
Crime has been a common phenomenon for a long time, but its scope and operation are changing, and this is largely dependent on technological progress. We dealt with the development of crime and its negative effects in Poland during the political transformation process that took place after 1989. At that time, law enforcement agencies were not fully able to cope with this practice, and society painfully felt its effects. Many times, innocent people have faced several types of criminal acts. The main reasons that could have influenced the development of crime were social disorganization, lowering of the standard of living, unemployment, as well as visible and constantly deepening social differentiation. The most important task of law enforcement agencies protecting state borders is to provide citizens with basic forms of security so that they feel peaceful in their area of residence. The services should cooperate with each other at every level of securing state borders and protect citizens against any threats. The aim of the article is to analyze the impact of crimes on state security and the role of the Border Guard in securing the state border. The Border Guard plays a key role in this respect, therefore it should have the widest possible range of instruments enabling it to fulfill its duties in this area. This service proves every day that it has an enormous impact on the sense of security of citizens, and counteracting various threats, including crime, is a key element of the security of our country.
The multidimensional comparative analyzes of transportation of people by rail were used in the article. The time series was analyzed and evaluated in order to detect the following phenomena: trend, seasonality and random factor. The initial time series was divided into parts in order to remove data that, due to the impact of a random phenomenon such as the COVID-19 pandemic, lost trends visible in the past (from January 2012 to December 2019). The Winters’ exponential smoothing method was used for the forecasting. The obtained forecast for 2024 is 390 380 000 passengers transported by rail in Poland. The mean absolute forecast error is 2,18.
The article addresses the issues related to sustainable inland waterway transport in the context of stimulating transformations towards a green economy. The considerations focused on the second-largest river in Poland – the Oder. The clear economic needs and benefits arising from the river’s regulation and the restoration of its transport capabilities were juxtaposed with the results of a study regarding the perception of these changes by the public opinion. To clarify, these were the residents of the Oder River Basin, thus people in the immediate impact area of the river.
The mass influx of refugees from Ukraine to Poland, caused by Russia’s aggression on February 24, 2022, has resulted in the application of solutions in the field of refugee law on a massive, unprecedented scale. Previously developed Polish regulations regarding the rules for granting protection to this category of people turned out to be insufficient, and the legislator decided to immediately develop new solutions for the protection of refugees from Ukraine, which were included in the Act of March 12, 2022 on assistance to citizens of Ukraine in relation to an armed conflict on the territory of that country. The provisions of this legal act constitute lex specialis in relation to the Act of June 13, 2003 on granting protection to foreigners in the territory of the Republic of Poland. The article defines a general outline of the so-called refugee law, also from a historical perspective, and includes an analysis of Polish regulations in the field of granting temporary protection to Ukrainian citizens in relation to the European Union standards. The correctness of such solutions was also evaluated.
This article attempts to identify and analyze the factors influencing the shaping of regional energy policy in the West Pomeranian Voivodeship, with particular emphasis on the potential for the development of renewable energy based on biomass. The aim of the publication is to determine the potential for the development of biomass resources, taking into account the criteria of sustainable development, i.e. economic, ecological and social aspects. So far, few researchers have dealt with this subject in a comprehensive way, and so far there has been a lack of detailed research on the potential of biomass in the West Pomeranian Region. The presented analyses are an important contribution to the development of knowledge about alternative energy sources in the energy sector. The research material used in the article comes from various sources, both domestic and foreign, including empirical data from scientific institutes of energy and fuels and regional institutions dealing with energy.
In recent years, the interest in electromobility among the public has been growing. In order to determine the impact of the development of electromobility on the increase in innovation of the supply network, it is necessary to analyze the situation of the potential use of electric vehicles in the supply network, presenting their advantages and disadvantages. The article presents the characteristics of electromobility in the supply network in the region and the SWOT analysis. Electromobility is becoming a key element in the transformation of the transport sector, contributing to more sustainable and green communities.
A multidimensional analysis of one of main macroeconomic indicators, specifically, unemployment, in the United States was conducted and presented in the article. The research covered several groups of dependent variables, such as: the number of unemployed people in total in the United States monthly, along with unemployment rates, CPI indices, and unemployment in respective US states. The evaluation of the conducted research is that from January 2020 to October 2023 there had been a visible decrease in unemployment rates, and their level is similar to the values recorded from January 2018 to January 2020, which clearly proves that the crisis caused by the COVID-19 pandemic has been averted. The analysis method was used in the study, i.e. distribution of variables into prime factors and comparison dynamically in order to detect the regularities occurring in them.
Public organizations, including the armed forces, like other employers, are looking for candidates for soldiers and military personnel in the labor market. Taking into account the attributes that make up the attractiveness of an employer and their interdependence, a study was carried out in the course of which the aim was to find out how one of the public organizations, the armed forces, is perceived by people who may become soldiers or who may take up a job in the military how the sources of information through which it reaches them are assessed, and which of its features may attract their attention. The goal was achieved by carrying out, in the first quarter of 2022, a nationwide survey of people between the ages of 18 and 44. Aiming to better understand the opinions of respondents, an analysis of the labor market situation in all voivodeships was carried out. To analyze the collected data and present the results, Statistica v.13.3 and R/RStudio software were used. As a result of the survey, it was possible to establish that the armed forces enjoy a high level of trust among citizens. Respondents assessed the qualities and motives, tangible and intangible, that may encourage service and work in the military due to the potential benefits for candidates. From the perspective of the armed forces, indications as to individual elements can be the basis for improving personnel policies and marketing communications.
The article analyzes how Germany, particularly through the Ukrainian crisis that began in 2014, has been placed at the decision-making center of the EU’s Common Foreign and Security Policy (CFSP), thus becoming the de facto chief architect after Poland of the EU’s response to Russia’s armed aggression against Ukraine. The article highlights the internal and external implications of this role, including in other policy areas in particular with regard to the Baltic States. To do so, we must first take a closer look at the principles of German foreign policy and the specific nature of German-Russian relations.
The role of inland navigation in the global logistics system is gaining significance. This process is stimulated by policies implemented by major economies and international organizations such as the European Union. The objective is to achieve sustainability in transportation by exploring alternatives to conventional infrastructure. These initiatives also extend to tourism and recreation associated with inland navigation. This article presents the results of an analysis related to the location of a tourist river port, considering optimized benefits and developmental opportunities. An interesting location meeting these criteria, as well as possessing scenic, cultural, ecological, and environmental values, is Gorzów Wielkopolski. In the second part of the article, the authors propose a concept for a sustainable energy system that meets the requirements of port operations and customer demands in an era of rapidly advancing technology and increased emphasis on environmental protection.
Market entities promote ecological logistics by adapting to the legal changes taking place in Europe, seeing an opportunity in such actions to build positive relationships with consumers. The foundations of the concept of corporate social responsibility, emphasizing the reduction of energy consumption in favor of clean production, limiting post-production pollution emissions, reducing CO2 emissions from transport and warehouse activities, on the one hand, translate into cost reduction for the producer, improvement of the company’s competitive position, and the establishment of lasting relationships with customers. On the other hand, they pose challenges where economic efficiency is a key factor. The aim of the article is to analyze the impact of CSR concepts on the efficiency and security of logistics supply chains.
The research includes a multidimensional comparative analysis of electricity prices in 28 European countries for non-household consumers. The highest energy prices in the first half of 2022 were also ranked in the respective analyzed countries. Increases in electricity prices for non-household consumers were examined in terms of percentage and value from the second half of 2019 to the first half of 2022 and the increases were ranked. Their leader in terms of percentage and value was Greece with the result of 353,50% which constitutes EUR 0,288 of the price increase per 1 KWh in the considered time period. A multiple regression model was also built and showed that the time series of natural gas price quotations had an impact on the increase in electricity prices for non-household consumers.
This article highlights the importance of professionalism practices in the daily life of organizations with all their human resources. The paradigm of professionalism must influence organizational culture organizational culture, and consequently and reproducibly reflect it in professional profiles, in individual and collective portfolio of competencies, as well as in professional and organizational practices, or in the production of goods and services. In the course of the discussion, attention was paid to some of the factors constituting professionalism in order to ensure the presence of professionalism as a practice in everyday life in organizations.
The article studies the legal basis for providing civil protection and protection of critical infrastructure in Ukraine under martial law. In particular, the authors draw attention to the fact that, as of today, the issue of providing civil protection and protection of critical infrastructure in Ukraine is crucial due to the Russian Federation’s encroachment on its territorial integrity and inviolability, starting in 2014. This problem has gained particular urgency since the open military full-scale invasion of the Russian Federation on the territory of Ukraine, which took place on February 24, 2022. Summarizing the conclusions of the conducted scientific research, based on the analysis of the levels of formation and implementation of the state policy of Ukraine in the field of civil protection and protection of critical infrastructure, in the system of its subject composition, the author considers it appropriate to single out: subjects of the policy of civil defense and protection of critical infrastructure at the national level; issues of the policy of civil security and safety of critical infrastructure at the industry (sectoral) level; civil protection and essential infrastructure protection policy subjects at the local level; issues of the policy of civil security and safety of critical infrastructure at the object level (at the enterprise, institution, organization).
The full-scale war of Russia against Ukraine made the Ukrainian state and society face challenges that any other European country had never met in the XXI century. In the fight against external aggressors, both state and civil society in Ukraine, which used to be opponents rather than partners, began to work together to defend the people and the condition successfully. The article studies some current problems and proposes ways of improving the work of civil society institutions in terms of wartime. This interaction between civil society and the authorities brings all functional needs and resources together to help the population during a full-scale war. The authorities are aware that the position and role of civil society are critical and weighty for defeating the common enemy.
The article presents a multidimensional comparative analysis of the number of passengers transported by air in Europe between 2019-2022 in terms of economic security. Data for the study was taken from Eurostat and categorized line and bar graphs were used. The conducted research shows that in 2021, in each of the considered European countries, an average of 138% of the number of passengers of 2020 were transported by air. In 2022, an increase to 230% of the number of passengers of 2021 was observed. The forecasting of the number of passengers conducted by air transport for 2023 in 29 European countries under consideration was made. A naive method was used for the forecasting. In 2023, the largest number of passengers will be transported in Spain, followed by Germany in the second place and France as third. The sum of the forecast of the number of passengers transported for 2023 in 29 European countries under consideration will equal 1 401 839 218 people and will be higher than in 2022 by 296 222 604 people.
Merger control is the competence of the antitrust authorities of the EU Member States or the European Commission. Antitrust authorities have horizontal competencies in this respect, which means that they can evaluate any concentration, regardless of the market on which it is planned. Concentrations on strategic markets from the point of view of the state, including in the energy sector, require evaluation not only from the point of view of pure substantive criteria but also the evaluation related to the need to rank values more critically from the point of view of the state over the value of effective competition.
Crises are often viewed negatively as disruptions that hinder individuals and social groups. However, crises can also present opportunities for growth and development. This article explores psychological concepts that perceive crises as catalysts for change, motivating individuals to seek help and find constructive solutions in difficult situations. The article examines various psychological theories on crises. It discusses the different ways individuals respond to crises, ranging from effectively managing them to experiencing mental breakdowns. Crises have complex symptoms and causes, influenced by personal and environmental factors such as family, workplace, material status, and social groups. Anxiety is a common characteristic of crises, often reaching a high level before individuals acknowledge the need for concrete actions. Quick fixes like medication provide temporary relief but do not resolve the underlying crisis. Crises often involve conflicts and decision-making, where passivity becomes a negative and destructive choice. The article also explores crises in developmental terms, drawing upon Erik Erikson’s psychosocial development theory and Kazimierz Dąbrowski’s theory of positive disintegration. Erikson identifies specific crises in each stage of development, while Dąbrowski emphasizes the role of tension and disruption in achieving higher levels of personal growth. Not all crises lead to development, and not all changes constitute developmental changes. Developmental changes are irreversible, sequential, autonomous, unidirectional, and goal-oriented. The article categorizes development into continuous, leap, and crisis development, highlighting the transformative nature of crisis-induced changes. The article argues that crises, despite their hardships, should be viewed as opportunities for personal and collective development. By confronting crises and actively seeking constructive solutions, individuals and communities can achieve higher levels of growth and improve their quality of life.

The author of the article focuses on the issue of psychological and physiological consequences of crisis situations experienced by an individual. Stress experienced by an individual is the first consequence of a crisis. Therefore, psychological and physiological effects resulting from stress are what is directly detrimental. These effects can lead to a physical or mental disease or even death.
