The INTELCITIES Integrated Project (IP) focuses on a series of strategic applications on Information Communication Technology (ICT) for European cities urban networking, process integration, and sharing of resources by constructing an Integrated Open System City Platform (IOSCP). The project aims to integrate citywide information systems continuously to city authorities, citizens and business as a key driver for a sustainable development in urban regeneration, transportation, social inclusion/cohesion, land use systems, and city administration to achieve the European goal of the "Knowledge Society" by 2010. The IP team consists of 89 project partners (i.e. cities, ICT companies and research institutions) to undertake prototype studies in sixteen different Work Packages (WPs) across the EU cities at integrating a wide range of existing Information System Technologies (IST) platforms and information systems. This paper outlines the proposed e-Learning (WP9) survey protocol that use to capture IP team users' need and requirements, analyzed using S.W.O.T (Strength, Weakness, Opportunity, Threat) method and to match these user need and requirements for the specific functional and technical training across the IP team. A snap-shot of the e-Learning users' need and requirements exercise and its preliminary empirical findings is presented in this paper.
