
Este artículo analiza la transformación de Colchane, localidad fronteriza ubicada en Chile en el límite con Bolivia, en un laboratorio de gubernamentalidad migratoria entre 2020 y 2025. Mediante un enfoque etnográfico multisituado, entrevistas semiestructuradas a actores clave y observación participante en tres etapas de trabajo de campo, se examinan los regímenes de control implementados por el Estado chileno junto a organismos internacionales y ONG. Se identifican tres reconfiguraciones sucesivas del espacio fronterizo: espacio de inmunización sanitaria, espacio de control humanitario y frontera militarizada, acompañadas de subjetividades migrantes —víctima, beneficiario y detenido— que coexisten con prácticas de libertad. El artículo contribuye teóricamente al unir los estudios de regímenes de migración y fronteras con la gubernamentalidad foucaultiana, visibilizando microprácticas de control y subjetivación que los análisis macroestructurales suelen omitir. Aunque el estudio de un único nodo fronterizo limita la generalización, se sostiene que Colchane condensa y anticipa dinámicas regionales más amplias de control de la movilidad forzada en Sudamérica.
En este artículo se estimó la demanda de gasolina del estado fronterizo de Baja California para determinar la magnitud del efecto frontera a través de la elasticidad con respecto al precio de la gasolina de California. Se utilizó una base de datos mensual de enero de 1997 a diciembre de 2015 y se aplicó el modelo autorregresivo de rezagos distribuidos para estimar la demanda. Se encontró que en el largo plazo la demanda de gasolina en Baja California es aproximadamente unitaria en relación con el precio de la gasolina en California. Esto confirma la importancia del efecto frontera en la demanda de gasolina y ofrece evidencia que justifica la política fiscal hacia ese sector en esa región.
Shenzhen's transformation has as an indispensable element its relationship with Hong Kong. This article, employing a documentary method and considering a period that began with China's opening-up and economic reform in 1979, analyzes the distinct stages of the relationship between Shenzhen and Hong Kong over 45 years. To this end, it discusses the legal framework behind a unique relationship shaped by the adoption of the "one country, two systems" concept that allowed Shenzhen to transform into an international metropolis. The findings demonstrate that the adoption of a public policy based on a medium-and long-term vision, which focused on the advantages of a single-border relationship, was a key element of this transformation. The conclusions emphasize that adopting a planning approach based on a vision of cross-border complementarity can enhance the living conditions of disadvantaged populations.
El objetivo de este artículo es describir y analizar la constitución de una zona tecnológica en Argentina entre los años 2011 y 2022, enfocado en los procesos de estandarización y circulación de la información, que permiten la externalización y la internalización de las fronteras, entendidas como filtro, a través de la colaboración de diferentes actores a nivel regional, nacional y subnacional. Para ello, se utilizó una metodología de tipo cualitativo, basada en la recolección de documentos oficiales de organismos regionales, nacionales y subnacionales relacionados con el control migratorio y la seguridad, así como la realización de entrevistas a funcionarios públicos del nivel subnacional. Entre las principales conclusiones alcanzadas, se observa que la expansión de las fronteras depende de la estandarización de la información, lo que posibilita la colaboración entre actores en diferentes niveles y el desarrollo de nuevas formas de clasificación de las migraciones basadas en perfiles de riesgo.
La transformación de Shenzhen tiene como elemento indispensable las relaciones transfronterizas con Hong Kong. Este artículo, con base en el método documental, analiza las distintas etapas de la relación Shenzhen-Hong Kong durante 45 años, desde el inicio del proceso de apertura y reforma económica de China en 1979. Para ello, se discute el marco legal detrás de una relación sui generis moldeada por la adopción del concepto de “un país, dos sistemas” que permitió a Shenzhen transformarse en una metrópoli internacional. Los hallazgos demuestran que la adopción de una política pública basada en una visión de mediano y largo plazo, que puso como centro las ventajas derivadas de una relación fronteriza única, fue una pieza clave de esta transformación. Finalmente, las conclusiones destacan que la adopción de una planificación basada en una visión de complementariedad transfronteriza puede mejorar las condiciones de vida de las poblaciones menos favorecidas.
The aim of this article is to describe and analyze the establishment of a technological zone in Argentina between 2011 and 2022, focusing on the processes of standardization and circulation of information that enable both the externalization and internalization of borders-understood as filters- through the collaboration of various actors at the regional, national and sub-national levels. To this end, a qualitative methodology was employed, based on the collection of official documents from regional, national and subnational agencies related to migration control and security, as well as interviews with public officials at the subnational level. Among the main conclusions, it is observed that the expansion of borders depends on the standardization of information, which facilitates collaboration among actors at different levels and the development of new forms of migration classification based on risk profiles.
This paper analyses Mercosur's regional integration and examines whether progress has been made and what kind, during the 2017-2023 period. Starting in 2017, with the progressive cycle fully completed, it employs the creation of a cross-borderisation index that shows both the heterogeneity of Mercosur's internal and external borders and their evolution over time and their variable geometry, based on the integration of five sub-indices and fifteen indicators. It engages with the specialized literature and verifies whether economic and security variables are indeed the ones that have the greatest impact on integration at the borders. To this end, it proposes a multiple Kendall correlation exercise and a generalized linear model (GLM) that provides an explanatory capacity of over 80% for the cases studied.
This article examines the relationship between age at emigration, age return, linguistic proficiency and identity among Mexican migrants returning from the United States. The study focuses on Veracruz and Puebla (2019-2021) and employs an exploratory quantitative design based on surveys of university students from different migratory cohorts. The findings suggest that early emigration is associated with greater English proficiency without necessarily undermining Spanish, whereas later emigration and early return tend to promote stronger use of Spanish. Additionally, emigrating during adolescence is linked to the development of hybrid identities, although no clear association is found with age at return. The study's contribution lies in integrating a longitudinal perspective on migration trajectories, connecting timing of emigration and return with language proficiency and identity formation. However, the small sample size limits the generalizability of the findings beyond the population studied.
Este artículo examina la relación entre edad de emigración, edad de retorno, competencias lingüísticas e identidad en migrantes mexicanos retornados de Estados Unidos. El estudio se sitúa en Veracruz y Puebla (2019-2021) y emplea un diseño cuantitativo exploratorio con encuestas a 26 estudiantes universitarios pertenecientes a distintas cohortes migratorias. Los hallazgos sugieren que la emigración temprana favorece el dominio del inglés (aunque sin detrimento del español), mientras que la emigración tardía promueve mayor uso del español, lo mismo que el retorno a edad temprana. Además, emigrar durante la adolescencia se vincula con identidades híbridas, aunque no presenta una asociación clara con la edad de retorno. El valor del estudio radica en integrar una perspectiva longitudinal de la trayectoria migratoria, que vincula edad de emigración y retorno con competencia lingüística e identidad. El tamaño de la muestra, sin embargo, limita las inferencias a poblaciones distintas a la presentada.
This article examines the arrests and deportations of migrants from within the United States during the first half of Trump's second term (2025-2029). Its central objective is to analyze the extent to which this administration is succeeding in arresting and deporting "criminal migrants" in the volumes and terms it promised during the presidential campaign, with particular attention to the case of Mexican migrants. The methodology is based on establishing a historical baseline of deportations over the past 25 years. Given this context and the lack of government data on recent deportations, the Deportation Data Project database is used to analyze migrant arrests during the first half of 2025. The results indicate a rapid increase in arrests, which nevertheless contradicts the government's rhetoric of prioritizing the deportation of migrants with criminal records.
This article analyzes the situation of unaccompanied children in migration at the United States-Mexico border between 2019 and 2025 through the lenses of humanitarian diplomacy, international cooperation and human rights. Using a qualitative critical-interpretative methodology, it examines bilateral diplomatic frameworks, institutional actors and migration governance mechanisms affecting child protection. The analysis draws on international legal instruments, public policies and reports issued by governmental and non-governmental organizations. The findings reveal persistent tensions between humanitarian discourse and migration control practices, showing how border security priorities frequently override the best interests of the child. Structural protection gaps derived from institutional fragmentation and limited coordination are identified. The article contributes a critical framework for rethinking migration governance from a rights-based perspective centered on dignity, justice and child participation. The study is limited by its reliance on secondary sources.
Este artículo examina los arrestos y deportaciones de personas migrantes desde el interior de Estados Unidos durante el primer semestre de la segunda administración de Trump (2025-2029). Su objetivo central es analizar hasta qué punto este gobierno está logrando detener y deportar a “migrantes criminales” en los volúmenes y términos que prometió durante la campaña presidencial, con particular atención en el caso de los migrantes mexicanos. La metodología se basa en la construcción de una línea de base histórica de deportaciones en los últimos 25 años. A partir de este contexto y ante la ausencia de información gubernamental sobre deportaciones recientes, se utiliza la base de datos del Deportation Data Project para analizar los arrestos de migrantes durante el primer semestre de 2025. Los resultados indican un crecimiento acelerado de los arrestos, que sin embargo contradicen el discurso gubernamental de priorizar la deportación de migrantes con antecedentes criminales.
The study analyses academic production focused on the analysis of hunting tourism and sport fishing as a way to explore possible mechanisms for converting non-human nature into commodities. Using a bibliographic review strategy, scientific works produced up to 2023, focusing on international contexts and Argentina, are analyzed. Furthermore, based on the information provided by the companies, hunting reserves and fishing lodges located in two Argentine provinces are described. The hypothesis suggests that recreational hunting and fishing configure specific forms of consumption of non-human nature that express a process of advancing the boundaries of capital, transforming it into tourism products. The results highlight the need to include a broader range of categories for analysis, especially in the Global South.
The concepts of management, governance, and governability in Latin American border migration control are critically analyzed, highlighting their theoretical and practical differences as well as their implications for policies and institutions. Drawing on a documentary review and a qualitative-comparative approach, regulatory frameworks, institutional discourses, and operational practices implemented by states and multilateral organizations are examined. The findings show that migration management, presented as a technical tool, becomes a mechanism for legitimizing securitarian and exclusionary measures under narratives of efficiency and order. Governance, promoted as multi-actor cooperation, faces tensions between security, development and human rights, reproducing global asymmetries and limiting the effective participation of civil society. Governability, in turn, reveals institutional weaknesses and the predominance of restrictive approaches. The study concludes that these categories are not neutral but rather fields of political contestation and calls for alternative frameworks oriented toward migration justice and the protection of human rights.
Based on an analysis of a couple of videos disseminated on social media by the governments of the United States and El Salvador, this article reflects on the use of audiovisual strategies to present an iron fist approach to Venezuelan migrants deported to El Salvador as a third country. This raises the question of whether we are dealing with visual representations that articulate a multilateral assembly of air deportations. The text argues that the circulation of these images not only securitizes and criminalizes migrant populations by hegemonic powers, but also represents an effort to expand the scope of a borderscape of control beyond territorial space, extending it to a transnational air domain. This political order subsumes an aesthetic-sensory imaginary that spectacularizes the politics of cruelty with the circulation of these videos.
This paper focuses on the analysis of the labor trajectories of Nicaraguan women who work or have worked in the pineapple agribusiness in the Huetar Norte border region of Costa Rica. From a qualitative perspective and based on the biographical method, their work experiences in fresh fruit monoculture are analyzed within the framework of broader and more complex work trajectories that encompass their individual projects and the structural determinants that shape their course and movement. The life stories of 12 Nicaraguan women settled in the study area are reconstructed through semi-structured and in-depth interviews conducted between September and October 2023. The main finding is that their precarious condition in the pineapple farms is not only due to their mobility status, but also to their representation as otherness based on their nationality and ethnic-racial background.
This paper aims to analyze the institutionalization of gender issues in the political field of migration and borders in order to account for the gendering of migration and border control at the international level. It reconstructs the production of an institutional framework, categories of intervention, and processes of subjectivation of refugee and migrant women. It shows that the gender governance and migration governance have been intertwined, giving rise to the novel form of control over populations in movement that consists of the metabolization and instrumentalization of the "gender perspective" in migration and border control policies and practices. The methodological framework is based on the documentary analysis of a set of reports, guides and memoirs produced in the context of events or institutions that played a leading role in the deployment of global governance, between the 1980s and 1990s.
El estudio indaga la producción académica centrada en el análisis del turismo cinegético y la pesca deportiva, como vía para explorar posibles mecanismos de conversión de las naturalezas no humanas en mercancías. Mediante la estrategia de revisión bibliográfica se recuperan y analizan trabajos científicos producidos hasta 2023, enfocados en contextos internacionales y en Argentina. Además, con base en la información que las empresas brindan de sí, se describen cotos de caza y lodges de pesca situados en dos provincias argentinas. El supuesto del trabajo señala que la caza y pesca recreativas configuran formas específicas de consumo de las naturalezas no humanas que expresan un proceso de avance de las fronteras del capital, que las transforma en productos turísticos. Los resultados destacan la necesidad de incluir un espectro más amplio de categorías para su análisis, especialmente en el sur global.
Se analizan críticamente los conceptos de gestión, gobernanza y gobernabilidad en el control migratorio fronterizo latinoamericano, destacan sus diferencias teóricas y prácticas, así como sus implicaciones en políticas e instituciones. Desde una revisión documental y un enfoque cualitativo-comparativo, se examinan marcos normativos, discursos institucionales y prácticas operativas implementadas por Estados y organismos multilaterales. Los hallazgos muestran que la gestión migratoria, presentada como herramienta técnica, se convierte en un dispositivo de legitimación de medidas securitarias y de exclusión bajo narrativas de eficiencia y orden. La gobernanza, promovida como cooperación multiactoral, enfrenta tensiones entre seguridad, desarrollo y derechos humanos que reproducen asimetrías globales y limitan la participación efectiva de la sociedad civil. La gobernabilidad, por su parte, evidencia fragilidades institucionales y la prevalencia de enfoques restrictivos. El estudio concluye que estas categorías no son neutras sino campos de disputa política y plantea la necesidad de marcos alternativos orientados a justicia migratoria y derechos humanos.
A partir del análisis de un par de videos difundidos en redes sociodigitales por los gobiernos de Estados Unidos y El Salvador, este artículo reflexiona sobre el uso de estrategias audiovisuales para presentar la mano dura contra migrantes venezolanos deportados a El Salvador como tercer país. Con ello, surge la cuestión de si se está ante visualidades que articulan un ensamblaje multilateral de deportaciones aéreas. El texto argumenta que la circulación de estas imágenes no solo securitiza y criminaliza a las poblaciones migrantes por los poderes hegemónicos, sino que representa un esfuerzo por expandir los alcances de un paisaje fronterizo de control más allá del espacio territorial, extendiéndolo a un dominio aéreo-transnacional. Este orden político subsume un imaginario estético-sensorial que espectaculariza la política de la crueldad con la circulación de estos videos.
