Kurgan State University (Russian: Курганский государственный университет) is a university in Kurgan, Kurgan Oblast of Russia. It was established in 1995 in accordance with presidential decree № 990 on 30 September 1995, merging the Kurgan Engineering Institute, dating from 1959, with the Kurgan State Pedagogical Institute, dating from 1951. The university prepares students in humanitarian, socio-economic and technical specialties.The university campus comprises six buildings. Training is on teaching and laboratory-based area of over 52400 square meters.
An angular-velocity stabilizer is developed based on the fact that angular momentum is a function of the radius vector (the distance to the center of rotation), the mass of the load, and the peripheral (linear) velocity. When increasing the angular momentum by increasing the radius vector, it is possible to maintain a constant rotational speed, while the peripheral (linear) speed also changes.
Aim . To carry out an economic and statistical analysis of the factors influencing the formation and use of the region’s labor potential in order to identify the general trend in the development of this indicator and its impact on the sustainable and dynamic development of the regional economy. Methodology . During the research, the following scientific methods were used: dialectical – in assessing the formation of labor potential); economic and statistical – in determining the dynamics and trends of labor development; monographic – in studying the theoretical foundations and determining the actual level of labor availability. Results . The study discusses approaches to the interpretation of the definitions of “human capital”, “human resources” and “labor potential”. The factors that have a direct impact on the formation and use of labor resources in the Russian economy in general and the Kurgan region in particular are considered. The relationship between the change in the number of economically active population and the state of the region’s economy is shown, and trends in the development of labor potential are identified. Research implications lies in the choice of the research subject, by which the authors understand the labor potential of the subject of the Russian Federation, which is formed in certain socio-economic and historical conditions. Based on the analysis, trends in the socio–economic development of the Kurgan region have been identified and the interdependence of the region’s development and the state of its labor potential has been argued. The field of application of the research results is the sphere of regional management.

На опытных образцах 1-й группы был сформирован кальций-фосфатный слой, на образцы 2-й группы дополнительно наносили основание Шиффа. Контрольные образцы были без покрытия. In vitro оценивали антибактериальный эффект в отношении музейных штаммов S. aureus, E. coli и P. aeruginosa. In vivo при подкожной имплантации изучали безопасность тестируемых изделий на крысах Вистар. Диски обеих групп in vitro оказывали слабый бактерицидный эффект в отношении музейной культуры P. aeruginosa. В опытах in vivo у животных 2-й группы выявили признаки кардиотоксических проявлений.
Background. The article presents the results of the development and psychometric validation of the author’s methodology for express diagnostics of university students’ academic well-being. Assessing students’ academic well-being is a pressing issue for university psychological services and youth policy departments. This is essential for the effective planning and implementation of educational and psycho-preventive work at universities. Objectives. The focus of the study is on the development and psychometric substantiation of the methodology for express diagnostics of university students’ academic well-being. Study Participants. The study was conducted on a sample of 754 undergraduate, specialist and master’s students of different years. Mage = 20.24; SD = 1.88; (girls were 86.73%, and boys 13.27% of the sample). Methods. The methodology consists of 21 items, making up six content scales of well-being in the situations of academic interaction that are significant for students. The scales included assessments of the situations in the classroom -with teachers of disciplines in the specialty, with teachers of other disciplines, with other students, with the university administration, and in extracurricular activities. To test convergent validity, the Well-Being questionnaire developed by Butler and Kern namely the PERMA-Profiler (adapted by Isaeva et al.) and the Shamionov and Butler method for diagnosing subjective well-being of an individual were used. Results. The questionnaire showed good internal consistency: Cronbach’s alpha is 0.85; RMSEA = 0.08; CFI = 0.93; AGFI = 0.8; GFI = 0.86; CMIN/df = 3.9; TLI = 0.91; SRMR = 0.04. Test-retest reliability r = 0.72 at p < 0.05. Validity is confirmed by correlations (r = 0.35 to 0.5 at p < 0.05) with thematically close diagnostic constructs. Conclusions. The questionnaire can be used in universities as a tool for monitoring students’ academic well-being for both cross-sectional and longitudinal studies; as well as for establishing the characteristics of academic well-being in different groups.
The article is dedicated to the 1987 celebration in the Kurgan Region of the 100th anniversary of the birth of Civil War hero and division commander Nikolai Tomin (1886-1924). The research aims to identify the characteristic features and internal contradictions of the Late Soviet commemoration model, using this regional anniversary as a case study. Based on unpublished documents from the State Archive of Socio-Political History of the Kurgan Region (GASPIKO) and regional periodicals, the study reconstructs the institutional mechanisms of the jubilee campaign, analyzes the forms of visualization and ritualization of memory, and determines the reasons for the failure of the attempt to revive the revolutionary myth. The scientific novelty lies in the introduction of previously unpublished archival documents from the regional and district committees of the Communist Party of the Soviet Union into scholarly circulation, as well as the application of the memory studies methodological framework to the analysis of a regional campaign during the Perestroika era. The study establishes that by the late 1980s, the command-administrative model of memory management had lost its ability to generate a live response in society. A gap was identified between the scale of organizational efforts and the actual impact on public consciousness, which was undergoing a profound transformation under the influence of Glasnost policy. The study concludes that the 1987 jubilee campaign was one of the final acts of Soviet monumental propaganda in the Kurgan Region, exposing the fundamental contradiction between the state monopoly on memory and the erosion of official ideological legitimacy.
