
Promoting the deep integration of technological innovation and industrial innovation represents a key mechanism for building a modern industrial system and fostering high-quality development.This study constructs an analytical framework from the perspective of multiple institutional logics to examine the integration of technological and industrial innovation.It systematically examines the tensions and coordination mechanisms among scientific,market,and administrative logics across four dimensions:assets,data,talent,and innovation outcomes.Using the Jiangsu Industrial Technology Research Institute as a case study,this research explores how a series of institutional innovations—including the grant-investment combination mechanism,technology manager system,trusted data spaces,and intellectual property empowerment reforms—facilitate a staged transformation from organizational framework establishment and operational model development to institutional consolidation.The findings reveal that multiple institutional logics exhibit a coexistence of conflict and coordination across different stages of innovation activities.The key to integrating technological and industrial innovation lies in establishing tailored institutional arrangements according to the characteristics of institutional logics at different stages,so as to achieve a dynamic balance among multiple logics.This study extends the application boundaries of institutional logic theory within the domain of technological and industrial innovation integration,and offers both theoretical and practical insights into the dynamic coordination mechanisms of multiple institutional logics within innovation systems.
The Fourth Plenary Session of the 20th Central Committee of the Communist Party of China highlighted the need to strengthen national strategic scientific and technological forces and cultivate high-level scientists.Based on career capital theory,this study collects data on National Key Laboratory directors from 2022 to 2024 and applies dynamic qualitative comparative analysis(QCA)to explore how scientists'attributes influence key core technology breakthroughs.The results show that no single factor is sufficient,while three configurations enable high-level breakthroughs:institutionally empowered-authority driven,collaborative ecosystem-knowledge spillover,and potential activation-compensatory transition types.The collaborative ecosystem-knowledge spillover configuration exhibits stronger robustness over time.Further analyses reveal substitution effects between relational capital and career attributes,with structural capital,relational capital,and frontier judgment as key drivers.SHAP analysis confirms nonlinear relationships between scientist characteristics and technological breakthroughs.This study offers implications for scientist selection and national innovation capacity building.
Leveraging internal corporate venturing todevelop new businesses and drive organizational innovation has become a critical strategy for established organizations navigating dynamic environments and intense competition.However,as the entrepreneurial entities,internal corporate ventures often face constraints from their parent companies'managerial controls.The impact of venture planning autonomy on venture performance remains academically contested,with a particular scarcity of systematic research on its underlying mechanisms and boundary conditions.Drawing on organizational control theory,this study examines the influence of venture planning autonomy on venture performance and its impact mechanisms.The empirical analysis results reveal that:(1)Planning autonomy positively affects venture performance;(2)Dual innovation capability(i.e.exploitative and exploratory capabilities)mediates the relationship between planning autonomy and venture performance;(3)Both parent corporate slackresource and the environmental dynamism of the venture's industry positively moderate the relationship between planning autonomy and venture performance.This research provides a new theoretical perspective on the relationship between venture planning autonomy on venture performance.It helps enrich and expand theoretical understanding of the effects of autonomy in the field of internal corporate venturing and offers valuable insights for internal corporate ventures management practices within established organizations.
In recent years,the United States has intensified its technological blockade,posing severe challenges to the innovation and development of Chinese firms.However,amid the escalating China-US technology rivalry,many high-tech firms have managed to overcome foreign technological constraints and achieve breakthroughs in key core technologies.Using Chinese listed high-tech firms from 2016 to 2024 as the research sample,this study employs a staggered difference-in-differences model and draws on the Awareness-Motivation-Capability(AMC)perspective to examine the impact and underlying mechanisms of the Entity List on key core technological innovation among peer firms.The results show that the Entity List generates a significant positive spillover effect on peer firms'key core technological innovation,and this effect remains robust after a series of robustness tests.Further,this study develops a theoretical framework of innovation spillovers induced by the Entity List,revealing that threat perception,dynamic competition,and cooperative empowerment jointly drive peer firms'core technological breakthroughs through an AMC linkage path of"risk awareness-competitive motivation-industry collaboration".Finally,through in-depth case analyses of GigaDevice and Juhua Group,this study further uncovers the complex mechanisms through which the Entity List exerts innovation spillover effects on peer firms.This study extends the research boundary of innovation spillovers from the Entity List and provides theoretical insights and empirical evidence for Chinese high-tech firms seeking to overcome technological blockades and enhance independent innovation capabilities.
China's new energy vehicle,photovoltaic and other industries have secured prominent competitive advantages in the global marketplace.This industrial reality verifies that technological diversity constitutes a vital manifestation of technological progress in emerging industries.Characterized by multi-hierarchical structural attributes and dynamic evolutionary properties,technological diversity exhibits complex evolutionary patterns.From a dynamic evolutionary perspective of technological progress within emerging industries,this paper systematically sorts out,discriminates and deconstructs the theoretical connotations of technological diversity.A multi-layer analytical framework consisting of the internal aggregation layer,technology expansion layer and industrial structure layer is constructed to elaborate three core mechanisms driving technological progress,namely technological recombination,technology spillovers and the evolution of industrial technological structure,which collectively delineate the dynamic operational logic of technological advancement in emerging industries.On this basis,this study establishes a"P-S-I"(Technological Portfolio Diversity-Sector Spillover Diversity-Industrial Technological Diversity)conceptual framework of technological diversity and develops a corresponding multi-hierarchical measurement system.Finally,this paper takes China's crystalline silicon solar cell industry as the research sample to conduct empirical analysis,so as to deconstruct,quantify and interpret its technological progress from a dynamic perspective.
High-level technological self-reliance and self-strengthening put forward profound transformation requirements for the technological innovation ecosystem.Symptoms in the existing system,such as utilitarianism,short-sightedness,and a disconnection from the innovation chain,increasingly point to adaptability shortcomings in the soft power of innovation culture.Existing research often regards culture as an exogenous background or auxiliary factor of innovation activities,failing to systematically reveal how it transforms from a'soft environment'into an endogenous variable influencing the construction of the technological innovation ecosystem.This paper focuses on the core topic of'innovation culture driving the construction of the technological innovation ecosystem,'defining the connotation of innovation culture from three dimensions:history,function,and composition,and clarifying its composite structure in terms of concepts,systems,and behaviors.By integrating institutional theory and innovation ecosystem theory,it constructs an analytical framework of a'value-oriented—behavioral norms—resource integration'chain transmission mechanism,systematically explaining how innovation culture precisely addresses current shortcomings in the technological innovation ecosystem by reshaping innovation value coordinates,regulating the behavior of diverse actors,and optimizing the effectiveness of factor allocation.Furthermore,based on summarizing the progress of innovation culture construction in China,it analyzes current obstacles,including insufficient value consensus,unclear strategic positioning,incompatible institutional incentives,weak organizational vitality,and a lackluster social atmosphere.Finally,it proposes a five-dimensional integrated optimization path of'top-level design—value cultivation—institutional coordination—organizational activation—environmental empowerment,'incorporating responsible entities,policy tools,and evaluation metrics.This research elevates innovation culture from an exogenous background variable to an endogenous driving framework for technological innovation ecosystem construction,providing theoretical insights and practical references for optimizing the China-specific technology governance system and fostering an innovation ecosystem compatible with high-level technological self-reliance and self-strengthening.
River basins are the basic geographical units that maintain the harmonious coexistence between humanity and nature,as well as major spatial carriers for economic and social development.At the pivotal juncture when Chinese modernization is comprehensively advancing harmonious coexistence between humanity and nature,empowering the green and high-quality development of river basins by deepening the reform of fiscal and taxation systems is a major issue that urgently requires further study during the"15th Five-Year Plan"period.Guided by the Two Mountain Theory,drawing on foundational theories such as Pigouvian tax and Coase's theorem,this paper integrates the characteristics of the"nature-economy-society"complex ecosystem in river basins to construct a collaborative analytical framework that coordinates"development-security",integrates"institutions-markets",and strive for the coupling of"humanity and nature".The study finds that,the core problem in current fiscal and tax systemin river basin governance is the coupling failure between government regulation and market mechanisms,which hinders the value realization mechanism of ecological products,a hallmark of modernization.Specifically,this failure is reflected in four aspects:the tax system design fails to adequately respond to the holistic nature of the complex ecosystem;policy tools fail to effectively activate the synergy of diverse stakeholders;governance structures fail to fully adapt to the spatial fluidity of river basins;and supervision and evaluation fail to precisely align with the dynamic nature of fund operating cycles in river basins.Based on these fndings,guided by the goal of comprehensive green transition proposed at the Fourth Plenary Session of the 20th Central Committee of the Communist Party of China,this paper grounds itself in the institutional endowments required by Chinese modernization,draws fully on international experience and proposes reform pathways for the fiscal and tax system to empower the green and high-quality development of river basins during the"15th Five-Year Plan"period across four dimensions:promoting policy coupling,stakeholder coupling,spatial coupling,and cycle coupling.
Cultural-technology integrated new business forms have become a core vehicle for implementing China's National Cultural Digitalization Strategy,yet their rapid expansion is exerting systemic pressure on existing governance arrangements.Starting from the structural tension between technological evolution and institutional change,this paper develops an analytical framework of"core contradiction-triple mechanisms-four-dimensional coordination"to explain,in a systematic manner,how governance dilemmas emerge and how they can be addressed.The study shows that techno-institutional asynchrony constitutes the deep-seated cause of governance difficulties.This core contradiction manifests along three dimensions—organizational,technological,and spatial—resulting respectively in fragmented governance authority and accountability,the expansion of algorithmic power,and the monopolization of international rule-making.To overcome these challenges,the paper proposes a four-dimensional coordinated governance framework encompassing technology governance,multi-actor coordination,institutional adaptation,and global engagement,and further articulates practical pathways across four dimensions:actors,instruments,processes,and space.The findings offer policy-relevant insights for strengthening the implementation system of the National Cultural Digitalization Strategy and improving governance policies for emerging cultural-technology integrated business forms.
In response to the evolving landscape of global technological competition and the pressing demands of national security,relying solely on conventional science and technology innovation organizational mechanisms may lead to systemic failures in achieving strategic technological breakthroughs,highlighting the urgent need for extraordinary mechanisms.Drawing on the theory of innovation system failures,this paper systematically examines the extraordinary science and technology innovation organizational mechanism under a national mission-oriented framework.It clarifies its conceptual boundaries,key characteristics,and its complementary relationship with conventional mechanisms,while revealing China's institutional advantages in resource coordination and allocation,internal market integration,production and supply capabilities,and authentic application scenarios.Based on this analysis,the paper argues that the effective operation of extraordinary mechanisms requires balancing three fundamental relationships:technological security and technological openness,a proactive government and an efficient market,and the division of labor and coordination among key innovation actors.The dynamic coordination of these relationships enables extraordinary science and technology innovation organizational mechanisms to achieve precise resource mobilization and integrate exploratory innovation with mission-oriented technological breakthroughs,thereby fostering an efficient innovation ecosystem and providing robust organizational support for the development of a modern industrial system and the advancement of Chinese modernization.
As a new wave of technology revolution and industry transformation accelerates,"context"has emerged at the national strategic level as a critical linkage between technology innovation and market demand.Existing research has primarily adopted the dual framework of"demand pull-technology push",with limited attention paid to the theoretical mechanisms from the perspective of institutional construction.This study introduces a new theoretical construct of the"institutional market",and conceptualizes the context as a series of institutional arrangements jointly established by government and market in a specific domain.Through the integrated design of directed science&technology policies,demand cultivation policies,and industry development regulations,the institutional market promotes the deep-integration of policy chain,innovation chain,and industry chain.Thereby generating a distinctive"contextual force"which differs from the forces of technology-push and demand-pull.Based on this framework,the study draws on three industrial cases—integrated circuit,electric vehicle,and high-speed railway—to analyze the construction pathway comparatively of institutional market under the industry development mode:catching up,leapfrogging,and leading.From an institutional perspective,this study promotes a new theoretical framework for explaining context-driven innovation and reveals the essential nature of context.And the research enriches innovation theory,and provides theoretical guidance for the transformation of government toward an enabling role.It also offers policy implications for the construction of high-level innovation contexts.
"Involutionary"competition is a state of low-level,homogeneous competition driven by the combined effects of resource constraints,insufficient effective demand,weak innovation capacity,distorted institutional incentives,and the short-term behavior of market entities.It is characterized by escalating competitive inputs without proportional gains in efficiency,quality,or overall welfare.Contextualized within the development of a unified national market,this paper distinguishes involutionary competition from normal market competition and establishes an analytical framework of"market pressure-capacity constraints-institutional push-behavioral reinforcement."It identifies key characteristics,low returns,low quality,high consumption,high transmission,and proposes operational identification indicators.Furthermore,the study analyzes the phenomenon's manifestations in local government policy competition,corporate homogenization,and platform economy algorithms,highlighting its detrimental effects on industry order,corporate innovation,resource allocation,and stakeholder rights.Finally,to dismantle industrial involution,strengthen the foundation of the real economy,and promote high-quality macroeconomic growth,this paper proposes governance strategies across five dimensions:unified market construction,supply-side structural reform,demand expansion,corporate transformation combined with industry self-regulation,and the legal supervision of market competition.
Vigorously developing offshore renewable energy power has become a crucial pathway for many coastal States to alleviate energy shortages and ensure energy security,as well as to implement clean and low-carbon energy transitions for addressing climate change.For China,it is also integral to building Strong Maritime Nation and Strong Energy Nation,as well as advancing the Four Global Initiatives in the maritime domain.However,China's current electricity legal rules have three types of provisions regarding their geographical jurisdiction scopes.In particular,the Electricity Law of the PRC,which is of foundational and overarching for electricity legal rules,only regulates electricity activities within China's territory,leading to dilemmas and contradictions with the systemic,holistic,synergistic and timely characteristics of legislations.This has resulted in a lack of necessary legal regulation for electricity activities in China's EEZ and continental shelf,thereby hindering the high-quality development of renewable energy power within these two areas.This paper elucidates the international legal foundation and legislative jurisdiction for coastal States to regulate renewable energy power activities in their EEZs and continental shelves,reviews and analyzes four main legislative models adopted by foreign coastal States in geographical jurisdiction scopes of their electricity legal rules in these two areas,and proposes and justifies pathways for modifying the current China's electricity legal rules and extending their geographical jurisdiction scopes to the EEZ and continental shelf.The proposed pathways include that,(i)the Electricity Law and related laws explicitly stipulate that their geographical jurisdiction scopes cover other sea areas under the China's jurisdiction,and(ii)either adding a dedicated chapter in the Electricity Law,or enacting a separate special law such as"Maritime Electricity Law".
The Fourth Plenary Session of the 20th Central Committee of the Communist Party of China put forward the proposal to"strengthen the development of national security capabilities in key fields".As high-level capabilities rooted in the overall national security strategy and serving the establishment of a new security architecture,national security capabilities in key fields feature overall macro planning,long-term foresight and cross-domain coordination,and serve as an important pillar for major-country security games.Against the new situation,food security,resource security,scientific and technological security,data security and other fields jointly form a cluster of strategic hubs that underpin national survival and development,are most vulnerable to risks,and witness the fiercest competition among major countries.Under the guidance of the Overall National Security Outlook,national security capabilities constitute a strategic system mainly encompassing national security strategic prevention capability,strategic response capability,strategic coordination capability and strategic innovation capability.Based on the three-dimensional evaluation framework focusing on the urgency,fundamentality and relevance of risk impacts,the optimization paths for building national security capabilities in several key fields in China are specified as follows:enhance strategic prevention capability for food security,strengthen strategic innovation capability for resource and sci-tech security,and stimulate strategic response capability for data security.On this basis,comprehensively boost the strategic coordination capability across all fields to forge synergy in national security strategies.
