The article presents the results of performance indicators analysis of groups of universities participating in “Leadership in Research” track (hereinafter referred to as the research track) of the strategic academic leadership program Priority 2030. To solve this problem, the displaced ideal method was used, which allows to compare the aggregated performance indicators of three groups of universities. The comparative analysis of the special part performance indicators was carried out and also included aggregated indicators of basic and special parts in 2022. To assess the dynamics of universities’ activities in 2020–2022, aggregated indicators of the special part were analyzed. The research showed that special part performance indicators achieved by universities participating in the Program correspond quite well with the results of the general assessment, accepted by the Council at the end of 2023. It was found that the achievement of performance indicators for universities in implementing their development programs had a significant impact on the positions of participants in the research track and enabled the rotation mechanism to be launched in full power for the first time since the beginning of the Program. As a result, 30% of universities in the research track changed their groups
Сообщается о разработке метода одновременного селективного детектирования изотопологов молекулярного йода 127I2, 127I129I и 129I2 в газовых средах, характерных для предприятий ядерного топливного цикла и атмосферы. Предлагаемый метод относится к методам лазерно-флуоресцентной спектроскопии и заключается в анализе спектров флуоресценции смеси изотопологов молекулярного йода. Метод предусматривает регистрацию интенсивностей флуоресценции на предварительно рассчитанных длинах волн. В качестве источника возбуждения флуоресценции предлагаются лазеры на парах меди, излучающие на длинах волн 510.6 и 578.2 нм. Метод позволяет осуществлять высокочувствительный мониторинг изотопологов молекулярного йода (в том числе радиоактивного 129I2) в реальном масштабе времени в технологических средах, образующихся в процессах переработки отработавшего ядерного топлива, в газовых выбросах радиохимических предприятий и в атмосферном воздухе.
The paper reports on experimental studies of the absorption of 13C16O2 in a mixture with 12C16O2 in exhaled air by laser absorption spectroscopy using a diode laser tunable in the frequency range 4860-4880 cm-1. The results of the studies showed that the minimum detectable concentration of 13C16O2 is at a level of less than 20 ppm, and this approach is promising for measuring the content of 13C16O2 in exhaled air for non-invasive online diagnosis of oncological diseases of the gastrointestinal tract at early stages
The article considers the results of the main activities of universities – participants’ groups of the Priority 2030 program of the «Leadership in Research» track (hereinafter referred to as the research track) at the initial stage of its implementation. An analysis of performance indicators’ dynamics for groups of universities in the period preceding the implementation of the program (2017–2020) and the first year of its implementation (2021) was carried out. Special attention is given to the analysis of the activities of universities that are leaders in the research track. As part of the comprehensive analysis, positive results were identified, as well as some problem areas in the activities of universities. An analysis of the basic indicators shows that the researched groups of universities in a number of indicators have a relatively small difference in the achieved values, while the indicators of the special part revealed an unconditional group of leaders.

The article presents the results of quantitative indicators analysis of the main activities of three groups of universities participating in the “Priority 2030” program of the “Leadership in the region and/or industry” track (hereinafter referred to as the territorial and industrial track) during the first year of their development programs implementation. The Displaced Ideal Method was used in the research. Dynamics of indicators series of special and basic parts has being analyzed for universities groups in 2017-2021. The strengths and weaknesses of the universities groups of the territorial and industrial track are revealed. It was established that the special indicators values achieved by universities during the first year had a significant impact on the assessment of the Council for universities development programs support in frame of Priority-2030 Project, which taking into account the performances of the universities teams led to significant changes in the groups composition of the studied track – more than half of universities changed their positions. A number of reasons were considered that led to a change in universities’ positions in the groups of the researched track.
This paper presents the experimental measurement of hydrogen sulfide absorption coefficients in the pressure range of 75–460 mbar of two rotational absorption lines of the vibrational band of H 2 S molecule at 021-000 transition using the tunable diode laser absorption spectroscopy technique. The obtained results are compared with the data of the HITRAN spectroscopic database.
The paper reports on the calculation studies of the influence of the pressure of the analyzed gas mixture on the measuring sensitivity of the concentrations of 127 I 2 , 127 I 129 I and 129 I 2 in atmospheric air by the laser-fluorescence method using a copper vapor laser with a wavelength of 578.2 nm as a fluorescence excitation source. It is shown that for each of these iodine molecules there are pressures at which the highest fluorescence intensity is achieved, which correspond to the best detection sensitivity of the molecules. The results obtained can be used in the development of methods for real-time detection of molecular iodine in the atmosphere.
This paper reports on experimental measurement of H 2 S absorption in the spectral range of 4860–4880 cm −1 by means of diode laser absorption spectroscopy, and determines the H 2 S spectral absorption line in the generation area of the laser used, most promising in terms of H 2 S detection using this method.

This article presents the comprehensive study results of the performance of universities which are the winners of the “Leadership in the region and/or industry” track of the “Priority 2030” program. The research included a comparison of the results of 3 groups of universities of this track, determined by the results of the competition. The participation of these groups of universities in the main strategic initiatives in the field of the higher education system development in 2006–2020 is considered; indicators for the main areas of university activities were selected and grouped, namely, educational, scientific and innovation, international and financial. The comparative analysis of aggregate indicators of recent years is based on the Displaced Ideal Method. This made it possible not only to determine the current positions of universities belonging to the examined track, but also to identify a number of problems in their activities that need to be solved in the coming years to strengthen their contribution to the socio-economic development of the regions. The results of the comprehensive analysis can be used not only by the current participants of the “Leadership in the region and/or industry” track of the “Priority 2030” program, but also by universities that only plan to take part in this program in the near future and the expert community engaged in research in the field of higher education development in Russia.
The article presents the results of comparative analysis of universities’ activities over the past five years, which won the special grant in the “Research Leadership” track of the “Priority 2030” program. The comparison is carried out between the following groups of universities: 1) all universities of the “Research Leadership” track, 2) the first, second and third groups, selected according to the results of the competition, and 3) group of Project 5-100 participants. The state strategic initiatives in the field of the higher education system over the past 15 years were considered to determine their impact on the development of the considered groups of universities; the indicators that make significant contribution to the results of educational, research, international and financial activities of universities were selected. The aggregation of indicators for university groups has been carried out using the Displaced Ideal method and the comparative analysis for 2016 – 2020. The significant indicators of scientific and research activities of analyzed groups of universities for 2018 – 2020 were considered. Based on the analysis, the most significant factors of success have been identified that ensured the victory of the considered universities in the Priority 2030 competition on the “Research Leadership” track.
A comparative analytical review of existing methods and means of measuring hydrogen sulfide content in gasses was performed. The method of infrared laser absorption spectroscopy, which uses semiconductor diode lasers tunable in the mid-infrared range as emission sources, is proving to be one of the most promising methods for solving these problems.
The article is dedicated to the end-to-end digital technologies of Industrial Internet of Things, big data and artificial intelligence used in “Smart City” project. The focus is on TRL and CRL technologies technological and commercial readiness assessment systems. Information system for monitoring, remote control and support of engineering systems technical condition at Housing and Utility Infrastructure facilities is studied and its readiness for use in “Smart City” project is evaluated.
This article presents research results of national research universities (NRU) and federal universities (FU) contribution to the Project of competitiveness enhancement of the leading Russian universities among global research and education centers (Project 5-100). The following indicators were analyzed: publications, indexed in Web of Science and Scopus databases, share of international students and faculty, share of young employees and staff with PhD, performance in international rankings, etc. The analysis was based on 41 quantitative and 11 qualitative indicators. In the analysis the following data sources were used: statistical forms 1-Monitoring, rankings agencies data, etc. It has been determined that the most influence on the Russian education competitiveness enhancement in the world belongs to the leading NRU – participants of Project 5-100. The article analyzes the contribution of federal universities in the implementation of the Project 5-100.
This article presents the research results of flagship universities activities, which support social and economic development of the Russian Federation regions, including the creation of innovation, technological and social region development centers. The research covers the period from 2015 to 2018. The following core areas of flagship universities were analyzed: educational, research, integration with regions and high-tech industries, international activities. Essential aspects of financial and economic activity and employment policy were considered. The analysis was based on 41 quantitative and 11 qualitative indicators, among which 8 indicators were prioritized. In the analysis the following data sources were used: statistical forms 1-Monitoring, rankings agencies data, etc. The effectiveness of flagship universities was studied. Problems and positive tendencies in flagship universities development were determined and analyzed.
The experimental measurement of the R(18), R(20), R(22), R(24), R(26), R(28), R(30), R(34), R(36) absorption lines collision broadening for the 12C16O2 molecule vibrational band 20013–00001 and P(10), P(12), P(14), P(16), P(18), P(20), P(22) absorption lines for the 13C16O2 molecule 20012–00001 vibrational band have been reported in this paper. The research has been first carried out by the diode laser absorption spectroscopy method using a single-frequency diode laser emitting in the 4860–4880 cm−1 region. The dependences of the absorption constants and cross-sections of these lines on the 13C16O2 and 12C16O2 molecules mixture concentrations in the ratio of 1:140 have been studied. The obtained results have been compared with the HITRAN spectroscopic database data.
We report the experimental observation of the absorption constant values of (CO2)-C-12-O-16 and (CO2)-C-13-O-16 using the tunable diode laser absorption spectroscopy method ranging from 4860 to 4880 sm(-1) within the pressure limits of 8-240 mbar for the absorption curves (lines) R(18), R(20), R(22), R(24), R(26), R(28), R(30), R(32), R(34) and R(36) of the 20013-00001 molecule (CO2)-C-12-O-16 vibration band, and within the pressure limits of 0.06-1.7 mbar for the absorption curves P(10), P(12), P(14), P(16), P(18), P(20) and P(22) of the 20012-00001 molecule (CO2)-C-13-O-16 vibration band. In the work, as a mixture under analysis, a mixture of the isotopes (CO2)-C-13-O-16 and (CO2)-C-12-O-16 at the ratio of 1:140 was used. The results have been compared with the data of the HITRAN spectroscopic database.
The article presents the results of the national research universities (NRU) development programs implementation analysis for the period 2008–2018. The authors have held a comparative analysis of NRU activities with other strategic initiatives in the field of higher education in Russia, in particular, Russian Academic Excellence Project 5-100 on Competitiveness Enhancement of the Leading Russian Universities among Global Research and Education Centers; Project «Federal Universities»; support for strategic development programs of state educational institutions of higher education; sustainable relationships support between higher educational institutions and regional enterprises and organizations within the framework of the priority project “Universities as Innovation Drivers”. The analysis was based on 41 quantitative and 11 qualitative indicators. In the analysis, the following data sources were used: statistical forms 1-Monitoring, data from ranking agencies, etc. It has been determined that implementation of development programs for the entire NRU network is generally successful and positively affects the development of Russian higher education. The leading NRU – the participants of Project 5-100 have shown the greater impact on the enhancement of the Russian education in the world.
