. Using linear regression analysis, the result of the study showed that there was a significant positive correlation between the number of authors and the number of citations in international publication on biodiversity research from Indonesian researcher. In addition, publications with a higher number of institutions have received higher number of citations. Publication with a higher number of foreign collaborating countries also received more citations.
The data of Indonesians research publications in the domain of biomedicine has been collected to be text mined for the purpose of a scientometric study. The goal is to build a predictive model that provides a classification of research publications on the potency for downstreaming. The model is based on the drug development processes adapted from the literatures. An effort is described to build the conceptual model and the development of a corpus on the research publications in the domain of Indonesian biomedicine. Then an investigation is conducted relating to the problems associated with building a corpus and validating the model. Based on our experience, a framework is proposed to manage the scientometric study based on text mining. Our method shows the effectiveness of conducting a scientometric study based on text mining in order to get a valid classification model. This valid model is mainly supported by the iterative and close interactions with the domain experts starting from identifying the issues, building a conceptual model, to the labelling, validation and results interpretation.
A content analysis on Indonesian biomedical research publication is conducted based on text mining. The research is necessary to obtain a rich contextual overview of the development of biomedicine research in Indonesia for example in the context of the downstreaming potential of research publications. The results of text data processing using a computational model and bibliometric analysis will provide a richer contextual picture as a proxy to reveal the potential for downstreaming of basic research. Quantitative research is conducted using data sources from Scopus, Google Scholar and universities’s and scientific journal’s repository to analyse the performance at the meso and macro level. Interpretation of the results is qualitatively carried out within a FGD session with domain experts. An attempt is carried out to see the trajectory of series of research publications from basic research stage down to clinical trials. This effort results in an ability to show the research trajectory in anti-malaria drug development from the basic research which evolves to the clinical trial. This study reveals many discontinuities in the trajectory a research topic from basic research to downstreaming in drugs development in Indonesia.
This study has the purpose to investigate the potential to downstreaming of biomedicine researches in Indonesia based on scientific publications. It is therefore necessary to extract unstructured information in natural language-based scientific publications. This paper reports result from an investigation on a classification model of the downstreaming potential of biomedical research publications in Indonesia based on text-mining. The predictive computational model was built by testing three classifier algorithms namely KNN, Naive Bayes and SVM, where the results show that the Naive Bayes-based model performs best.
Many researches in biomedicine had been done in Indonesia, but only a few research results go downstream or applied in the industry. Mapping the potency of research downstream in biomedicine is carried out by classifying research outputs in biomedicine. One of the research outputs that can be used and easy to get is research publications. An effective and efficient classification of biomedicine research can be done using a computerized predictive model based on text mining of research publications. The objective of this study is to introduce a conceptual model in classification of biomedicine research based on research publications. The model of classification is defined based on findings in in-depth interview with researchers and industries about biomedicine discovery process, and a literature study. The relation of the classification model with the technology readiness level (TRL) model is analyzed by mapping. This conceptual model of classification of publication in biomedicine research to research downstream potency, developed as part of a research framework to build a computerized predictive model based on research publications.

One of them is the discovery of biomedical drugs derived from genetic resources originating from Indonesia. Research related to genetic resources of biodiversity in Indonesia has been done a lot. Some of them are related to new drug discovery process based on genetic resources of Indonesia's biodiversity. Scientometrics is a quantitative approach in research on the development of science and technology. This study aims to analyze the potential discovery of biomedical drugs based on scientific publications using the approach Scientometrics. One application of saintometrika is to reveal the potential and scientific trends of scientific publication data. Many methods can be used related to the application, one of which is Coword analysis method. The data used in this study is the international scientific publication data biomedical Indonesia related biomedical data originating from Scopus. Based on these data, the majority of research stages conducted are still at drug discovery stage. Therefore, further analysis needs to be needed to provide guidance in conducting more efficient research. The results indicate the great potential of some species of biodiversity in Indonesia, judging by their relation to keywords related to drug discovery, such as anti-cancer, antioxidant, and others. This result can be applied in research management, ie by providing more funds in the study, so as to produce useful products.
ABSTRACT The rich of Indonesian biodiversity becomes an attraction for local and foreign researchers to conduct research in this country. One of scientific productivity indicators that mostly used is number of publication in scientific journal. The previous studies had never analyzed scientific productivity of Indonesian biodiversity researchers, both institutionally and individually. This paper analyzes 2,432 articles concerning Indonesian biodiversity research affiliated with institution from Indonesia (published in 1990-2015) from Scopus database, including 8,544 authors from 1,638 institutions. Data pre-processing resulted publication year, number of author, and author’s institution location. Then, they were analyzed using scientometrics analysis. Scientometrics analysis is a quantitative method related to measurement of the science communication. The result shows that internation-al collaborations produced most of scientific publications on Indonesian biodiversity. The number of scientific publication on Indonesian biodiversity was significantly increase and showed exponential growth trend. Indo-nesian author mostly wrote articles from Animalia kingdom. Indonesia is a maritime country with two-third of its total area consist of water. Research on marine and fisheries studies should be considered as an important matter in Indonesia. Studies on research development can be a way to evaluate and to determine research policy direction. The increasing of scientific publication database draws the need for enhancement to their quantitative techniques analysis to understand research structure; social and science structure. This study aims to map the subject area, that covered research on marine and fisheries studies and carried out by institution located in Indonesia. Social network analysis is used to show the relationship of subject area in the related research. Data that is used in this research is based on marine and fisheries studies that conducted in Indonesia and indexed by Scopus for the last ten years (2006-2015). The network map shows that the publication has changed in terms of the covered subject areas and the relationship among them. The result of this study can be used to evaluate and to support marine and fisheries research policy direction in Indonesia.
This paper intends to reveal the interactive learning for upgrading and growth in Indonesian fishery firms. The main question is how learning and innovation have occurred in Indonesian fishery firms. The study was conducted in two categories of fishery firms: fish processing and aquaculture (shrimp). The interfirm interactions contain knowledge flows and feedback in local production network involving local suppliers and foreign buyers. The study found that the model of interactive learning for upgrading and growth work as a coupling of three loops: the upgrading capability, the growth formation, and limiting elements. The upgrading capability is subject to growth formation, which is determined by limiting elements. The limiting elements will control the quantity and quality of materials supply that affect inter-firm interaction. The model suggests that the dynamics of upgrading and growth through interactive leraning will continue in a stable manner by easing the constraints of limiting elements through: combating illegal fishing, encouraging interaction with universities, shifting to higher added value products, institutional support for global trading, preventing shrimp disease, providing infrastructure, business facilities, and regulation information.
Inclusive development is a development prioritized to alleviate poverty and to encourage all community groups to contribute in creating opportunities, benefits, and participation in decision-making. Small industry is one of the target groups prioritized in inclusive development, especially in the creation of innovation. This paper aims to map the innovation potential of small industry in Indonesia. Potential innovations are represented by several indicators, namely: industrial resources obtained, innovation activities and industrial cooperation with the provider of science and technology. Innovation potential of small industry in Indonesia is still not statistically well identified. Therefore, this paper seeks to provide a preliminary description of the innovation activities in small industry. The data used as the basis of the analysis is synthesized from the innovation survey of manufacturing industry in Indonesia conducted in 2011. Total of 1.375 respondents, 556 respondents are identified as small industry. Out of the total, 350 small industry declares innovation activities both technological innovation and nontechnological innovation. Using descriptive analysis, it is known that small industry innovation activities are quite diverse ranging from: the acquisition of knowledge, human resource training, and intramural R & D activities. This indicates that the industry has potential for inclusive development.

The statistical relationship between structural capital and innovation in Indonesian manufacturing industries is presented. The correlation is constructed using recent survey data on the contribution of structural capital to the innovation processes in the industries. The correlation is represented quantitatively using the recently developed Intellectual Capital and Innovation (ICI) index involving all components of intellectual capital and its role to enable innovation in a manufacturing industry. However, the paper is focused only on the contribution of structural capital component. Using the available data it is shown that the correlation is highly depending on the scale and characteristics of each manufacture. It is also argued that the ICI index is able to quantitatively prove the dominant components in innovation processes for each class of manufacturing industries.
