对多维海量工程造价数据信息利用深度的不足已成为制约行业深化改革及工程各参与方造价管理的重要因素.大数据时代的到来,为深度开展工程造价数据信息服务提供了新的思维和视角.为此,本文从数据信息服务的角度,系统分析了工程造价管理各参与主体的服务需求.然后,基于工程造价数据信息,构建了各方需求的服务体系,具体阐述了该信息服务体系的主要内容.最后,从数据标准和数据安全两个角度分析了该框架体系的数据层管理要求.该体系为工程造价管理行业数据信息服务开展提供了清晰的框架,工程建设各参与方能更深层次地开展工程造价数据的应用,进一步推动工程造价管理由"经验"范式向"数据支持"范式转变.
The funding gap of public infrastructure networks (roads, railways, ports, electricity, and energy lines) can be solved partly by introducing private capital for investments, i.e., public-private partnerships (PPP). This paper introduces an integrated model of a PPP project and investigates its implications on PPP policies and strategies regarding appropriate project appraisal and selection. The model has different resolution levels, namely, project level, business ecosystem level, and market and societal levels. The integrated model suggests that investing in merely financially viable projects is insufficient to realize economically and socially sustainable and acceptable projects.
On-site maintenance (ONSM) is critical to ensuring the safety of equipment in the petrochemical industry.However, many accidents occur during ONSM processes because of unstable equipment, complicated work environment, and human error.To reduce congestion and exposure to hazards during on-site operations and thereby reduce the probability of accidents, off-site maintenance (OFSM) is proposed based on Energy Release Theory (ERT).The information requirements for OFSM are analyzed.A support system for OFSM, which makes use of visualization, information management, and localization capabilities, is developed.A case study utilizing OFSM and its support system for an oil-loading facility of a petrochemical company is conducted.The application results indicated that implementation of OFSM system can significantly reduce the operation risks and can improve the operation efficiency.
In order to enhance the capacity of safety management of petrochemical enterprise,according to the characteristics,management status of the petrochemical industry and the development status of safety chain theory at home and abroad,the safety chain model is built.It involves the safety factors system and process system on the basis of system theory and the characteristics of the petrochemical enterprise.The safety factors includes people,environment,information,auxiliary equipment,operating equipment,technology and management,on the other hand,the process system reflecting the life cycle consists of five sequential phases: pro-action,prevention,preparation,response and recovery.The combination of the two dimensions constitutes the safety chain model.This model can accurately locate the safety factors and stages affecting the production of petrochemical enterprise,and explain the implementation principles of the existing safety theories and methods.Finally,taking the safety management of Ningxia Petrochemical Company for example,this model is illustrated.
This paper briefly introduces the features of large-scale petrochemical construction projects,safety management status and development at home and abroad safety chain theory.In order to strengthen the safety management of such projects,it presents a new safety chain model which integrates safety factors with process systems according to the system theory and the concept of people oriented.This model can accurately locate the safety factors of the construction projects from the aspects of people,environment,information,construction facilities,operating facilities,technology and management,and the process systems containing pro-action,prevention,preparation,response,and recovery which reflect the life cycle of projects,some targeted safety measures are then made.The proposed model deepens the safety management of construction projects and provides an analysis tool for safety management from micro and macro levels.Finally,the model was applied to analyze the safety management measures and methods for Ningxia Petrochemical Company′s 5 million tons/year refinery expansion project.The result shows that the level of project safety management has been significantly improved.
The article introduces the background of digital technology in quality supervision of construction Project.Regarding the current conditions and disadvantages of the quality supervision and management in construction projects,this study suggests applying information technology as a basic approach and method for Quality Supervision Management System in Construction Project(QSMSCP).Based on the Modern Management Principles,Control Theory and Information Theory,this study fulfills the framework design for QSMSCP,and proposes a systematical argumentation on the key techniques and development technique routes for QSMSCP.In addition,the systemic functions and structures are designed for the quality supervising work management and the quality information interface(higher institutions,quality testing units,construction units,etc) to service Quality Supervision Station of Construction Project.In the end,according to Wuhan Quality Supervision Station of Construction Project,the authors presents a discussion on the development realization process,function system,application of QSMSCP,and its future development.
The central role of case base in knowledge-intensive CBR knowledge base is analyzed.Oriented to the project definition problem solving,a Semantic Web based case base development strategy is proposed.The design rationale of project definition ontology is discussed.The ontology annotation based case represent method is illustrated through a simple instance.Furthermore,the advantage of Semantic Web based case base organization is introduced,which will establish an outstanding knowledge foundation for the CBR-based project definition problem solving system.
The Network-based plan method, especially the Critical Path Method(CPM) is adopted extensively in the area of civil engineering project management. However, It exposed many absences when the engineering project become more huge and more complex. Setting the 1# line of Wuhan railway transit project as the application background the limitations of CPM are analysed. The application framework and the enforce strategy for the application of the last planner system in the large-scale civil engineering project of China are represented, which considers the relative obstacle factors during the application of process.
Adopting last planning and control is an essential requirement to implement the lean philosophy in complex construction project with which the corresponding project decomposition is a last and dynamic process. The core status of performance management in complex construction project last planning control architecture is analyzed. The necessary and feasibility adopting the ontology-based modeling tool to implement the project information decomposition in project performance management system characterized as cooperation is discussed. The develop strategy for complex construction project decomposition structure system is proposed, which sets the performance ontology as the core item. A foundation is established for further research of the ontology development methodology and the last planning control mechanism in complex construction project.

Furthermore,surrounding the Lean Construction philosophy.we described the process of the quality-driven project performance measurement system which set the quality ontology as the core,At last,we introduce the data process model of the quality-driven project performance measurement system, which layes the foundation for the quality-driven project performance management system.
本文针对现有建设工程合同管理系统决策支持功能相对薄弱的现状,通过武汉市城市轨道交通建设项目总控支持系统的开发实践,探索合同管理系统中的共性问题,提出了大型建设工程项目合同管理决策支持体系的设计思路及实施方案,开发了具有决策支持功能的合同管理系统:合同立项预警、合同结构设计决策、合同管理日常工作提示、进度款支付辅助决策、工程索赔预警和合同诊断。
A rational urban real estate market integration boom index is the foundation of the research and the early warning in urban real estate market fluctuation. Based on the analysis of the actuality and the problem in the application of real estate market boom index, by means of the diffusion index and composite index as well as their precision, the process of constitution of integration index is pondered over in order to reflect the situation of real estate market integrally, and its formulation is deduced. Finally, a lot of ideas of utilizing real estate integration boom index are put forward.
The Prosperity Index method,including the diffusion index (DI) and the composite index \$\{(CI)\}\$,is a common approach to analysis the early warning. Practically, there exist some problems such as the disaccord of the warning degree between the DI and CI, leading to the error of the warning condition appraisal. In this article, based on the suitable improvement to the calculation method of the DI, the concept of comparison of the precision in the Early Warning System of Real Estate has been introduced and the more scientific early warning index can be chosen by means of comparing the precision of the two indexes (DI and CI) in order to eliminate the contradiction between the two indexes.
The law of economics operation and the present situation of our real estate development demands to establish a scientific and effective early warning system. This is very imprtant for developping real estate soundly and utilizing resource rationally. According to the logical relationship of social reproduction, it is the important prerequisite of establishing this system how to select correctly the economic indexes that can reflect the main opertion characters and the relationship between various aspects of real estate. This paper, applying a series of quatitive analysis method including “first major component” analysis and correlation analysis combined with qualitative analysis, researches the problem of how to establish early warming indexes that conforms with the characters of real estate. In addition, designs a set of real estate early warning indexes for Wuhan city.
