Introduction. Occupational injuries are estimated based on the total number of injuries suffered by the employees at work within a specified period (e.g., one year), usually as a result of violated labor conditions. Due to routine fire extinguishing and emergency response operations, the Federal Fire Service (FFS) personnel of the Russian EMERCOM deployed in the newly integrated territories are significantly affected by the damaging factors associated with armed conflicts (e. g., artillery and missile shelling, explosive objects dropped from unmanned aerial vehicles, mine explosions, ammunition detonation during rescue operations, etc.). These factors can lead to overstrained body reserves in firefighters, significantly increasing the risk of occupational injury and death The aim of this study is to analyze the occupational injury and fatality rates among FFS personnel of the Russian EMERCOM operating in the newly integrated territories from 2023 through 2024. Methods. Occupational injury rates were calculated per 10,000 firefighters (10 –4 ), whereas death rates were calculated per 100,000 firefighters (10 –5 ). Both types of calculations were performed with a focus on the occupational injury (death) causes (technical, organizational, physical and psychological, hazardous fire factors, military) and circumstances (overall 21). Occupational injury and death rates in peacetime (2018–2022) were compared against the years of the special military operation (2023–2024), including in the newly incorporated territories of Russia. Similarities or differences in absolute values were assessed using Pearson’s χ 2 -test and by Student’s t-test. Results and analysis. The overall occupational injury rate among the FFS personnel of the Russian EMERCOM in 2023–2024 was 14.81 × 10 –4 injuries/(firefighter × year). In unchallenged Russian regions, the rate was significantly lower (p = 0.010) standing at 9.23 × 10 –4 , compared to the newly integrated territories – 163.54 × 10–4. Notably, military damaging factors accounted for 85.7 % of all injuries. The overall occupational fatality rate among the FFS personnel of the Russian EMERCOM in 2023–2024 was 4.72 × 10 –5 fatalities/(firefighter × year). In the unchallenged regions, this rate was significantly lower (p < 0.001) standing at 2.58 × 10 –5 , compared to the newly integrated territories – 61.83 × 10 –5 . Military damaging factors constituted 77.8 % of all fatal injuries. Conclusion. Death and injury prevention among the firefighters involved in the special military operation can be achieved through comprehensive organizational measures that account for the adverse factors affecting firefighting operations. This includes high-performing specialized firefighter equipment, such as armor protection, as well as intensive emergency mitigation, development and implementation of robotic fire extinguishers.
Introduction . Occupational safety set-up pursues safety of the EMERCOM of Russia personnel, as well as compliance with legislative and other regulatory legal acts of Russia regarding occupational safety and advanced occupational injury prevention. The aim is to develop a model allowing to predict occupational body injuries among the firefighters of the Federal Fire Service (FFS) of the EMERCOM of Russia, based on specific regional factors related to the performance of official duties. Methods . We analyzed the reports on occupational injuries of the FFS of the EMERCOM of Russia for 2014–2023 by Russian regions. The injuries were matched with the injury groups under Chapter XIX ‘Injury, poisoning and certain other consequences of external causes’ according to the International Classification of Diseases and Behavioral Disorders (ICD-10). The risks of damage to body parts and areas among firefighters was calculated using the correction factors for unidentified (no diagnoses provided in the injury records) and poorly identified (general diagnoses provided only) injuries. Results and analysis. The predicted occupational injury rates among the FFS personnel of the EMERCOM of Russia was calculated using a discriminant formula, that accounts for the number of occupational injuries or damages to body parts and areas, the number of firefighters, their average age, and professional experience. The results were registered in Rospatent № 2024611607 dated January 23, 2024 through a specialized computer program. A correction factor should be included into the present formula, as well as the regional peculiarities of Russian constituents: yi = yRi/R, where yi is the predicted injury number among the FFS personnel of the EMERCOM of Russia in the i- constituent, Ri is the risk of injury among the FFS personnel of the EMERCOM of Russia in the i-constituent, and R is the overall risk of injury among the FFS personnel of the EMERCOM of Russia. Conclusion . The proposed method allows to predict the total number of occupational injuries among firefighters, including lesions of particular body areas, thereby estimate the resources and capacities required for treatment and rehabilitation in every region of Russia.
Relevance . The workforce policy of the Federal Fire Service (FFS) of the EMERCOM of Russia is aimed at establishing the relevant workforce potential to satisfy the FFS ultimate professional goals. The objective is to analyze professional profiles of fire and rescue units in order to identify most relevant factors that may affect the HR policy implementation by the FFS of the EMERCOM of Russia. Methods . The body of statistical data was analyzed to assess the occupational injury rates from 2012 to 2023 among the FFS workforce of the EMERCOM of Russia. The workforce professional profiles underwent dynamic assessment. For every Russian constituent, the workforce average age, years of service, turnover and shortage rates, as well as the percentage of workers with higher or vocational fire technology degree was analyzed, and data regarding other workforce characteristics were obtained. Results and analysis . A factor analysis was performed using a matrix of synthetic indicators to reveal eight significant factors that together explain 60.1 % of the total variance. Influence processes were identified for each factor. According to the factor analysis results, the federal constituents of the Russian Federation were divided into five groups depending on the professional profile dynamics among the FFS workforce of the EMERCOM of Russia. The professional profile analysis allowed to outline the following factors that impact the workforce indicator dynamics: dismissal rate from FFS units among the workforce without higher or vocational fire technology degree unwilling to complete professional retraining, whereas those are replaced by professionals with higher or vocational fire technology degree (mostly in task-force units); the replacement rate is insufficient for the observed retirement rate among the FFS workforce, resulting in workforce shortage in task-force units; ongoing retirement of professional workforce, being replacement by civilians; the ongoing aging across FFS divisions; and ultimately the specific characteristics of the dismissal procedure for heads of the FFS guard units are described. Financial and other types of motivation shall be reconsidered for the employees of this category. Conclusion . The developed program makes it possible to evaluate the implementation of workforce policy across organizations, constituents, and federal regions of Russia by splitting them into 5 groups, ranging from very high to low efficiency levels.
The article presents an analysis of judicial practice related to violations of discipline among employees and staff (personnel) of the Ministry of Emergency Management of Russia. It is maintained that work to ensure safety and prevent emergency situations is significant and responsible. Effective performance of the tasks of the Ministry of Emergency Management of Russia depends on discipline and compliance with the law on the part of the personnel. The analysis provided in the article is based on the consideration of materials of court cases on violations of discipline considered in judicial instances. The article presents individual examples from judicial practice that illustrate various aspects of violations related to the certification procedure and failure to comply with restrictions and prohibitions, requirements for the provision or settlement of a conflict of interest and failure to fulfill the duties established in the context of combating corruption. Based on the analysis results, it was concluded that failure to comply with the rules and legislatively established prohibitions, in particular failure to comply with restrictions and prohibitions, requirements for the prevention or settlement of a conflict of interest, as well as failure to fulfill the duties established for the purpose of combating corruption and the correctness of the certification procedure in terms of the law, relates to issues of maintaining discipline among the personnel of the Ministry of Emergency Management of Russia. Violation of the law leads to the court’s refusal to satisfy claims.
The article discusses the mechanisms for the inclusion of electronic evidence (messengers, audio recordings, video materials, digital correspondence) in civil and arbitration proceedings. The relevance is associated with the rapid increase in digital communication and the need to agree on the evidentiary status of such information. The novelty of the work consists in the comparative study of court decisions, which enables to identify the heterogeneity of practice and the factors influencing the recognition of correspondence or recordings as convincing evidence. The study describes the legal instruments for recording digital data, examines materials on the examination of the authenticity of audio and video evidence, notarization, and inspection of messengers. Particular attention is paid to assessing the legality of such evidence and respect for the rights of interlocutors. The study aimed to formulate the principles of admissibility of electronic files and determine methodological techniques to reduce judges’ doubts when considering materials. An analysis of legislation, judicial practice and scientific literature was conducted to solve the problems. The conclusion presents an overview of the findings comprising the conditions for the use of such evidence.
