
La expansión de las finanzas no produce los mismos efectos en todas las economías. En América Latina, sus implicaciones para el financiamiento del desarrollo dependen de la posición subordinada que la región ocupa en el sistema monetario y financiero internacional. A partir de esta cuestión, el estudio examina cómo la literatura económica y de economía política internacional ha interpretado la relación entre financiarización, vulnerabilidad externa y desarrollo regional. La investigación adopta un enfoque cualitativo, de alcance analítico e interpretativo, basado en una revisión de literatura académica y documentos institucionales. El diseño combina criterios de pertinencia temática, relevancia teórica y trazabilidad inspirada en PRISMA para seleccionar y analizar 29 referencias. La revisión muestra que la profundidad financiera no se traduce automáticamente en crecimiento, que la financiarización en economías periféricas adopta formas subordinadas de integración internacional, que la jerarquía monetaria restringe el espacio de política económica y que la restricción externa sigue condicionando la capacidad de transformar financiamiento en desarrollo productivo. El análisis también muestra la importancia de la heterogeneidad latinoamericana, pues Brasil permite observar mecanismos asociados a mercados financieros domésticos más profundos e internacionalizados, mientras que economías de menor escala revelan vulnerabilidades más directamente vinculadas al acceso condicionado a financiamiento externo, deuda y choques internacionales. El artículo concluye que el desarrollo regional requiere construir capacidades institucionales, productivas y macroeconómicas para orientar las finanzas hacia la transformación estructural, evitando tratar la expansión financiera como un objetivo suficiente en sí mismo.
Se presenta la metodología utilizada en la construcción del Índice de Efectividad Fiscal Integral para Centroamérica, así como los principales resultados. Se incluyen cuatro países: El Salvador, Honduras, Guatemala y Costa Rica. El objetivo es evaluar el aporte de la política fiscal en el desarrollo sostenible, resiliente e inclusivo en Centroamérica en el período 2010- 2020, utilizando el índice sintético. La investigación incluyó la recolección de datos de diversas fuentes, su sistematización y tratamiento estadístico y econométrico para la construcción del índice sintético. La metodología incluye además la selección de 19 variables distribuidas en cuatro dimensiones (socioeconómica, fiscal, ambiental y macroeconómica). Estos datos fueron sistematizados para cada uno de los países y se realiza un análisis comparativo para determinar que, en el periodo de estudio, la política fiscal de la región Centroamericana ha venido aportando al desarrollo sostenible, inclusivo y resiliente de manera desigual entre los países y con tendencias no siempre claras a lo interno. Individualmente se observan periodos donde la política fiscal muestra un papel más activo y con mayor incidencia en el logro de objetivos de desarrollo, pero no se consolidan o refuerzan las acciones para darle continuidad en el largo plazo. En este sentido se podría afirmar que las medidas tomadas han sido cortoplacistas y que posiblemente han respondido más a coyunturas particulares que a una estrategia de largo plazo donde la política fiscal, de manera explícita, tenga un papel preponderante en el desarrollo sostenible en la región Centroamericana.
El artículo plantea una crítica al proyecto civilizatorio occidental, cuya economía se impone como un orden idolátrico en el que dinero, mercado y capital se erigen como falsos dioses que producen muerte en nombre del progreso. A partir de Marx, Hinkelammert y Dussel, se muestra que la pandemia del COVID-19 reveló el carácter sacrificial de la economía capitalista, fundada en el fetichismo de la mercancía. Frente a ello, se destaca la negación sistemática de la comunidad, reducida al plano simbólico, cuando en realidad constituye un horizonte alternativo basado en el don, el cuidado y la reciprocidad, especialmente en América Latina. Finalmente, se propone superar tanto el dogma neoliberal como las ortodoxias de izquierda mediante una crítica ética orientada por conceptos trascendentales como la “vida eterna” y la “convivencia humana perfecta”, que sitúan la vida y la dignidad humanas como criterio supremo de toda racionalidad.
Las organizaciones deportivas, compiten dentro de la industria del entretenimiento, donde los consumidores valoran si asistir presencialmente a los eventos o seguirlos por medios de comunicación. El objetivo de esta investigación fue evaluar la experiencia del aficionado en eventos deportivos alternativos en Costa Rica, y analizar la relación entre oferta y demanda desde una perspectiva mediática y social. Se utilizó una metodología cualitativa combinada, que incluyó la técnica de cliente misterioso en nueve eventos deportivos y un grupo focal. Los resultados evidencian una desconexión entre la oferta y la demanda de afición deportiva, una concentración mediática en el fútbol, y una preferencia por espacios de socialización controlados por parte del consumidor. Se concluye que la cobertura mediática desigual limita el desarrollo de otras disciplinas deportivas, y que la experiencia del aficionado puede mejorar mediante estrategias de inclusión, promoción y alianzas multianuales que fortalezcan el vínculo entre empresas, aficionados y deporte.
Since the launch of the Doha Development Round in 2001 and its subsequent Ministerial Declaration, the call has been made to member countries of the World Trade Organization (WTO) to develop negotiations to reduce or eliminate tariff and non-tariff barriers to environmental goods and services. However, multilateral consensus between countries has been very complex to achieve. Developing countries have interests that are cornerstones of their representations' participation in the multilateral and plurilateral negotiations before the WTO. These countries justify their interests with arguments based on economic nationalism. Therefore, this research aims to answer the following research questions: Although countries are aware of the importance of liberalizing BSA trade in multi-level trade negotiations, states have been tempted to influence and intervene in their domestic economies and other nations' economies on behalf of their interests. As a method, a comparative analysis will be conducted between developing countries' commercial positions/interests vis-& agrave;-vis developed countries, supported by an exhaustive literary review of the various protectionist arguments used to justify their position of economic nationalism. The a priori expectation of the results developed in this research is that the various multilateral negotiations on trade in environmental goods and services have not considered the developing countries' positions/ interests. Therefore, proposals at the multilateral and plurilateral levels do not represent these countries' interests to meet their Sustainable Development Goals, as well as their commitments to the Paris Agreement or other Multilateral Environmental Agreements.
Protected natural areas are an effective tool for the conservation of many ecosystems. Some of these places have a tourist vocation, due to their natural and cultural attractions. The objective of this article is to explain the main determinants of the tourist flow of the El Pinacate and Gran Desierto de Altar Biosphere Reserve, during the period 2009-2021. Based on data from visitors to this site, as well as socioeconomic variables, a multiple linear regression model was developed. The results show that the main determinants of the tourist flow are Tourist Gross Domestic Product, health risk (COVID), inflation and holiday periods. One of the main implications of this study is that it provides support in the management of tourism. In addition, the tourist flow for the following period can be estimated.
This document contributes to the study of computable general equilibrium models applied to fiscal policy. The main objective was to analyze the impact of changes in fiscal instruments-particularly the value-added tax (VAT), income tax (ISR), and public expenditure-on the country's economic structure, within the framework of the implementation of Law 9635 on Strengthening Public Finances. This context is characterized by a fiscal policy focused on expenditure control and fiscal consolidation. To this end, the analysis began with an initial state of the economy, and simulations were carried out using the STAGE model. The results indicate that simulations involving adjustments to VAT and income tax yield a contribution slightly above half a percentage point of GDP. In contrast, simulations that include adjustments in government spending show a more significant impact, achieving savings exceeding one percentage point of GDP in both the short and long term. These findings highlight the relevance of simulation models as tools for designing effective fiscal policies aimed at enhancing economic sustainability.
El artículo examina la incompatibilidad estructural entre el Impuesto al Valor Agregado (IVA) y el modelo costarricense de precio único de los combustibles, administrado por la Autoridad Reguladora de los Servicios Públicos (ARESEP). Se analiza cómo la aplicación del IVA al transporte de hidrocarburos resulta jurídicamente improcedente y económicamente inviable dentro de un esquema basado en montos específicos por galón y en el principio de solidaridad tarifaria que garantiza precios uniformes en todo el territorio nacional. La investigación adopta un enfoque mixto y analítico, sustentado en la revisión normativa de la Ley de Fortalecimiento de las Finanzas Públicas, Ley No. 9635 (Asamblea Legislativa de Costa Rica, 2019) y la Ley de Simplificación y eficiencia Tributaria, Ley No. 8114 (Asamblea Legislativa de Costa Rica, 2001), las resoluciones de la ARESEP y los criterios de la Dirección General de Tributación del Ministerio de Hacienda. Los resultados muestran que el cobro del IVA sobre el transporte de combustibles fragmentaría el precio único, vulneraría el principio constitucional de reserva de ley tributaria y afectaría la equidad territorial. Asimismo, se demuestra que el cargo fijo de US$0,011 por galón creado por la ARESEP en 2019 en sustitución del IVA al transporte, constituye una exacción parafiscal impropia, sin sustento legal formal. Finalmente, se plantea que la sostenibilidad fiscal y energética de Costa Rica requiere una reforma integral que armonice la regulación tarifaria, la legalidad tributaria y la transición hacia una matriz energética baja en carbono, conforme a los principios de equidad, transparencia y seguridad jurídica.

Las áreas naturales protegidas son una herramienta efectiva para la conservación de los ecosistemas. Algunos de estos lugares tienen vocación turística, debido a sus atractivos naturales y culturales. El objetivo de este artículo es explicar los principales factores determinantes del flujo turístico de la Reserva de la Biosfera El Pinacate y Gran Desierto de Altar, durante el período 2009-2021. Con base en datos de visitantes de este lugar, así como variables socio económicas, se elaboró un modelo de regresión lineal múltiple. Los resultados muestran que los principales factores determinantes del flujo turístico son: PIB turístico, riesgo por salud (COVID), inflación y períodos vacacionales. Una de las principales implicaciones del presente estudio es que representa una herramienta de apoyo en el manejo del turismo dentro de las ´áreas naturales protegidas, toda vez que permite estimar el flujo turístico para el siguiente período.
Given the power of decision and persuasion that Generation Z is acquiring, it is important to know the changes in the motivations they have towards sustainable consumption. This research analyzes the evolution of sustainable food consumption factors in Centennials during and after the pandemic, based on the Theory of Planned Behavior, which has been widely used to understand this phenomenon. In the first four months of 2021 and 2023, 662 young people born between 2000 and 2007 were surveyed; with the data collected, regression equations were calculated for each year, demonstrating a significant change in its structure with the Chow Test. During the pandemic and because of their young age, Generation Z had fewer possibilities to decide; in the new normal they acquired more freedom, increasing their purchase intention. This longitudinal study shows that the basic postulates of the Theory of Planned Behavior are fulfilled, if individuals have decision-making power and freedom to select what they prefer.

Historically, economics was articulate in a dual manner, as science and practice, the separation between scientific and normative aspects is recent. Even so, it is necessary to make the transition between the two levels of analysis to offer solutions to real problems, leaving the issue of how to do it. Faced with this, welfare economics arises, as an appendix to neoclassical theory, providing a criterion with objectivity pretensions to judge and compare policy choices and social arrangements. The objective of this paper is to unify the theory of welfare economics, its decision criteria, and critics. To do this a profound theoretical and critical revision is carried out, regarding welfare economics and general equilibrium theory. The second part of the paper explains the ideas underlying the theory of welfare economics, showing how the transition between efficiency and optimality is made, to separate the positive and normative aspects of the analysis. In the third part, critical revisions to the criterion of welfare economics are presented, pointing out objections to its theoretical assumptions, claims of objectivity, descriptive reality, and narrowness. Concluding that, despite its limitations, the criterion should not be discarded, especially in a society that organizes a great part of its economic activity through the market as the main economic institution; but it isn't adequate as a unique final criterion either.
Neoclassical economic theory holds, with apparent certainty, that the model of perfect competition is an idealized form of real markets. Although difficult to find, it is of enormous importance as a scientific concept and as a guide to practice. In this article, that this statement is partially incorrect is proposed. Neither is perfect competition an idealized form of real markets, nor can it serve as an adequate guide for an economic policy on the ordering of markets. Instead, perfect competition and other similar concepts are topological variants of spontaneous order. From the two previous considerations, a set of paradoxes and inconsistencies derive that do not totally invalidate the search for transcendental concepts, if we correctly locate their place in the social sciences.
Silver economy reflects the economy of the elderly, 55 years and over, whose participation by 2021 in the Peruvian context represents 17.75% in both genders, 18.21% women and 17.28% men. However, an upward trend is perceived in the following years. Due to this, it is analyzed the reality of the silver economy in Peru, as well as its growth prospects, applying for such purposes a multimodal systematic review methodology, selecting 37 sources with a cross section. Results show a convergence of 8 generations in society and, consequently, in the economy; notorious changes in the structures of pension savings systems, both public and private; the management with a short-term approach of the State regarding the release of pension funds; 3 aspects for the promotion of the silver economy: consumer, entrepreneur/entrepreneur and work. Finally, the study of social programs in the elderly, motivation for participation in voluntary pension savings funds and export of services to elderly people in developed countries recommended.
La teoría económica neoclásica sostiene, con aparente certeza, que el modelo de competencia perfecta es una representación idealizada de los mercados reales; difícil de encontrar en la realidad pero de enorme importancia como concepto científico y como guía de la práctica. En este articulo proponemos que esa afirmación es parcialmente incorrecta. Ni la competencia perfecta es una forma idealizada de los mercados reales ni, por consiguiente, puede servir como una guía adecuada para una política económica sobre el ordenamiento de los mercados. En su lugar, la competencia perfecta y otros conceptos similares son variantes topológicas del orden espontáneo. De las dos consideraciones anteriores se deriva un conjunto de paradojas e incoherencias que, sin embargo, no invalidan totalmente la búsqueda de conceptos trascendentales, siempre que ubiquemos correctamente su lugar en las ciencias sociales.
Históricamente la economía se articuló de forma dual, entre ciencia y práctica, hasta tiempos recientes se establece la separación entre aspectos científicos y normativos. Aun así, es imperante hacer el tránsito entre ambos para ofrecer soluciones a los problemas reales, dejando un problema: ¿cómo hacerlo? Ante esto surge la economía del bienestar, como anexo a la teoría neoclásica, brindando un criterio de pretensión objetiva para juzgar y comparar elecciones de política y arreglos sociales. El objetivo de este escrito es unificar los criterios de decisión propuestos por la economía del bienestar y las principales críticas a los mismos. Para ello se realiza una revisión teórica y crítica sobre los postulados de la economía del bienestar y las teorías del equilibrio general. En la segunda parte se presentan las ideas subyacentes a la teoría del bienestar, mostrando como realiza el tránsito entre eficiencia y optimalidad, para separar lo positivo de lo normativo. En la tercera parte, se presentan revisiones críticas al criterio de la economía del bienestar, desarrollando objeciones a sus supuestos, pretensión de objetividad, realidad descriptiva y estrechez. En la cuarta parte la conclusión y discusión. Concluyendo que, pese a sus limitaciones, el criterio no debe ser desechado, en especial en una sociedad que organiza gran parte de su actividad económica a través del mercado como institución económica; pero que tampoco debe tomarse como criterio final o definitivo, pues presenta falencias.
La economía plateada refleja a la economía de la tercera edad, 55 años o más, cuya participación para el 2021 en el contexto peruano representa el 17,75% en ambos géneros, de los cuáles el 51,7% son mujeres y 48,30%, varones. Sin embargo, se percibe una tendencia al alza en los siguientes años. Debido a ello, este trabajo, analiza la realidad de la economía plateada en el Perú, así como sus perspectivas de crecimiento, aplicando para tales fines una metodología de revisión sistemática multivocal, seleccionando 37 fuentes con un corte transversal. Se encontró la convergencia de 8 generaciones en la sociedad y, consecuentemente, en la economía; notorias modificaciones en las estructuras de los sistemas de ahorro previsional, tanto público como privado; la gestión con enfoque cortoplascista del Estado en referencia a la liberación de los fondos de pensión; 3 vertientes para el fomento de la economía plateada: de consumidor, de emprendedor/empresario y de trabajo. Finalmente, se recomienda el estudio de los programas sociales en la tercera edad, motivación de participación en fondos voluntarios de ahorro previsional y exportación de servicios a personas de tercera edad en países desarrollados.
Fiscal rules are mechanisms designed to achieve a sustainable public debt path, trying to maintain spending growth or a fiscal result consistent with that objective. Although there were several attempts to apply a similar mechanism in Costa Rica, it was not until the approval of the 2018 tax reform that it was formally introduced. Designed to function under normal conditions, the Covid-19 pandemic revealed many problems in the application of the mechanism for Costa Rica, which have been exacerbated by a restrictive fiscal policy. Many problems that could generate operational difficulties in public entities would become greater as long as the fiscal rule remains unadjusted, hence the need for specific reforms to ensure reasonable application.
This article proposes a hypothetical reflection based on anticipating a possible shift in the world financial system from the current standard -dollar to the energy -standard on which generation and circulation cryptocurrencies are based. Considering certain principles on the agiotage derived from the White Paper, some events are predicted and, therefore, such or such movements of social readjustment in the face of this new model of world financial system. The article begins with a genealogy of these systems reflected in world money patterns, then develops the link between cryptocurrencies and access and use of energy to conclude with the predictions of projecting the hypothetical scenario of displacement of the dollar-pattern to the energy-pattern.
